Luchtwachtpost.
NIEUWE HOLLANDSE WATERLINIE
Inleiding
LUCHTWACHTPOST, op het hoogste punt van Fort Pannerden, als naoorlogse militaire voorziening voor het zogenoemde Korps Luchtwacht Dienst (KLD). De post kwam tot stand in 1951 of 1952 en had een functie in het kader van de beoogde visuele en/of auditieve waarneming van nadering van (eventueel vijandelijke) vliegtuigen. Als vijand golden toen strijdkrachten van het zogenoemde Warschaupact, dat bestond uit communistische staten - satellieten van de toenmalige Sovjet-Unie (nu Rusland). Verdere alarmering vond telefonisch plaats en het volgen van vijandelijke toestellen zou eveneens door middel van horen en zien gebeuren. Met de opkomst van snellere toestellen met straalmotoren en dankzij de verbetering van radartechniek was het systeem al snel achterhaald en na een uitdunning van het netwerk, werd het systeem in 1968 opgeheven. Een groot deel van de 138 speciaal gebouwde (houten en betonnen) waarnemingsposten werd afgebroken of raakte in verval en slechts enkele bestaan nu nog - sommige met monumentstatus. Hun voortbestaan was onder meer te danken aan tijdelijk gebruik door de in 1986 eveneens opgeheven Bescherming Bevolking (BB). De luchtwachtpost op Fort Pannerden was één van de ± 275 observatieposten, die in het KLD-netwerk verspreid lagen over ons land en waarvan ongeveer de helft was gevestigd op bestaande bouwwerken. In dit geval kan worden gesproken van een hybride voorbeeld van een observatiepost: de locatie als zodanig was een bestaande militaire constructie, maar de post zelf is een vierkant, open, bakstenen bouwwerkje. Het vertegenwoordigt herinneringswaarden aan de periode van de Koude Oorlog en hiernaast zekere typologische zeldzaamheidswaarden; de architectuurhistorische betekenis van dit sobere bouwwerkje is ondergeschikt. De post is in 2005 voorzien van een overkapping (een laag tentdakje) om dienst te doen als vogelobservatorium, maar dit dakje is rond 2012 weer verwijderd. Tevens is de post opgenomen binnen een groter (houten) plateau, dat toegankelijk is vanaf de opstelplaatsen van de Landbatterij.
Omschrijving
LUCHTWACHTPOST bovenop het hoogste punt van Fort Pannerden en bestaande uit een vierkante, grauwe bakstenen balustrade met een hierin uitgespaarde toegang aan de noordwestzijde. De maten bedragen ongeveer 3 x 3 m; de eensteense wanden zijn ongeveer 1,25 m hoog en zijn aan de binnenzijde gecementeerd. De rollaag waarmee het metselwerk eindigt, helt iets naar buiten vanwege hemelwaterafvoer; ter weerszijden van het zuidwestelijke hoekpunt ligt over ongeveer een meter deze rollaag een steendikte lager. De vloer is gecementeerd.
Waardering
De LUCHTWACHTPOST op Fort Pannerden is van algemeen belang vanwege:
* Cultuurhistorische waarden, als na de Tweede Wereldoorlog aan een bestaand onderdeel van de Nieuwe Hollandse Waterlinie toegevoegd bouwwerkje. De Nieuwe Hollandse Waterlinie is ontworpen door C.R.T. Kraijenhoff en is in eerste aanleg vanaf 1815 door hem, door Jan Blanken en door majoor-ingenieur Willem Offerhaus aangelegd en is daarna door anderen gedurende ongeveer 125 jaar versterkt en verbeterd. De luchtwachtpost volgde pas rond 1950 en is hiermee een van de laatste aan het systeem toegevoegde militaire elementen.
* Krijgshistorische en systeemwaarden, als onderdeel van een vooruitgeschoven deel van de verder vrijwel aaneengesloten militaire verdedigingslinie tussen de voormalige Zuiderzee en de Biesbosch. Deze bestond hoofdzakelijk uit een samenhangend systeem van inundatievelden en bijbehorende inundatiemiddelen en van schootsvelden. Dit systeem werd aangevuld met diverse, uit verschillende perioden daterende typen gebouwde of aangelegde (verdedigings)werken die dienden tot of bijdroegen aan afsluiting en verdediging van niet te inunderen terreinen of andere accessen.
* Ensemblewaarde en situationele waarden, vanwege de fysieke samenhang met de overige onderdelen van het complex en hiernaast eveneens met de weinige overige nog bestaande (met dit doel gebouwde) luchtwachtposten.
* Het bouwwerk is representatief (karakteristiek) omdat het nog steeds de fysieke kenmerken vertoont die destijds tot de bouw aanleiding waren en het is zeldzaam (geworden) als gevolg van sloop en anderszins teniet gaan van andere, verwante exemplaren.
* Het bouwwerk is gaaf bewaard omdat qua structuur en fysiek voorkomen de hoofdzaken van de toestand in de jaren '50 van de 20ste eeuw zijn bewaard en/of ttdankzij restauratie zijn geconsolideerd.

Introduction
AIR WATCH POST, at the highest point of Fort Pannerden, as a post-war military facility for the so-called Air Watch Service Corps (KLD). The post was established in 1951 or 1952 and had a function in the context of intended visual and/or auditory observation of the approach of (possibly enemy) aircraft. The enemy at that time was considered to be the armed forces of the so-called Warsaw Pact, which consisted of communist states - satellites of the then Soviet Union (now Russia). Further alerting took place by telephone and the tracking of enemy aircraft would likewise occur by means of hearing and sight. With the emergence of faster aircraft with jet engines and thanks to the improvement of radar technology, the system was soon superseded and after a thinning of the network, the system was abolished in 1968. A large part of the 138 specially constructed (wooden and concrete) observation posts were demolished or fell into disrepair and only a few still exist - some with monument status. Description
AIR WATCH POST at the highest point of Fort Pannerden and consisting of a square, grey brick balustrade with an access recessed within it on the north-west side. The dimensions measure approximately 3 x 3 m; the one-brick-thick walls are approximately 1.25 m high and are cemented on the inside. The roll moulding with which the brickwork ends slopes slightly outward for rainwater drainage; on either side of the south-west corner point, this roll moulding is one brick thickness lower over approximately one metre. The floor is cemented.
Valuation
The AIR WATCH POST at Fort Pannerden is of general importance because of:
* Cultural-historical values, as a structure added after the Second World War to an existing component of the New Hollandic Waterline. The New Hollandic Waterline was designed by C.R.T. Kraijenhoff and was initially constructed from 1815 by him, by Jan Blanken and by major-engineer Willem Offerhaus and was subsequently strengthened and improved by others over approximately 125 years. The air watch post was only added around 1950 and is thus one of the last military elements added to the system.
* Military-historical and system values, as part of an advanced section of an otherwise virtually continuous military defensive line between the former Zuiderzee and the Biesbosch. This consisted mainly of a coherent system of inundation fields and associated inundation means and of fields of fire. This system was supplemented with diverse types of constructed or established (defensive) works from different periods that served or contributed to the closure and defence of terrain that could not be inundated or other accesses.
* Ensemble value and situational values, due to the physical coherence with the other components of the complex and furthermore also with the few other remaining (purpose-built) air watch posts.
