Inleiding
FORTAANLEG, MET DROGE GRACHT EN MUUR- EN AARDWERKEN EN MET GLACIS / ENVELOPPE, MET (RESTEN VAN) GESCHUTSOPSTELPLAATSEN, MET (RELICTEN VAN TOEGANGS- EN ONDERHOUDS-)WEGEN, MET RESTEN VAN EEN (SEMI-)NATTE GRACHT EN MET RESTEN EN/OF SPOREN VAN ALLE BIJBEHORENDE GEBOUWDE EN AANGELEGDE ONDERDELEN EN MET DELEN VAN DE (OORSPRONKELIJK) DOOR GRENSPALEN AANGEDUIDE MILITAIRE LANDSGROND als onderdelen van Fort Pannerden. Fort Pannerden laat zich van een afstand vrij gemakkelijk herkennen als een uit verschillende segmenten bestaande en verschillende hoogten beslaande bult in het terrein. Camouflage door bebossing moet op deze locatie - in het bijzonder vanuit waterstaatsstandpunt niet opportuun zijn geweest. Fort Pannerden is een tot de Nieuwe Hollandse Waterlinie gerekend fort van het bastaardstelsel - dat is een kruising tussen het polygonale en het gebastioneerde systeem. Het is voorzien van typerende aarden en aangeaarde gemetselde onderdelen en verder van een bij Nederlandse forten slechts weinig voorkomende droge gracht.
Forten en vergelijkbare werken werden gewoonlijk geconstrueerd op basis van vooraf aangebrachte aardlichamen, die als een fundering fungeerden en wegzakken in (een natte en slappe) bodem moesten voorkomen. Bij de bouw van de werken is, behalve dit gewoonlijk tactisch 'voorgevormde' aardlichaam - dat op zichzelf reeds een weerbare rol vervulde of kon vervullen - ook nog een specifieke aanleg gerealiseerd die bedoeld was om de defensieve kracht te vergroten, de veiligheid van de bezetting te waarborgen en intern en extern transport en verkeer te vergemakkelijken. Zo ontstonden er onder meer aarden dekkingen voor verschillende bouwwerken, om ze minder kwetsbaar te maken voor inslagen van vijandelijk vuur, aarden wallen die de bebouwing en open terreinen dekten en de contouren bepaalden, gedekte toegangen, bestrate paden en appelplaatsen. De aardwerken zijn in sterk van elkaar verschillende grondplans aangelegd, vaak met één of meer bastions, die eveneens in vorm konden verschillen. Rond het aardlichaam kwam - indien mogelijk - een natte gracht te liggen. Over de gracht lag gewoonlijk een (deels opneembare) brug - verschillende typen komen voor - maar soms bestond een vaste oeververbinding, bijvoorbeeld in de vorm van een dam. Brug of dam kunnen deel uitmaken van het wegenstelsel. Langs de buitenzijde van de grachten lag vaak een weg of pad. Zo'n pad of weg kon zowel in de vorm van een gedekte weg zijn aangelegd, als ook wel gelijk met of zelfs boven maaiveldniveau. Deze wegen of paden konden verschillende functies hebben, uiteenlopend van openbare weg tot onderhoudspad, en ook van militaire gedekte weg tot exclusieve toegangsweg naar het fort. Buiten de natte gracht bevindt zich bovendien vaak een (van oudsher en nog ten dele) met grenspalen als zodanig aangemerkte zone waarover het Ministerie van Oorlog zeggenschap had, de Militaire Landsgrond.
Fort Pannerden is een van de werken die relatief sterk afwijken van dit algemene beeld. Het fort is voor Nederlandse verhoudingen allereerst bijzonder vanwege de ligging op een landtong die de wig vormt van een zich in twee takken splitsende rivier (de Rijn). Tevens is het fort - anders dan alle andere werken - gebouwd op meer dan 10 m boven zeeniveau en het behoefde niet op de gebruikelijke wijze met een aardlichaam en (houten) palen te worden gefundeerd. Een zeldzaamheid in Nederland is ook de droge gracht die het aardgedekte bouwwerk omgeeft en die aan de buitenzijde door eveneens aardgedekt metselwerk (de contrescarp) wordt begrensd. Ondanks de hoge ligging van het werk kon de begane grond bij hoge rivierstanden ernstige wateroverlast ondervinden doordat de capaciteit van het hiertoe ingebouwde afwateringssysteem onvoldoende bleek te zijn. Het kon hierdoor voorkomen dat in de 'droge gracht' meer dan een meter water stond. Hetzelfde geldt voor de op een kleine 100 m ten noordwesten van het fort gelegen, nu moeilijk in het veld waarneembare (semi-)natte gracht, die vanaf een loopgraaf bovenin het fort (op ca. 130 m afstand) met mortieren kon worden verdedigd. De (semi-)natte gracht, die mede ontstond als 'aardhaalplaats' bij de ophoging en aanaarding van het fort, is als relict (ook) van archeologisch belang. Het fort bestaat in hoofdzaak uit één monolithische constructie, overwegend in baksteen en - voor wat de na ca. 1885 gewijzigde en/of toegevoegde delen betreft - in (brikken)beton. Zowel de binnenzijde (de fortzijde) als de buitenzijde (de escarp)van de droge gracht is geheel in baksteen uitgevoerd. De tientallen schietgaten in het metselwerk van het fort waren niet bestemd voor kanonnen, maar voor de nabijverdediging met geweren en later eventueel ook mitrailleurs: deze geven - anders dan bij de meeste andere forten - dan ook geen zicht op de omgeving, maar alleen op het omringende metsel- en aardwerk van de contrescarp. Door de monolithische constructie zijn vrijwel alle functies ondergebracht in één en het hetzelfde bouwwerk, dat in hoofdzaak bestaat uit twee niveaus, met een gedeeltelijke tussenverdieping en met een hiermee ongeveer gelijk liggende, zwaar uitgevoerde batterij. Dit is de naar het zuidoosten gerichte, bij de bouw vijf schietgaten tellende, zogenoemde Rivierkazemat. Deze batterij en ook een tweetal andere - de Rijnbatterij en de Waalbatterij (beide met drie schietgaten) - zijn gepantserd met staal en beton, hetgeen weinig voorkomt in ons land. Enkele weken voor de Tweede Wereldoorlog werden iets buiten fort nog enige kazematten van het Type S 3 gebouwd, een type dat binnen de Nieuwe Hollandse Waterlinie verdere niet of nauwelijks is toegepast of bewaard. De hierbij beoogde aarddekking is nooit aangebracht. Nabij de toegangsbrug is in het begin van de 20ste eeuw een kolenbunker gebouwd.
Binnen de droge gracht liggen vijf, ongeveer halfronde (of beter hoefijzervormige) zogenoemde caponnières, die worden begeleid door even zovele, halfrond verlopende delen van de gracht. Bovenop het fortgebouw - op ca. 20 m + NAP - bevinden zich te midden van aardwerken, gemetselde open geschutsopstelplaatsen en op het hoogste punt ook een pas na de Tweede Wereldoorlog opgemetselde luchtwachtpost. Na de overeenkomst waarbij verschillende partijen zich tot restauratie verplichtten, heeft grootschalig en ingrijpend herstel van de aanleg plaatsgevonden, waardoor de herkenbaarheid van de structuur en van vele elementen sterk is vergroot.

De fortaanleg bestaat in hoofdzaak uit een ongeveer vijfhoekig, asymmetrisch plan. Deze vijfhoek kent drie (vrijwel) haakse en twee (zeer) stompe hoeken. De aanleg kent met aarde gedekte metsel- en (latere) betonwerken op meerdere, van buitenaf goed herkenbare niveaus en met in het grondplan een droge gracht waarin een vijftal caponnières en een buitentalud (enveloppe) dat nauwkeurig de contouren van het de gemetselde buitenmuur van de droge gracht reflecteert. De binnen de droge gracht gelegen aanleg is met het als één monolithische constructie uitgevoerde fortgebouw en met het hieromheen gelegen, vijfzijdige, gekazematteerde gangenstelsel, dat ook de caponnières omvat, vrijwel integraal aangeaard. Hierbij zijn tussen het fortgebouw en de gangen delen bewust niet bebouwd, maar als aardlichaam uitgevoerd. Van de beide in de eerste aanleg tot stand gekomen, smalle en langgerekte binnenpleinen zijn gedeelten in een latere bouwfase overkluisd - al dan niet door beton - en met aarde gedekt (of bebouwd). Verder zijn bovenop het fortgebouw in de aarddekking vijf open emplacementen ingericht, die ruwweg een halve cirkel van noord naar zuidwest bestrijken. De met brikkenbeton versterkte, gemetselde wanden van deze geschutsopstelplaatsen bevatten in de zijwanden uitgespaarde munitienissen. Deze opstelplaatsen zijn bekend onder de naam 'Landbatterij'. Te midden van de emplacementen wordt de gevel van een aardgedekte remise geflankeerd door nissen (l) en een trap (r). Oostelijk van deze remise bevindt zich - eveneens onder een aarddekking - een tweede gevel met toegang; ter weerszijden hiervan staat een keermuur. Aan de zuidoostzijde van dit aardwerk is zichtbaar de zware betonnen Rivierbatterij en aan de noord- en de zuidzijde de Rijnbatterij en de Waalbatterij. Bovenop het hoogste aardgedekte punt een vierkante, gemetselde luchtwachtpost van kort na de Tweede Wereldoorlog. Deze wordt als eigenstandig monument beschreven. Op verschillende plaatsen zijn rook- en of luchtverversingskanalen van onderliggende ruimten zichtbaar. De aanleg van het fort vertoont duidelijke sporen van de wijziging / verzwaring die het in de jaren '80 van de 19de eeuw onderging onder invloed van de introductie van de brisante granaat en het getrokken geschut. Met name de drie betonnen batterijen zijn hiervan voorbeelden. Een onderhoudspad en het glacis / de enveloppe en ook de andere aangelegde en gebouwde onderdelen van en rond het werk maken deel uit van de fortaanleg, net als de resten en sporen van de (semi-)natte gracht ten noorden van het werk. Globaal geldt ditzelfde ook voor de oorspronkelijk met grenspalen aangemerkte zone waarover het Ministerie van Oorlog zeggenschap had - de Militaire Landsgrond, voor zover deze op de bij dit document behorende kaart is aangeduid. Binnen deze zone liggen tevens zes van de zeven kazematten die als onderdelen van de aanleg waren bedoeld. De zeven worden als eigenstandig monument beschreven.
Waardering
De FORTAANLEG, MET DROGE GRACHT EN MUUR- EN AARDWERKEN EN MET GLACIS / ENVELOPPE, MET (RESTEN VAN) GESCHUTSOPSTELPLAATSEN, MET (RELICTEN VAN TOEGANGS- EN ONDERHOUDS-)WEGEN, MET RESTEN VAN EEN (SEMI-)NATTE GRACHT EN MET RESTEN EN/OF SPOREN VAN ALLE BIJBEHORENDE GEBOUWDE EN AANGELEGDE ONDERDELEN EN MET DELEN VAN DE (OORSPRONKELIJK) DOOR GRENSPALEN AANGEDUIDE MILITAIRE LANDSGROND van het Fort Pannerden is van algemeen belang vanwege:
* Cultuurhistorische waarden, als onderdeel van de Nieuwe Hollandse Waterlinie zoals deze is ontworpen door C.R.T. Kraijenhoff en in eerste aanleg vanaf 1815 door hem, Jan Blanken en majoor-ingenieur Willem Offerhaus is gerealiseerd en daarna door anderen gedurende ongeveer 125 jaar is versterkt en verbeterd.
* Architectuurhistorische waarden, in het bijzonder als uiting van de militair-strategische bouwkunde, die gebaseerd is op: a. het systeem van inundatie en accesverdediging (19de en 20ste eeuw), b. de wedloop met de zich versterkende offensieve middelen (19de en 20ste eeuw). c. het systeem van 'levende' veldversterking (20ste eeuw).
Het onderdeel is een voorbeeld van een fortaanleg met een uit twee bouwlagen en een tussenlaag bestaand, aardgedekt fortgebouw dat is voorzien van een droge gracht en van daarbuiten gelegen (aardgedekte) functies en onderdelen en van een fortaanleg met externe kazematten die in verschillende fasen tussen ca. 1870 en 1940 tot stand kwam.
* Krijgshistorische en systeemwaarden, als kenmerkend onderdeel van een vooruitgeschoven post van de verder vrijwel aaneengesloten militaire verdedigingslinie tussen de voormalige Zuiderzee en de Biesbosch. Around the earth body came - if possible - a wet ditch. Over the ditch lay usually a (partly removable) bridge - different types occur - but sometimes there was a fixed bank connection, for example in the form of a dam. Bridge or dam could be part of the road system. Along the outside of the ditches there was often a road or path. Such a path or road could be laid both in the form of a covered way, as well as level with or even above ground level. These roads or paths could have different functions, ranging from public road to maintenance path, and also from military covered way to exclusive access road to the fort. Outside the wet ditch there is moreover often a (since ancient times and still in part) with boundary markers as such marked zone over which the Ministry of War had authority, the Military State Land.
Fort Pannerden is one of the works which deviate relatively strongly from this general picture. The fort is first of all exceptional for Dutch circumstances because of its location on a tongue of land which forms the wedge of a river splitting into two branches (the Rhine). Moreover, the fort - unlike all other works - was built at more than 10 m above sea level and did not need to be founded in the usual manner with an earth body and (wooden) piles. A rarity in the Netherlands is also the dry ditch which surrounds the earth-covered building and which is bounded on the outside by likewise earth-covered masonry (the counterscarp). Despite the high location of the work, the ground floor could suffer serious water damage at high river levels because the capacity of the drainage system built in for this purpose proved insufficient. It could happen that in the 'dry ditch' there was more than a meter of water. The same applies to the (semi-)wet ditch located about 100 m to the northwest of the fort, now difficult to observe in the field, which could be defended with mortars from a trench at the top of the fort (at approximately 130 m distance). The (semi-)wet ditch, which also arose as an 'earth-digging place' during the raising and earthing of the fort, is as a relic (also) of archaeological importance. The fort consists mainly of one monolithic structure, predominantly in brick and - as far as the parts modified and/or added after approximately 1885 are concerned - in (brick) concrete. Both the inside (the fort side) and the outside (the scarp) of the dry ditch are entirely executed in brick. The dozens of loopholes in the masonry of the fort were not intended for cannons, but for close defense with rifles and later possibly also machine guns: these provide - unlike at most other forts - no view of the surroundings, but only of the surrounding masonry and earthwork of the counterscarp. Due to the monolithic construction, virtually all functions are housed in one and the same building, which mainly consists of two levels, with a partial intermediate floor and with an approximately level heavy-duty battery. This is the southeast-facing, at the time of construction with five loopholes, so-called River Casemate. This battery and also a couple of others - the Rhine Battery and the Waal Battery (both with three loopholes) - are armored with steel and concrete, which is rare in our country. A few weeks before the Second World War, a few Type S 3 casemates were built just outside the fort, a type which within the New Hollandic Water Line has not been or has scarcely been applied or preserved. The earth covering intended for this was never applied. Near the access bridge, a coal bunker was built at the beginning of the 20th century.
Within the dry ditch lie five, approximately semi-circular (or rather horseshoe-shaped) so-called caponnieres, which are accompanied by an equal number of semi-circular sections of the ditch. The fort layout consists mainly of an approximately pentagonal, asymmetrical plan. This pentagon has three (virtually) right angles and two (very) obtuse angles. The layout has earth-covered masonry and (later) concrete works on multiple levels, clearly recognizable from the outside, and with a dry ditch in the ground plan in which five caponnieres and an outer slope (envelope) that accurately reflects the contours of the masonry outer wall of the dry ditch. The layout situated within the dry ditch is with the fort building executed as one monolithic structure and with the five-sided casemate corridor system surrounding it, which also includes the caponnieres, virtually entirely earthed over. Parts between the fort building and the corridors were deliberately not built, but executed as earth body. Of the two narrow and elongated inner courtyards created in the first layout, sections in a later construction phase were arched over - whether or not by concrete - and covered with earth (or built upon). Furthermore, on top of the fort building five open emplacements were arranged in the earth covering, which roughly cover a semicircle from north to southwest. The reinforced brick concrete masonry walls of these gun emplacements contain ammunition recesses in the side walls. These emplacements are known as the 'Land Battery'. In the midst of the emplacements the facade of an earth-covered remise is flanked by niches (l) and a stair (r). To the east of this remise is located - also under an earth covering - a second facade with entrance; on either side of this stands a retaining wall. On the southeast side of this earthwork the heavy concrete River Battery is visible and on the north and south sides the Rhine Battery and the Waal Battery. On top of the highest earth-covered point a square, masonry air watch post from shortly after the Second World War. This is described as an independent monument. At various places smoke and or ventilation channels of underlying spaces are visible. The layout of the fort shows clear traces of the modification / strengthening it underwent in the 1880s under the influence of the introduction of explosive shell and rifled artillery. In particular the three concrete batteries are examples of this. A maintenance path and the glacis / the envelope and also the other constructed and built components of and around the work form part of the fort layout, as do the remains and traces of the (semi-)wet ditch to the north of the work. * War-historical and system values, as a characteristic component of an advanced post of the otherwise virtually continuous military defense line between the former Zuiderzee and the Biesbosch. This consisted mainly of a coherent system of inundation fields and associated inundation means and of fields of fire. This system was supplemented with various types of built or constructed (defense) works dating from different periods which served to or contributed to the closure and defense of non-inundatable terrain or other accesses.
* Ensemble value and situational values, as part of the New Hollandic Water Line. Also because of the functional and physical coherence with the other components of the complex.
* Archaeological values because of possibly present in the soil traces of (semi-wet) trenches, emplacements, earthworks, (re)building traces and the like.
* The component is representative as a clearly recognizable fort layout and it is of high typological rarity because of the application of a multi-layered structure in one monolithic, surrounded by a dry fort ditch, earth-covered building.
* The component is well preserved because the earth and masonry works - after restoration - are still largely present in authentic or original form or are very recognizable.
