NIEUWE HOLLANDSE WATERLINIE
Inleiding
CONTRESCARP als beschermend, aardgedekt, bakstenen muurwerk dat rondom het fort de droge gracht aan de buitenzijde begrenst en daarmee de escarp en de caponnières omsluit. De contrescarp is tegelijk met het erbinnen gelegen fortgebouw en de escarpgalerij / geschakelde kazematten tot stand gebracht (1869-1872). Er zijn na die tijd geen noemenswaardige wijzigingen in aangebracht. Wel vond restauratie plaats van in de loop der tijd ontstane beschadigingen. Bovenop en aan de buitenzijde van het muurwerk ligt een aarden wal met (resten van) een gedekt pad. Contrescarps zijn bij talrijke 18de-en 19de-eeuwse vestingwerken toegepast, maar de vorm waarin die bij Fort Pannerden tot stand kwam is zeldzaam in Nederland. Het betreft hier een geheel het fort omringend muurwerk, dat de droge gracht begrenst en tamelijk nauwkeurig de contouren van het erbinnen gelegen werk volgt. Alleen bij de caponnières is de afstand tot de binnenmuren van de droge gracht iets groter. Droge grachten op deze schaal zijn altijd zeldzaam geweest in ons land en komen of kwamen alleen voor in hogere landsdelen. Anders dan bij de meeste forten van de Nieuwe Hollandse Waterlinie zijn er bij Fort Pannerden geen (sluis)werken gerealiseerd om een natte verdediging rond het fort te (kunnen) stellen. Kennelijk werd vertrouwd op de aangrenzende rivieren en op verdedigend vermogen van de landgerichte vuurmonden.
Omschrijving
CONTRESCARP bestaande uit een ongeveer drie en deels ongeveer vijf meter hoge bakstenen muur, rondgaand om en tamelijk nauwkeurig de contouren volgend van de escarp / de geschakelde kazematten en de vijf caponnières van het Fort Pannerden. De contrescarp bestaat uit zwaar, aan de droge grachtzijde haaks rechtopgaand muurwerk met een onzichtbare, bredere fundering en met aan de buitenzijde een enigszins schuin naar de top versmallend profiel. De overgangen van de lagere naar de hogere delen (bij de caponnières) van het metselwerk verlopen flauw hellend en met vlechtingen en onder beperkte toepassing van natuurstenen blokken. De muren eindigen met een ruime rollaag. In het metselwerk zijn bij de restauratie sporen van beschietingen in de Tweede Wereldoorlog gehandhaafd. Bovenop en aan de buitenzijde van het metselwerk aanaardingen.
Waardering
De CONTRESCARP van Fort Pannerden is van algemeen belang vanwege:
* Cultuurhistorische waarden, als onderdeel van de Nieuwe Hollandse Waterlinie zoals deze is ontworpen door C.R.T. Kraijenhoff en in eerste aanleg vanaf 1815 door hem, Jan Blanken en majoor-ingenieur Willem Offerhaus is aangelegd en daarna door anderen gedurende circa 125 jaar is versterkt en verbeterd.
* Architectuurhistorische waarden, in het bijzonder als uiting van de militair-strategische bouwkunde, die gebaseerd is op: a. het systeem van (inundatie en) accesverdediging (19de eeuw), b. de wedloop met de zich versterkende offensieve middelen (19de eeuw).
Het betreft hier een bouwwerk uit de periode ca. 1869-1872, namelijk een bomvrij, met aardwerken bedekt, rondlopend zwaar muurwerk ter bescherming van de erbinnen gelegen droge gracht, de escarpgalerij en de vijf caponnières.
* Krijgshistorische en systeemwaarden, als onderdeel van een vooruitgeschoven deel van de verder vrijwel aaneengesloten militaire verdedigingslinie tussen de voormalige Zuiderzee en de Biesbosch. Deze bestond hoofdzakelijk uit een samenhangend systeem van inundatievelden en bijbehorende inundatiemiddelen en van schootsvelden. Dit systeem werd aangevuld met diverse, uit verschillende perioden daterende typen gebouwde of aangelegde (verdedigings)werken die dienden tot of bijdroegen aan afsluiting en verdediging van niet te inunderen terreinen of andere accessen.
* Ensemblewaarde en situationele waarden, vanwege de functionele en fysieke samenhang met de overige onderdelen van het complex en in het bijzonder met de droge gracht, de escarpgalerij en de vijf caponnières. * Het bouwwerk is representatief (karakteristiek) omdat het nog steeds de fysieke kenmerken vertoont die destijds tot de bouw aanleiding waren en het is zeldzaam voor wat betreft uitvoering vanwege de toepassing van de gesloten vorm.
* Het bouwwerk is gaaf bewaard omdat qua structuur en fysiek voorkomen de hoofdzaken van de toestand in de jaren '80 van de 19de eeuw en schade uit de jaren 1940-1945 zijn bewaard of dankzij de restauratie zijn geconsolideerd.

NEW HOLLANDIC WATERLINE
Introduction
COUNTERSCARP as a protective, earth-covered, brick masonry that bounds the dry ditch on the outer side around the fort and thereby encloses the scarp and the casemates. The counterscarp was created together with the fort building contained within it and the scarp gallery / linked casemates (1869-1872). No noteworthy alterations have been made since that time. Description
COUNTERSCARP consisting of approximately three and partly approximately five metres high brick masonry, running around and following quite accurately the contours of the scarp / the linked casemates and the five casemates of Fort Pannerden. The counterscarp consists of heavy masonry standing perpendicular to the dry ditch side with an invisible, wider foundation and with a profile on the outer side that tapers somewhat obliquely towards the top.
