NIEUWE HOLLANDSE WATERLINIE
Inleiding
FORTAANLEG MET AARDWERKEN, WAARIN OPSTELPLAATSEN VOOR GESCHUT EN RESTEN WEGENSTRUCTUUR, NATTE GRACHT MET BUITENOEVERS EN DEEL OMLEIDINGS- EN ONDERHOUDSWEGEN EN MET VAN OUDSHER DOOR GRENSPALEN AANGEDUIDE ZONE als basale onderdelen van het Fort aan de Uppelse Dijk / Fort Altena. Forten werden gewoonlijk geconstrueerd op basis van vooraf aangebrachte aardlichamen, die als een fundering fungeerden en wegzakken in (een natte en slappe) bodem moesten voorkomen. Bij de bouw van de forten is, behalve dit gewoonlijk al tactisch 'voorgevormde' aardlichaam - dat op zichzelf reeds een weerbare rol kon vervullen - ook nog een specifieke aanleg gerealiseerd, die bedoeld was om de defensieve kracht te vergroten, de veiligheid van de bezetting te waarborgen en intern en extern transport en verkeer te vergemakkelijken. Zo ontstonden er onder meer aarden dekkingen voor verschillende bouwwerken, om ze minder kwetsbaar te maken voor inslagen van vijandelijk vuur, aarden wallen die de bebouwing en open terreinen dekten en die de contouren bepaalden, alsmede bestrate paden en appelplaatsen. Forten werden meestal omgeven door een of meer natte of droge grachten om eventuele nadering van de omwalling of het fortterrein tot het laatst toe te belemmeren. De forten waren gewoonlijk slechts te bereiken via een of meerdere bruggen of via een smalle landengte. Waar om waterstaatkundige of andere redenen een permanente directe verbinding tussen binnen- en buitengebied bestond, was deze zodanig uitgevoerd dat hij niet of slechts met de grootste moeite te passeren was. Toepassing van zogenoemde ezelsruggen, monniken en / of hekwerken was dan gebruikelijk. Langs de buitenzijde van de grachten lag meestal een weg of pad met glacis. Zo'n weg of pad kon zowel in de vorm van een gedekte weg zijn aangelegd, als ook wel gelijk met of zelfs boven maaiveldniveau. Deze wegen of paden konden verschillende functies hebben, uiteenlopend van onderhoudspad tot openbare weg, en ook van militaire gedekte weg tot exclusieve toegangsweg naar het fort. De toegangsbrug over de gracht is vervangen door een dam. Buiten de gracht bevindt zich vaak een (van oudsher en nog ten dele) met grenspalen als zodanig aangemerkte zone, de zogenoemde Militaire Landsgrond, waarover het Ministerie van Oorlog zeggenschap had.
De aanleg van het Fort aan de Uppelse Dijk / Fort Altena wijkt in zoverre van het algemene beeld af dat het qua structuur en omvang in de tweede ontwikkelingsfase sterk is gewijzigd en vergroot, terwijl het verder als één van de weinige was voorzien van een buitenwerk in de vorm van een batterij buiten de eigenlijke contouren; dit werk is vermoedelijk geheel verdwenen, maar mogelijk zijn er nog resten of sporen. Het oorspronkelijke ronde aardwerk van het torenfort is bij de uitbreiding deels gehandhaafd en vormt als zodanig een zeldzaam relict van zo'n aanleg. De openbare weg - dit geval een Rijksstraatweg - is bij de modernisering van het fort aan de westzijde op de buitenwal aangelegd. Verder omvatte het complex een sluisje, maar dit is vermoedelijk verwijderd; mogelijk bestaan er nog resten of sporen. De aardwerken van de wal zijn ten dele geëgaliseerd, maar in het recente verleden, vooral aan de zuidzijde gerestaureerd / gereconstrueerd, waarbij ook emplacementen / opstelplaatsen voor geschut zijn hersteld of geaccentueerd. Een deel van de aanleg aan de westzijde ging verloren bij de constructie van de autosnelweg A 27 en aan de oostzijde vond enige aantasting plaats door het gebruik van de gracht voor de aanleg van een waterloop.
Omschrijving
FORTAANLEG MET AARDWERKEN, WAARIN OPSTELPLAATSEN VOOR GESCHUT EN RESTEN WEGENSTRUCTUUR, NATTE GRACHT MET BUITENOEVERS EN DEEL OMLEIDINGS- EN ONDERHOUDSWEGEN EN MET VAN OUDSHER DOOR GRENSPALEN AANGEDUIDE ZONE van het Fort aan de Uppelse Dijk / Fort Altena, in hoofdzaak bestaande uit een relatief langgerekt, niet geheel symmetrisch aardwerk met verschillende niveaus. Tussen twee halfbastions aan de frontzijde waarvan de buitenzijde overwegend hoekige vormen bezit, een geknikte courtine, alle voorzien van opstelplaatsen. De aanleg en de aardwerken dateren in hoofdzaak van de periode 1878-1880, met een rest uit 1847: de aanleg omvat ook het vlakke, halfronde terrein of terreplein aan de keelzijde van het fort. De relatie met schootsveld en inundatievelden is mede dankzij het herstel van de wallen aan de frontzijde grotendeels gaaf. De aanaardingen van de bomvrije gebouwen op het fort zijn deel van de aanleg. Het fortterrein wordt ten dele doorsneden door een padenstelsel, waarlangs de gebouwen en andere onderdelen en functies bereikbaar zijn. Tot die bereikbare functies behoren onder meer enige zogenoemde remises (bomvrije bergplaatsen voor geschut, munitie of ander materieel). De gracht van het Fort aan de Uppelse Dijk / Fort Altena is nog vrijwel compleet aanwezig en vormt een omkadering van het aardwerk van het fort. Van de openbare omleidingswegen ligt de Rijksstraatweg op de westelijke buitenoever van de natte gracht en de Uppelse Dijk op de oost en noordoostelijke oever. Verder zijn er resten van het onderhoudspad. Op het fort staan hier en daar betonnen kisten voor strooizand. De oorspronkelijk met stenen grenspalen als zodanig aangemerkte zone waarover het Ministerie van Oorlog zeggenschap had, de Militaire Landsgrond, is op de bij dit document behorende kaart aangeduid.
Waardering
De FORTAANLEG MET AARDWERKEN, WAARIN OPSTELPLAATSEN VOOR GESCHUT EN RESTEN WEGENSTRUCTUUR, NATTE GRACHT MET BUITENOEVERS EN DEEL OMLEIDINGS- EN ONDERHOUDSWEGEN EN MET VAN OUDSHER DOOR GRENSPALEN AANGEDUIDE ZONE van het Fort aan de Uppelse Dijk / Fort Altena zijn van algemeen belang vanwege:
* Cultuurhistorische waarden als onderdelen van de Nieuwe Hollandse Waterlinie zoals deze is ontworpen door C.R.T. Kraijenhoff en in eerste aanleg vanaf 1815 door hem, Jan Blanken en majoor-ingenieur Willem Offerhaus is gerealiseerd en daarna door anderen gedurende meer dan 125 jaar is versterkt en verbeterd.
* Architectuurhistorische waarden in het bijzonder als uiting van de militair-strategische bouwkunde, die gebaseerd is op: a. het systeem van inundatie en accesverdediging (19de eeuw), b. de wedloop met de zich versterkende offensieve middelen (19de en 20ste eeuw).
Het onderdeel is een voorbeeld van een aarden aanleg met wegen- en padenstelsel, aarden dekking voor verschillende functies, gracht, omleidings- en onderhoudswegen en dergelijke en met een door middel van grenspalen aangeduide militaire zone, het geheel uit de jaren 1847 en 1878-1880.
* Ensemblewaarde en situationele waarden vanwege zijn ligging binnen het systeem van de Nieuwe Hollandse Waterlinie in het algemeen en in het bijzonder in de grotendeels gave en goed herkenbare relatie met het schootsveld en de inundatievelden.

Introduction
FORT EARTHWORK WITH GUN EMPLACEMENT POSITIONS AND REMAINS OF ROAD STRUCTURE, WET DITCH WITH OUTER BANKS AND PART OF BYPASS AND MAINTENANCE ROADS AND WITH A ZONE DEMARCATED FROM TIME IMMEMORIAL BY BOUNDARY STONES as basic components of the Fort at Uppelse Dijk / Fort Altena. Forts were typically constructed on the basis of earth structures prepared in advance, which served as a foundation and prevented subsidence in (wet and soft) soil. In the construction of the forts, in addition to this usually already tactically 'pre-shaped' earth structure—which in itself could already fulfil a defensive role—a specific layout was also realised, which was intended to enhance defensive strength, ensure the safety of the garrison, and facilitate internal and external transport and traffic. In this way, among other things, earth coverings were created for various structures to make them less vulnerable to enemy fire, earth ramparts that protected buildings and open areas and determined the contours, as well as paved paths and parade grounds. Where, for reasons of water management or otherwise, a permanent direct connection between interior and exterior existed, it was constructed in such a way as to be difficult or impossible to traverse. Application of so-called chevaux-de-frise, monks and/or palisade works was customary in such cases. On the outside of the ditches there usually ran a road or path with a glacis. Such a road or path could be constructed either in the form of a covered way, or at ground level or even above ground level. These roads or paths could serve various functions, ranging from maintenance path to public road, and from military covered way to exclusive access road to the fort. The access bridge over the ditch has been replaced by a causeway. Outside the ditch there is often a zone (demarcated from time immemorial and still partly so by boundary stones), the so-called Military Crown Land, over which the Ministry of War had authority.
The layout of the Fort at Uppelse Dijk / Fort Altena deviates from the general picture in that its structure and extent were substantially altered and enlarged in the second development phase, and it was further among the few forts provided with an outwork in the form of a battery outside the actual contours; this work has presumably entirely disappeared, but there may still be remains or traces. The original round earthwork of the tower fort was partly retained during the expansion and as such forms a rare relic of such a layout. FORT EARTHWORK WITH GUN EMPLACEMENT POSITIONS AND REMAINS OF ROAD STRUCTURE, WET DITCH WITH OUTER BANKS AND PART OF BYPASS AND MAINTENANCE ROADS AND WITH A ZONE DEMARCATED FROM TIME IMMEMORIAL BY BOUNDARY STONES of the Fort at Uppelse Dijk / Fort Altena, consisting mainly of a relatively elongated, not entirely symmetrical earthwork with different levels. Between two half-bastions on the front face, the exterior of which possesses predominantly angular forms, a bent curtain wall, all provided with emplacement positions. The layout and earthworks date mainly from the period 1878-1880, with a remainder from 1847: the layout also comprises the flat, semicircular terrain or parade ground on the gorge side of the fort. The relationship with the field of fire and inundation fields is largely intact thanks in part to the restoration of the ramparts on the front face. The earthings of the bomb-proof buildings on the fort form part of the layout. The fort terrain is partly traversed by a path system, along which the buildings and other components and functions are accessible. Those accessible functions include among others some so-called remises (bomb-proof storage places for guns, ammunition or other materiel). The ditch of the Fort at Uppelse Dijk / Fort Altena is still almost completely present and forms a frame around the earthwork of the fort. Of the public bypass roads, the State Road lies on the western outer bank of the wet ditch and the Uppelse Dijk lies on the east and north-eastern bank. There are also remains of the maintenance path. On the fort there are scattered concrete boxes for sand.
