NIEUWE HOLLANDSE WATERLINIE

Inleiding

BATTERIJAANLEG EN AARDWERKEN, (RESTEN) BETONNEN BORSTWERING, NATTE GRACHT MET BUITENOEVERS EN DEEL OMLEIDINGSWEG EN MET DOOR GRENSPALEN AANGEDUIDE ZONE als basale elementen van de Batterij onder Poederoijen. Forten werden gewoonlijk geconstrueerd op basis van vooraf aangebrachte aardlichamen die als een fundering fungeerden en wegzakken in (een natte en slappe) bodem moesten voorkomen. Bij de bouw van de forten is, behalve dit gewoonlijk al tactisch 'voorgevormde' aardlichaam - dat op zichzelf reeds een weerbare rol kon vervullen - ook nog een specifieke aanleg gerealiseerd die bedoeld was om de defensieve kracht te vergroten, de veiligheid van de bezetting te waarborgen en intern en extern transport en verkeer te vergemakkelijken. Zo ontstonden er onder meer aarden dekkingen voor verschillende bouwwerken, om ze minder kwetsbaar te maken voor inslagen van vijandelijk vuur, aarden wallen die de bebouwing en open terreinen dekten en de contouren bepaalden en bestrate paden en appelplaatsen.

Forten werden gewoonlijk omgeven door een of meer natte of droge grachten om eventuele nadering van de omwalling of het fortterrein tot het laatst toe te belemmeren. De forten waren gewoonlijk slechts te bereiken via een of meerdere bruggen of via een smalle landengte. Waar om waterstaatkundige of andere redenen een permanente directe verbinding tussen binnen- en buitengebied bestond, was deze zodanig uitgevoerd dat hij niet of slechts met de grootste moeite te passeren was. Toepassing van zogenoemde ezelsruggen, monniken (vooral bij vestingen) en / of hekwerken was hierbij gebruikelijk. Langs de buitenzijde van de grachten lag vaak een weg of pad, dat zowel in de vorm van een gedekte weg kon zijn aangelegd, als ook wel gelijk met, of zelfs boven maaiveldniveau. Deze wegen of paden konden verschillende functies hebben, uiteenlopend van openbare weg tot onderhoudspad, en ook van militaire gedekte weg tot exclusieve toegangsweg naar het fort. Buiten de natte gracht bevindt zich bovendien vaak een (van oudsher en nog ten dele) met grenspalen als zodanig aangemerkte zone waarover het Ministerie van Oorlog zeggenschap had. De Batterij onder Poederoijen vormde geen uitzondering op dit principe, maar wel werden ernstige problemen ondervonden bij de aanleg van het aardlichaam, dat door de slappe ondergrond danig verzakte. Mede als gevolg hiervan is het kleiner uitgevoerd dan aanvankelijk de bedoeling was en is het aan de keelzijde niet voorzien van een wal. Het fort was voorheen toegankelijk via een aan de westzijde, over de gracht gelegen brug. Deze brug is nog aanwezig, maar is functioneel vervangen door een dam. Een gedeeltelijke restauratie vanaf 2008 heeft ertoe geleid dat aanleg en onderdelen zijn geconsolideerd.

Omschrijving

De BATTERIJAANLEG EN AARDWERKEN, (RESTEN) BETONNEN BORSTWERING, NATTE GRACHT MET BUITENOEVERS EN DEEL OMLEIDINGSWEG EN MET DOOR GRENSPALEN AANGEDUIDE ZONE van de Batterij onder Poederoijen, in hoofdzaak bestaande uit een ruwweg ovaal, asymmetrisch aardwerk, waarvan de keelzijde een relatief recht beloop heeft en het buitentalud afgeronde vormen kent, met als resultaat een grondplan dat op de hoofdletter 'D' lijkt. De ten dele geëgaliseerde aardwerken en resten van een betonnen borstwering herinneren nog aan de vroegere omsluiting van het fortterrein of terreplein. Het centraal gelegen bomvrije gebouw is door aardwerken gedekt en bezit twee vooruit stekende vleugels die tezamen met de hoofdgevel een soort voorplein vormen. De aanleg van de batterij dateert uit de periode 1879-1886. De batterij is destijds aan de noordzijde van de Noorder Maasdijk gebouwd ter afsluiting van het acces van de (Afgedamde) Maas en als verdediging van inundatiesluizen in de Nieuwendijk en later ook de (schut)sluizen in de Afsluitdijk. Het bijbehorende schootsveld is nog goed herkenbaar. De gracht van de Batterij onder Poederoijen is ten dele verland, maar is als zodanig goed herkenbaar en vormt een ruime omkadering van de aanleg van het fort. Rond de gracht ligt een goed herkenbaar glacis met onderhoudspad. De oorspronkelijk met grenspalen als zodanig aangemerkte zone waarover het Ministerie van Oorlog zeggenschap had, de Militaire Landsgrond, is op de bij dit document behorende kaart aangeduid.

Waardering

De BATTERIJAANLEG EN AARDWERKEN, (RESTEN) BETONNEN BORSTWERING, NATTE GRACHT MET BUITENOEVERS EN DEEL OMLEIDINGSWEG EN MET DOOR GRENSPALEN AANGEDUIDE ZONE van de Batterij onder Poederoijen is van algemeen belang vanwege:

* Cultuurhistorische waarden als onderdeel van de Nieuwe Hollandse Waterlinie zoals deze is ontworpen door C.R.T. Kraijenhoff en in eerste aanleg vanaf 1815 door hem, Jan Blanken en majoor-ingenieur Willem Offerhaus is gerealiseerd en daarna door anderen gedurende meer dan 125 jaar is versterkt en verbeterd.

* Architectuurhistorische waarden in het bijzonder als uiting van de militair-strategische bouwkunde, die gebaseerd is op: a. het systeem van inundatie en accesverdediging (19de eeuw), b. de wedloop met de zich versterkende offensieve middelen (19de eeuw).

Het onderdeel is een voorbeeld van een aarden aanleg, waarop een bomvrij bouwwerk met aarden dekking, en verder een gracht met omleidingsweg en door middel van grenspalen aangeduide militaire zone uit de periode 1879-1886.

* Ensemblewaarde en situationele waarden door de ligging binnen het systeem van de Nieuwe Hollandse Waterlinie in het algemeen en in het bijzonder door de in hoge mate gave relatie met het schootsveld.

* Het onderdeel is representatief omdat het accesverdediging en verdediging van inundatie- en andere sluiswerken in een grotendeels ongeschonden fysieke omgeving laat zien.

* Het onderdeel is redelijk bewaard omdat het grondplan, de gracht en het onderhoudspad goed herkenbaar bewaard zijn gebleven.

Introduction

BATTERY INSTALLATION AND EARTHWORKS, (REMAINS OF) CONCRETE BREASTWORK, WET MOAT WITH OUTER BANKS AND PART OF DIVERSION ROAD AND WITH ZONE MARKED BY BOUNDARY POSTS as basic elements of the Battery under Poederoijen. Forts were usually constructed on the basis of pre-positioned earth bodies which served as a foundation and prevented subsidence in (a wet and soft) soil. In the construction of the forts, besides this usually already tactically 'pre-formed' earth body - which could itself already play a defensive role - a specific installation was also realised which was intended to increase defensive strength, ensure the safety of the garrison and facilitate internal and external transport and traffic. In this way, among other things, earth coverings were created for various structures to make them less vulnerable to hostile gunfire, earth ramparts that covered buildings and open areas and determined the contours, and paved paths and parade grounds.

Forts were usually surrounded by one or more wet or dry moats to prevent possible approach to the fortification or fort grounds for as long as possible. The forts were usually only accessible via one or more bridges or via a narrow isthmus. The BATTERY INSTALLATION AND EARTHWORKS, (REMAINS OF) CONCRETE BREASTWORK, WET MOAT WITH OUTER BANKS AND PART OF DIVERSION ROAD AND WITH ZONE MARKED BY BOUNDARY POSTS of the Battery under Poederoijen, consisting mainly of a roughly oval, asymmetrical earthwork, of which the gorge side has a relatively straight course and the outer slope has rounded forms, resulting in a ground plan that resembles the capital letter 'D'. The partly levelled earthworks and remains of a concrete breastwork still recall the former enclosure of the fort grounds or terreplein. The centrally located bomb-proof building is covered by earthworks and has two protruding wings which together with the main facade form a sort of forecourt. The battery installation dates from the period 1879-1886. The battery was built at the north side of the Noorder Maasdijk at that time to block access from the (Dammed) Maas and as a defence of inundation sluices in the Nieuwendijk and later also the (lock) sluices in the Afsluitdijk. The associated field of fire is still clearly recognisable. The moat of the Battery under Poederoijen is partly silted up, but is clearly recognisable as such and forms a spacious frame around the fort installation. Around the moat lies a clearly recognisable glacis with maintenance path. The zone originally marked with boundary posts as such over which the Ministry of War had authority, the Military Crown Land, is indicated on the map belonging to this document.

Valuation

The BATTERY INSTALLATION AND EARTHWORKS, (REMAINS OF) CONCRETE BREASTWORK, WET MOAT WITH OUTER BANKS AND PART OF DIVERSION ROAD AND WITH ZONE MARKED BY BOUNDARY POSTS of the Battery under Poederoijen is of general importance because of:

* Cultural-historical values as part of the New Holland Water Line as designed by C.R.T. Kraijenhoff and first realised from 1815 by him, Jan Blanken and major-engineer Willem Offerhaus and subsequently strengthened and improved by others for more than 125 years.

* Architectural-historical values in particular as an expression of military-strategic architecture, which is based on: a. the system of inundation and access defence (19th century), b. the race with increasingly powerful offensive means (19th century).

The component is an example of an earth installation, on which a bomb-proof structure with earth covering, and furthermore a moat with diversion road and military zone marked by means of boundary posts from the period 1879-1886.
