Omschrijving
Vanaf het terras achter het hoofdgebouw voert een rechte betonnen brug van/naar de centrale middenruimte; in zowel geometrische zin als in functioneel opzicht vormt deze landschappelijk ingerichte ruimte de kern van De Papiermolen. De als gazon behandelde centrale middenruimte is omgeven door de vijf baden en heeft (globaal) een zeszijdige vorm. De indeling met beschuttende en geledende bosschages en groensingels biedt ruimte aan speel- en zonneweiden. Aan de oostzijde van de centrale middenruimte staat een kiosk voor de badmeester(s). De driehoekige speelweide vormt het meeste zuidelijke onderdeel van de aanleg van De Papiermolen en staat aan de noordkant in open verbinding met de zonneweide. Westelijk van de baden ligt de grote zonneweide, aan noord- west- en zuidzijde omzoomd met een dichte beplanting en verdeeld in 'groene kamers'. Het terrein is glooiend ontworpen ter bevordering van de intimiteit. Met betontegels geplaveide wandelpaden van variërende breedte verbinden de verschillende droge en natte onderdelen van de aanleg en dragen bij aan de samenhang en de structuur van het complex.
Waardering
De aanleg bestaande uit de rechte betonnen brug, centrale middenruimte, speelweide, zonneweide, bosschages, groensingels en geplaveide wandelpaden vertegenwoordigt algemeen belang wegens:
- de cultuurhistorische waarde want in de aanleg van De Papiermolen komt eigentijds i.c. naoorlogs gedachtegoed omtrent hygiëne, rust en ruimte, sociale emancipatie en vrijetijdsbesteding tot uitdrukking - in dat opzicht fungeert de aanleg als mijlpaal en als toonbeeld;
- de architectuurhistorische betekenis - als belangwekkende proeve uit het oeuvre van architect Jac. Koolhaas, de artistieke kwaliteiten van het ontwerp met name op basis van de harmonische en sierlijke compositie met open en gesloten, golvende en vlakke partijen;
- de gaafheid en de zeldzaamheid;
- de ensemblewaarde want de aanleg fungeert als coherente onderlegger voor De Papiermolen;
- de stedenbouwkundige betekenis en landschappelijke waarden met beplanting en "groene kamers": in ontwerpkunstig opzicht verwijst de aanleg in vorm en schikking rechtstreeks naar de historische verdedigingstructuur ter plaatse, de Helperlinie (uit 1699, ten zuiden van De Papiermolen);
- de stedenbouwkundige waarde, als beeldbepalend, functioneel, sierend en structureel element in een groter ensemble, namelijk de stadswijk.

From the terrace behind the main building, a straight concrete bridge leads to/from the centrally landscaped middle space; both geometrically and functionally, this landscaped space forms the core of De Papiermolen. The central middle space, treated as a lawn, is surrounded by five pools and has (roughly) a hexagonal shape. The layout with sheltering and articulated copses and green strips provides space for play and sunbathing areas. On the east side of the central middle space stands a kiosk for the pool attendant(s). The triangular play area forms the most southerly part of the De Papiermolen layout and is in open connection on its north side with the sunbathing area. West of the pools lies the large sunbathing area, bordered on the north, west and south sides with dense planting and divided into 'green rooms'. The terrain has been designed with a gentle slope to promote intimacy. Concrete-paved footpaths of varying width connect the various dry and wet components of the layout and contribute to the cohesion and structure of the complex.

- the integrity and rarity;
- the ensemble value as the layout serves as a coherent foundation for De Papiermolen;
- the urban planning significance and landscape values with planting and "green rooms": in design terms the layout in its form and arrangement directly refers to the historical defensive structure at this location, the Helperlinie (from 1699, to the south of De Papiermolen);
- the urban planning value, as a character-defining, functional, decorative and structural element in a larger ensemble, namely the city district.
