Waarnemingsposten.
Inleiding
BETONNEN WAARNEMINGSPOST (1) en (2) als toegevoegd onderdeel van een in 1878-1881 gebouwd, met aardwerken versterkt fort ter afsluiting en verdediging van de Houtense Vlakte, een hooggelegen gebied dat niet inundeerbaar was. Tevens bestreek het fort de spoorlijn Utrecht-Den Bosch. Een van de belangrijke functies bij militaire operaties of werken was die van het waarnemen van eventuele (vijandelijke) bewegingen of acties. Hiertoe werden van oudsher uitkijkposten ingericht, waarbij een hoge of vooruitgeschoven positie, al dan niet verdekt of gedekt, favoriet was. Natuurlijke hoogten, allerlei torens, luchtballonnen en vliegtuigen zijn veelvuldig als zodanig gebruikt. Gedekte waarnemingsposten zijn in verschillende vormen toegepast, waarbij aarde en hout en uiteindelijk ijzer, steen en (gewapend) beton het meest betrouwbaar waren. Dit laatste materiaal is onder meer toegepast op het Fort bij 't Hemeltje, waar tijdens de Eerste Wereldoorlog met dit toen nog nieuwe materiaal is geëxperimenteerd. Er zijn twee waarnemingsposten bewaard, waarvan er één incompleet is; ze werden beschouwd als 'scherfvrije' ruimten. Gewapend beton is later op grote schaal toegepast en vaak ook als geïntegreerd onderdeel in de werken opgenomen.

Een BETONNEN WAARNEMINGSPOST (1), als pendant van een identiek, maar incompleet exemplaar gelegen op de fronthoekpunt van het onderhoudspad van het fort. Het hier toegepaste type bestaat uit ronde, betonnen rioolbuis (civiele productie) met een doorsnede van 1,00 m en een dikte van ca. 10 cm, afgedekt met een losse, ronde plaat van gewapend beton met een doorsnede van ca. 1,50 m en een dikte van maximaal 20 cm, met daarin een zich horizontaal uitstrekkende kijkspleet met een hoek van 180 0. De toegang, zonder afsluiting, bestaat uit een mangat aan de bovenzijde van de waarnemingspost. De waarnemingsposten waren in de oorspronkelijke opzet geïntegreerd in loopgraven en zijn zeldzaam voorkomende exemplaren van dit type.

Waardering
De BETONNEN WAARNEMINGSPOSTEN zijn van algemeen belang vanwege:
* Cultuurhistorische waarden als onderdeel van de Nieuwe Hollandse Waterlinie zoals deze is ontworpen door C.R.T. Kraijenhoff en in eerste aanleg vanaf 1815 door hem, Jan Blanken en majoor-ingenieur Willem Offerhaus is gerealiseerd en daarna door anderen gedurende ongeveer 125 jaar is versterkt en verbeterd.
* Krijgshistorische waarden als onderdeel van een aaneengesloten militaire verdedigingslinie tussen de voormalige Zuiderzee en de Biesbosch. Deze bestond hoofdzakelijk uit een samenhangend systeem van inundatievelden en bijbehorende inundatiemiddelen en van schootsvelden. Dit systeem werd aangevuld met diverse, uit verschillende perioden daterende typen gebouwde of aangelegde (verdedigings)werken die dienden tot of bijdroegen aan afsluiting van niet te inunderen terreinen of andere accessen.
* Architectuurhistorische waarden, in het bijzonder als uiting van de militair-strategische bouwkunde, die gebaseerd is op: - het systeem van inundatie en accesverdediging (19de en 20ste eeuw), - de wedloop met de zich versterkende offensieve middelen (19de en 20ste eeuw) - het systeem van 'levende' veldversterking (20ste eeuw)
Het betreft hier een zeldzaam voorbeeld van een (gewapend) betonnen waarnemingspost uit de eerste helft van de 20ste eeuw, die tevens als betonexperiment heeft gediend.
* Ensemblewaarde en situationele waarden als onderdeel van de Nieuwe Hollandse Waterlinie. Tevens vanwege de functionele en fysieke samenhang met de overige onderdelen van het complex.
* Het onderdeel is zeldzaam - ook doordat één van de beide bestaande exemplaren incompleet is - omdat het een schaars overgebleven voorbeeld is van betonexperimenten vanuit de civiele productie, die voor eventuele seriematige, militaire toepassing van dit type prefab weermiddelen in aanmerking kwamen.
* Het onderdeel is tamelijk gaaf bewaard, terwijl het zich door situering en functie goed laat herkennen.

Introduction
CONCRETE OBSERVATION POST (1) and (2) as an added component of a fort built in 1878-1881, reinforced with earthwork, for the closure and defence of the Houtense Vlakte, a high-lying area that could not be inundated. The fort also covered the railway line Utrecht-Den Bosch. One of the important functions during military operations or works was that of observing possible (enemy) movements or actions. For this purpose, observation posts have been established since ancient times, with a high or advanced position, whether concealed or covered, being favoured. Natural heights, various towers, hot air balloons and aircraft have been frequently used as such. Covered observation posts have been applied in various forms, with earth and wood and eventually iron, stone and (reinforced) concrete being the most reliable. The latter material was applied, among other places, at the Fort bij 't Hemeltje, where during the First World War experimentation was done with this then still new material. Two observation posts have been preserved, one of which is incomplete; they were considered as 'fragment-free' spaces. The CONCRETE OBSERVATION POSTS are of general importance because of:
* Cultural-historical values as part of the Nieuwe Hollandse Waterlinie as designed by C.R.T. Kraijenhoff and initially realised from 1815 by him, Jan Blanken and major-engineer Willem Offerhaus and subsequently strengthened and improved by others over approximately 125 years.
* Military-historical values as part of a continuous military defence line between the former Zuiderzee and the Biesbosch. This consisted mainly of a coherent system of inundation fields and associated inundation means and of shooting fields. This system was supplemented with various types of built or constructed (defence) works from different periods that served to or contributed to the closure of non-inundatable areas or other accesses.
