Inleiding
FORTAANLEG EN AARDWERKEN MET HOOFDWAL, WAARIN (RESTEN VAN) GESCHUTSOPSTELPLAATSEN, REMISES, FLANKBATTERIJEN, NATTE GRACHT MET BUITENOEVERS, MET (OMLEIDINGS- EN ONDERHOUDS) WEGEN EN MET OORSPRONKELIJK DOOR GRENSPALEN AANGEDUIDE ZONE als fundamenteel onderdeel van defensiewerken. Het Fort bij 't Hemeltje is een van de tot de Nieuwe Hollandse Waterlinie behorende forten die voorzien zijn van typerende aarden en aangeaarde onderdelen. Forten en vergelijkbare werken werden gewoonlijk geconstrueerd op basis van vooraf aangebrachte aardlichamen, die als een fundering fungeerden en wegzakken in (een natte en slappe) bodem moesten voorkomen. Bij de bouw van de werken is, behalve dit gewoonlijk tactisch 'voorgevormde' aardlichaam - dat op zichzelf reeds een weerbare rol vervulde of kon vervullen - ook nog een specifieke aanleg gerealiseerd die bedoeld was om de defensieve kracht te vergroten, de veiligheid van de bezetting te waarborgen en intern en extern transport en verkeer te vergemakkelijken. Zo ontstonden er onder meer aarden dekkingen voor verschillende bouwwerken, om ze minder kwetsbaar te maken voor inslagen van vijandelijk vuur, aarden wallen die de bebouwing en open terreinen dekten en de contouren bepaalden, gedekte toegangen, bestrate paden en appelplaatsen. De aardwerken zijn in sterk van elkaar verschillende grondplans aangelegd, vaak met een of meer bastions, die eveneens in vorm konden verschillen. Rond het aardlichaam kwam - indien mogelijk - een natte gracht te liggen. Over de gracht lag gewoonlijk een (deels opneembare) brug - verschillende typen komen voor - maar soms bestond een vaste oeververbinding, bijvoorbeeld in de vorm van een dam, die deel (kunnen) uitmaken van het wegenstelsel. Langs de buitenzijde van de grachten lag vaak een weg of pad, eventueel in de vorm van een gedekte weg aangelegd, maar ook wel gelijk met of zelfs boven maaiveldniveau gelegen. Deze wegen of paden konden verschillende functies hebben, uiteenlopend van openbare weg tot onderhoudspad, en ook van militaire gedekte weg tot exclusieve toegangsweg naar het fort. Buiten de natte gracht bevindt zich bovendien vaak een (van oudsher en nog ten dele) met grenspalen als zodanig aangemerkte zone waarover het Ministerie van Oorlog de zeggenschap had, de zogenoemde Militaire Landsgrond. Het Fort bij 't Hemeltje wijkt niet principieel af van dit algemene patroon; relatief zeldzaam zijn echter de twee flankbatterijen.

FORTAANLEG EN AARDWERKEN MET HOOFDWAL, WAARIN (RESTEN VAN) GESCHUTSOPSTELPLAATSEN, REMISES, FLANKBATTERIJEN, NATTE GRACHT MET BUITENOEVERS, MET (OMLEIDINGS- EN ONDERHOUDS) WEGEN EN MET OORSPRONKELIJK DOOR GRENSPALEN AANGEDUIDE ZONE als basis en contour van het verdedigingswerk Fort bij `t Hemeltje. Het uit 1878-1881 daterende fort heeft een trapeziumvormig grondplan dat door een gracht is omgeven. Op de hoeken bevinden zich bastions. De twee bastions aan de noordzijde zijn, vanwege hun afgeronde vorm, zogenoemde pseudo-bastions. Op de middenas van de noordelijke courtine is voor het geschut een driehoekige aarden uitstulping (bastionet-caponnière) aangelegd ter flankering van de noordzijde. De entree tot het fort bevindt zich aan de westelijke zijde van deze courtine. Langs de randen van het fort is een aarden hoofdwal aangelegd, waarin een tweetal flankbatterijen en oorspronkelijk drie losse remises of wachtlokalen zijn gebouwd. Aan de zuidzijde bevinden zich in de wal nog verschillende geschutsemplacementen, van waaruit nog steeds goed zicht bestaat over belangrijke delen van het voormalige schootsveld. De gracht van het Fort bij 't Hemeltje is nog vrijwel compleet aanwezig; buiten de gracht liggen het onderhoudspad met glacis, waarin kleine betonnen werken en de toegangsweg. De begrenzing van de aanleg valt samen met die van het (eertijds) met grenspalen aangeduide gebied. Deze oorspronkelijk met grenspalen als zodanig aangemerkte zone, waarover het Ministerie van Oorlog zeggenschap had, is op de bij dit document behorende kaart aangeduid.

De FORTAANLEG EN AARDWERKEN MET HOOFDWAL, WAARIN (RESTEN VAN) GESCHUTSOPSTELPLAATSEN, REMISES, FLANKBATTERIJEN, NATTE GRACHT MET BUITENOEVERS, MET (OMLEIDINGS- EN ONDERHOUDS) WEGEN EN MET OORSPRONKELIJK DOOR GRENSPALEN AANGEDUIDE ZONE van het Fort bij 't Hemeltje zijn van algemeen belang vanwege:
* Cultuurhistorische waarden als onderdeel van de Nieuwe Hollandse Waterlinie zoals deze is ontworpen door C.R.T. Kraijenhoff en in eerste aanleg vanaf 1815 door hem, Jan Blanken en majoor-ingenieur Willem Offerhaus is gerealiseerd en daarna door anderen gedurende meer dan 125 jaar is versterkt en verbeterd.
* Krijgshistorische waarden als onderdeel van een aaneengesloten militaire verdedigingslinie tussen de voormalige Zuiderzee en de Biesbosch. Deze bestond hoofdzakelijk uit een samenhangend systeem van inundatievelden en bijbehorende inundatiemiddelen en van schootsvelden. Dit systeem werd aangevuld met diverse, uit verschillende perioden daterende typen gebouwde of aangelegde (verdedigings)werken die dienden tot of bijdroegen aan afsluiting van niet te inunderen terreinen of andere accessen.

Het onderdeel is een voorbeeld van een aarden aanleg met gracht, omleidingsweg en door middel van grenspalen aangeduide militaire zone en het bevat aarden dekkingen voor bomvrije bouwwerken met verschillende functies uit verschillende perioden tussen 1878 en 1940.

Introduction
FORTIFICATION AND EARTHWORK WITH MAIN RAMPART, CONTAINING (REMAINS OF) GUN EMPLACEMENTS, REMISES, FLANK BATTERIES, WET MOAT WITH OUTER BANKS, WITH (DIVERSION AND MAINTENANCE) ROADS AND WITH ORIGINALLY BY BOUNDARY MARKERS DESIGNATED ZONE as fundamental component of defence works. The Fort at 't Hemeltje is one of the forts belonging to the Nieuwe Hollandse Waterlinie which are provided with typical earthen and embanked components. Forts and comparable works were usually constructed on the basis of pre-laid earth bodies, which functioned as a foundation and prevented subsidence in (a wet and soft) soil. In the construction of the works, in addition to this usually tactically 'pre-formed' earth body - which in itself already performed or could perform a defensive role - a specific layout was also realised which was intended to increase the defensive strength, safeguard the security of the garrison and facilitate internal and external transport and traffic. FORTIFICATION AND EARTHWORK WITH MAIN RAMPART, CONTAINING (REMAINS OF) GUN EMPLACEMENTS, REMISES, FLANK BATTERIES, WET MOAT WITH OUTER BANKS, WITH (DIVERSION AND MAINTENANCE) ROADS AND WITH ORIGINALLY BY BOUNDARY MARKERS DESIGNATED ZONE as basis and contour of the defence work Fort at 't Hemeltje. The fort dating from 1878-1881 has a trapezoidal ground plan which is surrounded by a moat. Bastions are located at the corners. The two bastions on the northern side are, because of their rounded shape, so-called pseudo-bastions. On the main axis of the northern curtain wall a triangular earth projection (bastionet-caponier) has been laid out for the gun to flank the northern side. The entrance to the fort is located on the western side of this curtain wall. Along the edges of the fort an earth main rampart has been laid out, in which two flank batteries and originally three separate remises or guard houses were built. On the southern side there are still various gun emplacements in the wall, from which good sight still exists over important parts of the former field of fire. The moat of the Fort at 't Hemeltje is still almost completely present; outside the moat lie the maintenance path with glacis, containing small concrete works and the access road. The delimitation of the layout coincides with that of the (formerly) boundary-marker-designated area. This zone originally marked as such by boundary markers, over which the Ministry of War had jurisdiction, is indicated on the map attached to this document.

The FORTIFICATION AND EARTHWORK WITH MAIN RAMPART, CONTAINING (REMAINS OF) GUN EMPLACEMENTS, REMISES, FLANK BATTERIES, WET MOAT WITH OUTER BANKS, WITH (DIVERSION AND MAINTENANCE) ROADS AND WITH ORIGINALLY BY BOUNDARY MARKERS DESIGNATED ZONE of the Fort at 't Hemeltje are of general interest by reason of:
* Cultural-historical values as part of the Nieuwe Hollandse Waterlinie as designed by C.R.T. Kraijenhoff and in initial construction from 1815 realised by him, Jan Blanken and major-engineer Willem Offerhaus and subsequently by others strengthened and improved for more than 125 years.
* Military-historical values as part of a continuous military defence line between the former Zuiderzee and the Biesbosch. This consisted mainly of a coherent system of inundation fields and associated inundation means and fields of fire. This system was supplemented with various, dating from different periods, types of built or laid out (defence) works which served or contributed to closing off terrain not capable of being inundated or other accesses.
