Inleiding
WATERKRACHTCENTRALE bij Sluis 15 ter hoogte van Roeven in de gemeente Nederweert, gebouwd in 1921 in opdracht van Rijkswaterstaat. De bouw houdt verband met de aanleg van het kanaal Wessem-Nederweert waardoor in 1919 verplaatsing van Sluis 15 noodzakelijk was. De centrale zorgde voor de opwekking van elektriciteit ten behoeve van de verlichting van de sluis en nabijgelegen dienstwoningen, alsmede enkele boerderijen in de omgeving. De centrale is gesitueerd in het voedingskanaal ten zuiden van de Zuid-Willemsvaart. Via in- en uitlaatwerken in de vorm van duikers verplaatst het water zich via de installatie naar de Noordervaart. De waterkrachtcentrale is een van de oudste Nederlandse waterkrachtcentrales en werkt met een kunstmatig hoogteverschil van 1, 8 meter en een verticale turbinemotor met een vermogen van 30 KW . Het bouwwerk kenmerkt zich door een sobere gevelbehandeling met taps toelopende gevels en een markant rood tentdak waarin het verwant is aan de architectuur van transformatorhuisjes uit de vroege jaren twintig. Omstreeks 1949 is de centrale buiten dienst gesteld. In 1992-1993 vond restauratie plaats van het gebouw en technische renovatie, waarbij de centrale weer in werking werd gesteld.
Omschrijving
De WATERKRACHTCENTRALE is opgetrokken in rode baksteen op een rechthoekige plattegrond en bestaat uit een onderbouw onder waterniveau waarin zich de turbine bevindt en een machinegebouw boven de waterlijn. De onderbouw is voorzien van een inlaat aan de westzijde waarbij in 1992-1993 een schoonmaakinstallatie is toegevoegd, en een uitlaat aan de oostzijde. Het met rode tuile du Nordpannen gedekte tentdak heeft een terugliggende dakvoet achter een geprofileerde witgeschilderde bakgoot en wordt bekroond door een keramische nokpiron. De gevels zijn opgetrokken in baksteen in Vlaams verband en voorzien van een uitgemetselde plint afgesloten met een rollaag. In de gevelhoeken hardstenen hoekaccenten. In de gevels bevinden zich rechthoekige venster- en deuropeningen voorzien van houten kozijnen voornamelijk voorzien van draairamen met roedeverdeling. Aan de bovenzijde afgesloten met rollagen en aan de onderzijde voorzien van bakstenen lekdorpels. De gevel springt boven de gevelopeningen iets uit en heeft onder de goot een getrapte gootlijst. De gevelhoeken worden geschoord door haaks op de zijgevels geplaatste taps toelopende steunberen. De zich gedeeltelijk onder het wateroppervlak bevindende onderbouw heeft langs de oever van het kanaal vier overhoekse en uitzwenkende keermuren aan de zijde van inlaat en uitlaat. In het midden van de VOORGEVEL (zuiden) bevindt zich de ingang met dubbele paneeldeuren voorzien van vierruits glaspanelen. Naar de ingang leiden twee treden en de deur wordt geflankeerd door twee vierruits vensters. De RECHTER ZIJGEVEL heeft in de onderbouw tussen de schuine keermuren een uitlaat. Boven het maaiveld twee gekoppelde vierruits ramen geflankeerd door twee vierruits ramen. De ACHTERGEVEL heeft drie gekoppelde vierruits ramen geflankeerd door twee vierruits ramen. Het bordes is in 1992-1993 geplaatst.
De blinde LINKER ZIJGEVEL (instroomzijde) bezit onder het maaiveld de inlaat en een opening naar de turbineruimte die toegankelijk is via een luik met trap. Het gedeelte van het kanaal tot aan de duiker naar de Zuid-Willemsvaart is omgeven door een oorspronkelijk buizenhekwerk. Hier bevindt zich een in 1992-1993 toegevoegde zuiveringsinstallatie. In het INTERIEUR zijn de oorspronkelijke opzet en de werktuigbouwkundige werken goed bewaard gebleven en in een museale opstelling volledig in werking. De machineruimte bezit een terrazzovloer en een houten balkenplafond. De wanden zijn uitgevoerd in ongepleisterde baksteen met sterk contrasterende witte voegen. Bij de restauratie is een gedeelte boven de vensters opnieuw opgemetseld. De oorspronkelijke technische installatie is aangevuld met voor het huidige gebruik noodzakelijke nieuwe onderdelen , te onderscheiden aan een bij de renovatie aangebrachte kleurstelling. Van belang zijn onder meer het oorspronkelijke schakelpaneel, de generator (beide van Heemaf Hengelo), het aandrijfwiel en de regulateur. In de onderbouw onder de waterlijn bevinden zich onder meer de verticale Francisturbine (fabriek Picard Piccet, Genève) uit omstreeks 1917-1920 en de oorspronkelijke inlaatsluis-deuren.
Waardering
De WATERKRACHTCENTRALE te Roeven bezit cultuurhistorische waarde en vertegenwoordigd algemeen belang als bijzondere uitdrukking van een technische ontwikkeling op het gebied van energiewinning in het eerste kwart van de twintigste eeuw, met een hoge typologische zeldzaamheidswaarde omdat het type in Nederland weinig is toegepast en met hoge documentwaarde omdat de technische relicten bewaard gebleven zijn. De centrale is in het bijzonder verbonden met de modernisering van de waterwegen in Limburg.
Het gebouw heeft architectuurhistorische waarde als herkenbaar voorbeeld van utiliteitsbouw uit het eerste kwart van de twintigste eeuw dat door de gesloten blokvormige opzet met taps toelopende muurdelen en een markant rood pannendak veel verwantschap vertoont met de architectuur van trafohuisjes. De centrale heeft ensemblewaarde als functioneel onderdeel van het kanaalgebied, in het bijzonder van de nabijgelegen sluis 15. WATERPOWER STATION at Lock 15 at the level of Roeven in the municipality of Nederweert, built in 1921 on the commission of Rijkswaterstaat. The building is characterised by restrained facade treatment with tapering facades and a striking red pitched roof in which it is related to the architecture of transformer houses from the early nineteen twenties. Description
The WATERPOWER STATION is constructed in red brick on a rectangular ground plan and consists of a substructure below water level in which the turbine is located and a machine building above the waterline. The substructure is provided with an inlet on the west side by which in 1992-1993 a cleaning installation was added, and an outlet on the east side. The pitched roof covered with red tuile du Nord tiles has a set-back roof edge behind a profiled whitewashed brick gutter and is crowned by a ceramic ridge tile. The facades are constructed in brick in Flemish bond and provided with an external plinth finished with a roll moulding. In the facade corners stone corner accents. In the facades are rectangular window and door openings provided with wooden frames mainly provided with casement windows with glazing bars. At the top finished with roll mouldings and at the bottom provided with brick sill tiles. The facade projects slightly above the window openings and has below the gutter a stepped gutter line. The facade corners are braced by buttresses placed at right angles to the side facades and tapering. The substructure partly below water level has along the bank of the canal four angled and swingable retaining walls on the side of inlet and outlet. In the middle of the FRONT FACADE (south) is the entrance with double panel doors provided with four-pane glass panels. Two steps lead to the entrance and the door is flanked by two four-pane windows. The RIGHT SIDE FACADE has in the substructure between the sloping retaining walls an outlet. Above ground level two coupled four-pane windows flanked by two four-pane windows. The REAR FACADE has three coupled four-pane windows flanked by two four-pane windows. The platform was placed in 1992-1993.
The blind LEFT SIDE FACADE (inlet side) has below ground level the inlet and an opening to the turbine chamber which is accessible via a hatch with ladder. The section of the canal up to the culvert to the Zuid-Willemsvaart is surrounded by an original tube fence. Here is a purification installation added in 1992-1993. In the INTERIOR the original layout and the mechanical works have been well preserved and in a museum display fully in operation. The machine room has a terrazzo floor and a wooden beam ceiling. The walls are executed in unplastered brick with strongly contrasting white joints. During restoration a section above the windows was re-laid. The original technical installation has been supplemented with new components necessary for current use, to be distinguished by a colour scheme applied during renovation. Of importance are among others the original switchboard, the generator (both by Heemaf Hengelo), the driving wheel and the regulator. In the substructure below the water line are among others the vertical Francis turbine (factory Picard Piccet, Geneva) from around 1917-1920 and the original inlet lock doors.
Valuation
The WATERPOWER STATION at Roeven has cultural-historical value and represents general interest as a particular expression of a technical development in the field of energy generation in the first quarter of the twentieth century, with a high typological rarity value because the type has been little applied in the Netherlands and with high documentary value because the technical relics have been preserved. The station is in particular connected with the modernisation of the waterways in Limburg.
