Inleiding
Het voormalige GERECHTSHOF (Arrondissementsrechtbank), nu kantoor voor de Raad voor de Kinderbescherming, in Neo-Renaissancestijl, is ontworpen in 1890 door Willem Cornelis Metzelaar (1848-1918) zoon van de rijksbouwmeester, die de naastgelegen koepelgevangenis ontwierp. Het Gerechtshof ligt op de hoek van de Kloosterlaan en de Nassaustraat. In een afgeschuinde hoek bevindt zich de hoofdingang.
Deel van het Gerechtshof is het aangrenzende Huis van Bewaring (zie onderdeel X) aan de Kloosterlaan 172.
De aanbesteding van beide onderdelen van het complex is op 16 december 1890. Het werk is gegund aan de aannemer B.W. Blecourt uit Almelo voor de bouwsom van f 229.975,00. Het Gerechtshof en het Huis van Bewaring worden op 15 augustus 1892 in gebruik genomen door de Minister van Justitie Du Tour van Belinchave. Op 4 september 1893 wordt het gerechtshof officieel geopend door de president van de rechtbank, mr. B. Hulshoff.
Het Gerechtshof is daarna met name aan de achterkant diverse malen aangepast, gerenoveerd en uitgebreid. In 1902 worden vensters op de begane grond vanwege veiligheidsoverwegingen gedeeltelijk voorzien van tralies.
Omschrijving
Het Gerechtsgebouw heeft twee bouwlagen met een zolderetage onder schilddak, belegd met donkergrijze leien. L-vormige plattegrond. Monumentale gevels opgetrokken uit rode baksteen met beperkt gebruik van natuursteen. De hoofdingang in dwarsgeplaatste trapgevel bestaat uit drie open portaalbogen op de begane grond. De grote middenopening is door granieten zuilen van de smallere zijopeningen gescheiden. Basementen, kapitelen en bogen uitgevoerd in natuursteen. Het portaal is aan de straatzijde afgesloten door smeedijzeren hekken tussen zuilen en zijmuren. Boven de portaalbogen ornamentale strook uit tegeltjes waarop in gouden letters de tekst: "Sum cuique tribuere". Tussen de begane grond en eerste etage geprofileerde lijst in natuursteen. Op de eerste etage drie staande vensters met halfronde boogvelden in vleugelverband (middenvenster openslaande ramen, zijvensters een paneel glas), gescheiden van elkaar door brede muurdammen. Hardstenen lekdorpels, kozijnen recht afgesloten. Boogvelden gevuld met siertegeltjes van "de Porceleyne Fles" (Delft), waarop voorstellingen van attributen betrekking hebbende op rechtwezen en florale motieven uitgevoerd in bruin. Raampartij op de hoeken van de gevel van de eerste etage geflankeerd door muurankers uitgevoerd als gestileerde bloemen. Langs basis trapgevel ornamentale strook uit tegeltjes van dezelfde makelij, waarop repeterend motief met florale voorstellingen.
Trapgevel met zeven treden aan basis en op top afgesloten met overhoeks geplaatste zuiltjes bekroond door pinakel. In topgevel nis uit natuursteen waarin beeld van Vrouwe Justitia geflankeerd door twee kleine venstertjes. Trappen gevel afgedekt met natuursteen, doorlopend over de gevelbreedte als speklaag. Op de top van de trapgevel een windvaan van smeedijzer en koper. De gevels aan Nassaustraat en Kloosterlaan zijn over zeven vensterassen gelijkvormig. Aan de Kloosterlaan bevindt zich een middenrisaliet op de vierde vensteras en aansluitend op de zevende vensteras een hoekrisaliet met daarin de hoofdingang tot het Huis van Bewaring. Aan de Nassaustraat bevindt zich een middenrisaliet op de zesde vensteras.
De gevels hebben een hardstenen plint. Op de begane grond zijn per vensteras steeds twee kleine gekoppelde vensters geplaatst voorzien van hardstenen lekdorpels. De muuropeningen worden door segmentbogen afgesloten. In de risalieten bevinden zich drie gekoppelde vensters. Tussen begane grond en eerste etage een geprofileerde hardstenen cordonlijst over de gehele breedte van de gevels. Op de eerste etage grote staande vensters, bestaande uit houten kozijnen voorzien van zes staande panelen glas. Aan de bovenkant recht afgesloten. Hardstenen lekdorpels. In boogvelden bevinden zich dezelfde tegeltjes en motieven als in de gevel met de hoofdingang. Naast de vensters ter hoogte van de boogvelden bevinden zich in de muurdammen smeedijzeren muurankers met bloemmotieven. In de risalieten drie gekoppelde vensters gelijk aan die in de gevel van de hoofdingang. Lijstgoot met gootklosen. Tegen de dakkap dakkapellen met driezijdige frontafsluiting verbonden via steekkappen met hoofdkap. Ook de risalieten sluiten met een steekkap aan op de hoofdkap.
Het portaal is uitgevoerd in schoon metselwerk in diverse kleuren baksteen en metseltechnieken. Bakstenen graatgewelven, granieten vloerdelen uitgevoerd in geometrisch patroon.
Het erf wordt aan de kant van de Nassaustraat afgesloten door een smeedijzeren hekwerk.
Het interieur van het gerechtshof heeft een centrale hal, die achthoekig van opzet is, doorlopend over twee etages. Trap aan zuidzijde hal oplopend van twee zijden tot bordes en brede vlucht tot eerste etage. Granieten treden. Lambrizering uit baksteen en smeedijzeren leuningen. Muurdelen wit gestuct.
Plafond houten kap is opgehangen aan een ijzerconstructie.
In de rechtervleugel op eerste etage bevindt zich de oorspronkelijke gerechtszaal, in hoogte doorlopend tot in de zolderverdieping. In de zaal het oorspronkelijke stucplafond en wandbetimmering.
Waardering
Het voormalige gerechtshof is van algemeen belang. Introduction
The former COURT OF JUSTICE (District Court), now office for the Council for Child Protection, in Neo-Renaissance style, was designed in 1890 by Willem Cornelis Metzelaar (1848-1918) son of the state architect, who designed the adjacent domed prison. Monumental facades constructed of red brick with limited use of natural stone. The main entrance in transversely-placed stepped gable consists of three open portal arches on the ground floor. The large central opening is separated from the narrower side openings by granite columns. Bases, capitals and arches executed in natural stone. The portal is closed on the street side by wrought-iron railings between columns and side walls. Above the portal arches an ornamental strip of tiles with the text in golden letters: "Sum cuique tribuere". Between the ground floor and first storey a profiled moulding in natural stone. On the first storey three tall windows with semicircular arch fields in herringbone bond (central window opening casements, side windows a single glass panel), separated from each other by broad wall piers. Hardstone drip moulds, frames straight-edged. Arch fields filled with ornamental tiles from "de Porceleyne Fles" (Delft), depicting representations of attributes relating to justice and floral motifs executed in brown. Window frames at the corners of the first storey facade flanked by wall anchors executed as stylised flowers. Along the base of the stepped gable an ornamental strip of tiles of the same manufacture, with a repeating motif of floral representations.
Stepped gable with seven steps at base and at top closed off with diagonally-placed small columns crowned by pinnacles. In the top gable a niche of natural stone in which an image of Lady Justice flanked by two small windows. The facades have a hardstone plinth. On the ground floor two small coupled windows are placed per window bay, provided with hardstone drip moulds. The wall openings are closed by segment arches. In the risalites there are three coupled windows. Between ground floor and first storey a profiled hardstone string course across the entire width of the facades. On the first storey large tall windows, consisting of wooden frames fitted with six tall glass panels. At the top straight-edged. Hardstone drip moulds. In arch fields are the same tiles and motifs as in the facade with the main entrance. Beside the windows at the height of the arch fields wrought-iron wall anchors with flower motifs are located in the wall piers. In the risalites three coupled windows as those in the main entrance facade. Cornice gutter with gutter bosses. Against the roof covering roof dormers with three-sided front closure connected via roof-lights with main roof. The risalites also connect with a roof-light to the main roof.
The portal is executed in fair-faced brickwork in various coloured bricks and masonry techniques. Brick groin vaults, granite floor tiles executed in geometric pattern.
The courtyard is closed off on the side of the Nassaustraat by a wrought-iron railing.
The interior of the court of justice has a central hall, which is octagonal in plan, running over two storeys.
