The register's description

Inleiding.

POSTKANTOOR met geïntegreerde dienstwoning gebouwd in 1899 naar ontwerp van het bureau van de Rijksbouwmeester Landsgebouwen Tweede District (D.E.C. Knuttel) en gelegen op een diep perceel aan de westzijde van de Bovenste Straat. Het postkantoor werd in september 1900 in gebruik genomen en in 1909 voorzien van een telegraaf- en telefoonkantoor. Het rustieke postkantoor is gebouwd in Eclectische stijl en vertoont invloeden uit de Chaletstijl en de Neo-Renaissance. Het bestaat uit een representatief hoofdvolume met de voorgevel in de rooilijn van de straat en een lagere achterbouw, die vermoedelijk in de jaren '60 van de twintigste eeuw is gewijzigd. De opzet komt overeen met die van postkantoren uit andere kleine gemeenten. De Bovenste Straat is de belangrijkste winkelstraat in het centrum van Echt en grotendeels bebouwd met woonhuizen en winkelpanden uit de periode 1900-1925. Het postkantoor vormt door de plaatsing en de uitvoering een bijzonder geheel met het in hetzelfde kwart gebouwde woonhuis nr. 18. Het pand is na de Tweede Wereldoorlog enkele malen uitgebreid (kantoor en werkruimten) en verbouwd (ambtswoning). Bij verbouwing tot winkel in de '90 van de twintigste eeuw zijn o.a. de vensters op de begane grond gewijzigd.

Omschrijving.

Het vrijstaande POSTKANTOOR is gebouwd op een samengesteld grondplan en bestaat uit een representatief vormgegeven hoofdvolume aan de straatzijde en een sobere achterbouw met lagere nokhoogte. Deze achterbouw bestaat - voor zover vanaf de openbare weg zichtbaar- uit een laag middendeel en een wat hogere achterbouw gedekt met rode verbeterde Hollandse pannen. De gevels hebben een regelmatige indeling met grote vensters. Het eigenlijke postkantoor is opgebouwd uit enkele uit- en terugspringende partijen en telt twee bouwlagen en een kapverdieping onder een samengestelde kap van - voor zover zichtbaar - een afgeplat schilddak en een zadeldak met wolfeind over een risaliet in de voorgevel. Dit risaliet heeft een rijk uitgevoerd witgeschilderde houten sierspant terwijl het rechter dakschild van een markante dakkapel is voorzien. De gevels zijn opgetrokken in rode baksteen in kruisverband op een in donkere baksteen uitgevoerde plint met een witgekalkte geprofileerde lijst en vierkante kelderlichten. In de gevels is gele siersteen gebruikt in band-, bloktand- en ruitmotieven. Voorts toepassing van gele verblendsteen in de boven de vensters van de eerste bouwlaag en de strekken boven de vensters van de tweede bouwlaag. De bogen zijn voorzien van natuurstenen sluit- en aanzetstenen. De onderdorpels van de vensters zijn in hardsteen uitgevoerd, waarbij die op de verdieping rusten op een in gele steen gemetselde bloktandlijst. In de gevel houten vensters met veelruits bovenlichten, die gedeeltelijk vervangen zijn aan het einde van de twintigste eeuw. Onder de vensters bevinden zich stenen onderdorpels, waarbij die in de tweede bouwlaag van de voorgevel rusten op een gele bloktandlijst. De gevel wordt afgesloten door een in gele steen uitgevoerde bloktandlijst. De afwatering vindt plaats via een witgeschilderde geprofileerde omlopende houten bakgoot met royaal overstek op houten bewerkte gootconsoles op hardstenen kraagstenen in genoemde bloktandlijst. Tussen de consoles ruitvormen in gele verblendsteen. De dakschilden, overal met overstek, zijn belegd met rode geglazuurde kruispannen en rode kleine tuile du Nordpannen. De nok van het wolfdak op het risaliet is versierd met keramische crêtes en heeft een keramische piron als bekroning. Op het linker dakschild van het wolfdak een hoge schoorsteen met gele sierband. De dakkapel in het voorschild bestaat uit een hoge middenpartij en lagere zijvleugels alle voorzien van veelruits draairamen. De asymmetrisch opgezette VOORGEVEL is voorzien van twee en drielaags sierbanden in gele verblendsteen ter hoogte van onderdorpels, wisseldorpels en bovendorpels. Het terugliggende rechter gedeelte van de gevel heeft in de eerste bouwlaag twee segmentboogvormig afgesloten vensteropeningen met nieuwe invulling. Tot ongeveer het midden van de twintigste eeuw bevond zich de ingang van het postkantoor in de as uiterst rechts. Op de verdieping twee oorspronkelijke schuiframen met achtruits bovenlichten. Het risaliet links wordt omlijst door gele verblendsteen en heeft in de eerste bouwlaag twee vernieuwde vensters zoals voornoemd. Op de verdieping een breed driedelig venster met driedelig veelruits bovenlicht onder segmentboog. De iets uitkragende topgevel heeft een smal rechthoekig venster met veelruits bovenlicht waarboven gesneden staand beschot en onder en aan weerszijden siervakwerk op een in gele steen uitgevoerde bloktandlijst. Het uitkragende dak wordt geschoord door bewerkte schoren als elders en is voorzien van een klaverbladvormig sierspant met cirkelvormige versieringen in de snijpunten. Tegen het risaliet sluit een smalle eenlaags uitbouw aan afgedekt door een aangekapt schilddak met kruispannen en de nokrichting haaks op de straat. Het heeft in de voorgevel een venster zoals beschreven, dat in de jaren negentig van de twintigste eeuw is geplaatst ter vervanging van een deur. Links ervan een hardstenen brievenbus. De RECHTER ZIJGEVEL is grotendeels blind afgezien van een forse doorbraak op de begane grond, waar in de jaren negentig van de twintigste eeuw een entree is ingehakt naar de winkel. Tegen de gevel sluit een moderne luifel aan, en aan de achterzijde is een nieuwe aanbouw zichtbaar (XXd). De zijgevel van de achteraanbouw is grotendeels vanaf de openbare weg niet zichtbaar. De asymmetrisch opgezette LINKER ZIJGEVEL heeft links een risaliet, waartegen de achteraanbouw aansluit. Boven de eenlaags uitbouw bevindt zich in de tweede bouwlaag een rechthoekig raam. Waardering.

Het postkantoor in Echt uit 1898 bezit algemeen belang en heeft cultuurhistorische en architectuurhistorische waarde als goed en in hoofdvorm en gevelornamentiek grotendeels gaaf bewaard gebleven typologisch voorbeeld van een postkantoor uit het einde van de negentiende eeuw. Het pand valt op vanwege esthetische kwaliteiten in het ontwerp van de hoofdvorm en in de toegepaste ornamentiek met invloeden uit de Chaletstijl zoals het rode pannendak met noksieraden en het houten sierspant. Door de schilderachtige opzet en het voorkomen van een interne dienstwoning is het postkantoor kenmerkend voor de postkantoren ontworpen voor kleine gemeenten door het bureau van de Rijksbouwmeester in deze tijd. The facades have a regular arrangement with large windows. The actual post office is built up from several projecting and recessed sections and has two storeys and a roof storey beneath a complex roof consisting – insofar as visible – of a flattened hipped roof and a gabled roof with half-hipped end over a risalit in the front facade. This risalit has a richly executed whitewashed wooden ornamental roof truss while the right roof slope is provided with a striking roof dormer. The facades are built up in red brick in cross bond on a plinth executed in dark brick with a whitewashed profiled moulding and square basement lights. Yellow decorative brick is used in the facades in band-, block-tooth and diamond motifs. Furthermore application of yellow facing brick in the bands above the windows of the first storey and the stretches above the windows of the second storey. The arches are provided with natural stone closing and setting stones. The window sills are executed in hardstone, those on the upper floor resting on a block-tooth moulding laid in yellow stone. In the facade wooden windows with multi-pane fanlights, some of which have been replaced at the end of the twentieth century. Below the windows are stone sills, those in the second storey of the front facade resting on a yellow block-tooth moulding. The facade is finished with a block-tooth moulding executed in yellow stone. Water drainage is via a whitewashed profiled continuous wooden rainwater gutter with generous overhang on wooden carved gutter consoles on hardstone corbels in said block-tooth moulding. Between the consoles diamond shapes in yellow facing brick. The roof slopes, everywhere with overhang, are covered with red glazed interlocking tiles and red small tuile du Nord tiles. The ridge of the half-hipped roof on the risalit is decorated with ceramic crêtes and has a ceramic ridge tile as crest. On the left roof slope of the half-hipped roof a tall chimney with yellow decorative band. The roof dormer on the front slope consists of a tall central section and lower side wings all provided with multi-pane casement windows. The asymmetrically arranged FRONT FACADE is provided with two and three-storey decorative bands in yellow facing brick at the height of sills, alternating sills and upper sills. The recessed right section of the facade has in the first storey two segment arch-shaped window openings with new infill. Until approximately the middle of the twentieth century the entrance to the post office was located in the axis at the far right. On the upper floor two original sash windows with back-pane fanlights. The risalit on the left is framed by yellow facing brick and has in the first storey two renewed windows as mentioned. On the upper floor a broad three-part window with three-part multi-pane fanlight under segment arch. The slightly projecting gable has a narrow rectangular window with multi-pane fanlight above which cut standing boarding and below and on either side decorative half-timbering on a block-tooth moulding executed in yellow stone. The projecting roof is braced by carved struts as elsewhere and is provided with a trefoil-shaped ornamental roof truss with circular decorations at the intersection points. Against the risalit a narrow single-storey extension is connected, covered by an attached hipped roof with interlocking tiles and the ridge direction perpendicular to the street. It has in the front facade a window as described, which was placed in the 1990s as replacement for a door. To its left a hardstone letterbox. The RIGHT SIDE FACADE is largely blank apart from a substantial opening on the ground floor, where in the 1990s an entrance has been cut to the shop. Valuation.

The post office in Echt from 1898 possesses general interest and has cultural-historical and architectural-historical value as a good and in main form and facade ornamentation largely well-preserved typological example of a post office from the end of the nineteenth century. The building stands out for aesthetic qualities in the design of the main form and in the applied ornamentation with influences from the Chalet style such as the red tile roof with ridge ornaments and the wooden ornamental roof truss. Through the picturesque arrangement and the presence of an internal official residence, the post office is characteristic of post offices designed for small municipalities by the office of the State Architect at this time.
