Inleiding.
GEMEENTEHUIS met Openbare lagere SCHOOL en ONDERWIJZERSWONING gebouwd in Neo-Renaissancestijl naar ontwerp van de architecten Joh. Kayser uit Venlo en Jean Speetjens in de jaren 1887-1888. Het pand verving een ouder pand met dezelfde functie, waarvan de kelder bewaard bleef in de nieuwbouw. Het hoekpand is gelegen op een perceel tussen Vrijthof en de Plats in het centrum van Echt en speelt hier vanwege de prominente ligging en de opvallende vormgeving een belangrijke rol in diverse zichtassen. De oorspronkelijke gecombineerde functie van het pand is o.a. herkenbaar aan de drie verschillend vormgegeven ingangspartijen en voorts kenmerkt het gebouw zich door een uitbundige gevelversiering. Na enkele wijzigingen in de jaren dertig en vijftig van de twintigste eeuw is in 1981 het pand ingrijpend verbouwd en is op de plaats van de voormalige klaslokalen op de begane grond, en de achter de school aanwezige ommuurde speelplaats een bibliotheek gerealiseerd. De voormalige waskeuken is hierbij tot inpandig trafohuisje verbouwd.
Omschrijving.
Het blokvormige, gedeeltelijk onderkelderde GEMEENTEHUIS is gebouwd op een rechthoekige plattegrond met een afgeschuinde zuidwestelijke hoek. Over de hele eerste bouwlaag bevindt zich aan de achterzijde de in 1981 gerealiseerde uitbouw. Het pand telt twee volledige bouwlagen en een zolderverdieping en wordt gedekt door een schilddak voorzien van een licht geknikt plat met zinken roevendekking. De schilden zijn belegd met gesmoorde kruispannen, de drie aanwezige topgevels hebben leigedekte aangekapte zadeldaken. Langs achtergevel en rechter zijgevel loopt een bakgoot. In voorschild, achterschild en rechter zijschild bevinden zich eenvoudige gemetselde schoorstenen. Het pand is opgetrokken in baksteen in kruisverband, waarbij de voorgevel en linker zijgevel rijk gedecoreerd zijn met neorenaissance elementen in Savonnière steen en blauwe hardsteen. Beide gevels zijn voorzien van een lage plint van natuurstenen blokken met een gebouchardeerd oppervlak. Ter hoogte van de wissel- en bovendorpels van de vensters lopen witte sierbanden en voorts zijn de gevels geleed door hardstenen waterlijsten en een cordonlijst. De gevel wordt afgesloten door een soort attiek waarin zich boven elke vensteras een cirkelvormig casement bevindt. Deze attiek wordt met een hardstenen lijst afgedekt. De gevelhoeken, ook van de topgevels en risalieten zijn voorzien van natuurstenen hoekblokjes en tussen de vensters bevinden zich sierankers. De vensters in de voorgevel en linker zijgevel bestaan uit grote kruiskozijnen in blauwe hardsteen, met een extra tussendorpel in het bovenraam. Deze kozijnen hebben houten, deels vernieuwde en hier en daar van dubbel glas voorziene ramen. De bogen boven vensters en deuren in de eerste bouwlaag zijn uitgevoerd in profielsteen, met een buitenste steenrode boog op hardstenen consoles rust. De ontlastingsbogen zijn voorzien van natuurstenen blokjes en de boogtrommels zijn gevuld met eenvoudig siermetselwerk. De vensters op de verdieping worden evenals die in de topgevels bekroond door timpanen met schelpvulling, die gevat zijn in een in baksteen gemetselde korfboog voorzien van natuurstenen boogsteentjes. In de achtergevel zijn eenvoudige houten vensters gebruikt. De VOORGEVEL aan de Plats heeft een vijf vensterassen tellend rechter gedeelte waarvan de licht uitspringende centrale travee wordt benadrukt een topgevel. De vijf assen bevatten in de eerste en tweede bouwlaag natuurstenen kruisvensters zoals boven beschreven. In de eerste bouwlaag van de middenas bevindt zich de entree naar de voormalige school, met drie hardstenen treden. De dubbele paneeldeur ligt in een ondiep portiek, met geprofileerde natuurstenen dagkanten. De vrij gedrukte deuropening wordt van het ongeveer even hoge bovenlicht gescheiden door een geprofileerde natuurstenen latei op hoekconsoles. Het bovenlicht met eenvoudig glas-in-lood is zesruits, voorzien van geprofileerde stijlen en regels en wordt afgesloten door een gemetselde boog zoals elders, met in de boogtrommel een gebeeldhouwd timpaan met voorstelling. In de attiekzone bevindt zich onder de topgevel een geornamenteerd natuurstenen vlak. De bakstenen topgevel heeft een natuurstenen kruiskozijntje en is gedekt door een fronton op pilasters en geflankeerd door klauwstukken. Het hoekrisaliet links wordt afgesloten door een trapgevel en bevat een afgeschuinde hoek met hierin de rijk geornamenteerde entreepartij naar het voormalige bestuursgedeelte. In de eerste bouwlaag leiden drie hardstenen treden naar een dubbele paneeldeur, voorzien van ruiten en afgesloten door frontons. De deur heeft een bovenlicht en het geheel is gevat binnen een hardstenen rondboogomlijsting met diamantkoppen. De sluitsteen in de vorm van een leeuwenkop draagt tevens de middelste console van het balkon op de verdieping. De deur wordt geflankeerd door gecanneleerde zuilen. Deze zuilen, op rechthoekige basementen en afgesloten met composiet kapitelen, dragen de twee buitenste consoles van het balkon. De consoles zijn bewerkt met grillige florale motieven. Het balkon heeft een stenen borstwering met balusters aan de voorzijde en gesloten zijden voorzien van geometrische motieven. De grote dubbele paneeldeuren van het balkon worden geflankeerd door slanke gecanneleerde zuilen en het balkon wordt afgesloten door natuurstenen draperieën, voorzien van grillige plantenmotieven en maskers. Boven het baldakijn wordt de afgeschuinde hoekpartij weer gesloten door middel van een hoofdgestel. Hierboven is een gevelsteen in de hoek ingemetseld met het wapen van het Koninkrijk der Nederlanden. Links van deze entreepartij heeft het hoekrisaliet in de eerste bouwlaag een smal natuurstenen venster met rechts ervan de entreepartij naar de voormalige onderwijzerswoning. Deze heeft dubbele paneeldeuren voorzien van ruiten en gebogen frontons. De entree bezit twee bovenlichten, één met hout dichtgezet bovenlicht binnen de rondboogomlijsting van de deur en een tweede erboven, op een waterdorpel op consoles. Dit driedelig bovenlicht is voorzien van klauwstukken en wordt bekroond door een rondboog zoals boven beschreven op dezelfde hoogte als de rondbogen van de overige ramen in deze bouwlaag. Op de verdieping bevindt zich een smal venster en rechts ervan een kruisvenster zoals boven beschreven. De afsluitende trapgevel heeft hardstenen deklijsten op de trappen en wordt bekroond door een toppilaster. In het midden bevindt zich een hardstenen kruiskozijn bekroond door een timpaan en een rondboog met boogsteentjes. Het raam wordt geflankeerd door cirkelvormige motieven.
De LINKER ZIJGEVEL van het hoekrisaliet wordt afgesloten met een topgevel haaks op die van de voorgevel. In de eerste bouwlaag van het risaliet bevindt zich rechts een smal natuurstenen venster en links een kruisvenster waarvan de onderdorpel op de plint rust. Dit venster heeft ingehakte gestileerde rozetten op de kruisingen van wisseldorpels en tussenstijl. In de tweede bouwlaag bevindt zich een smal venster en een kruisvenster zoals voornoemd. De opzet van de trapgevel is vergelijkbaar met die in de voorgevel. Het gedeelte links van het risaliet bevat in de eerste bouwlaag twee hoge kruisvensters met een extra tussendorpel in het onderraam en een gestileerd rozet in de kruising van tussenstijl en wisseldorpel. De onderdorpels rusten weer op de plint. Links van deze grote ramen nog een klein, hoog in de bouwlaag geplaatst venster. De tweede bouwlaag bevat twee kruiskozijnen zoals beschreven. Boven de uitbouw van de bibliotheek zijn in de sober opgezette ACHTERGEVEL nog resten van de vensters van de eerste bouwlaag zichtbaar. Rechts bevinden zich twee kleine stolpramen onder tweeruits segmentboogvormig afgesloten bovenlichten, afgesloten met een rollaag. Hierboven in de tweede bouwlaag twee identieke vensters. Links in de tweede bouwlaag vijf grotere rechthoekige vierruits schuiframen onder tweeruits bovenlichten. Deze vensters worden afgesloten met een gemetselde rondboog met een sober ingevulde boogtrommel. Onder de goot bevindt zich een eenvoudige tandlijst. De RECHTER ZIJGEVEL steekt slechts gedeeltelijk buiten het belendende pand uit en is zeer sober opgezet, voorzien van een uitgemetseld rookkanaal en afgesloten door een eenvoudige tandlijst onder de goot. De indeling en structuur van het INTERIEUR is ten gevolge van de diverse verbouwingen op onderdelen ingrijpend gewijzigd, maar de oorspronkelijke indeling en functie van het pand weerspiegelt zich onder meer nog goed in de drie bewaard gebleven entrees. Elke entree leidt naar een gang met trappenhuis dat toegang geeft tot de betreffende afdeling. De gangen zijn belegd met oorspronkelijke plavuizen, de drie trappartijen (steektrap en twee bordestrappen) uitgevoerd in o.a. eikenhout. In het pand zijn voorts nog op verschillende plaatsen paneeldeuren met bijbehorende oorspronkelijke kozijnen bewaard gebleven. De kelder die zich onder het voormalige woonhuis bevindt is afgedekt met een tongewelf en heeft een gemetselde toegangstrap.
Waardering.
Het voormalige GEMEENTEHUIS van Echt met openbare lagere school en onderwijzerswoning vertegenwoordigt algemeen belang en bezit cultuurhistorische waarde vanwege de combinatie van diverse functies in een gebouw waardoor het een bijzondere uitdrukking is van een bestuurlijke en typologische ontwikkeling. De architectuurhistorische waarden worden bepaald door het belang van het pand voor de bovenregionale geschiedenis van de architectuur en het oeuvre van de architect Johannes Kayser. Verder vanwege de hoogwaardige esthetische kwaliteiten van het ontwerp, zowel wat de gevelindeling betreft als de functionele ruimteverdeling en tenslotte vanwege het bijzondere materiaalgebruik en de rijke neorenaissance ornamentiek. Het gebouw bezit ensemblewaarden door de markante en beeldbepalende situering in het centrum van Echt. The block-shaped, partly undercellared TOWN HALL is built on a rectangular floor plan with a chamfered south-western corner. Along the entire first storey at the rear is the extension completed in 1981. The building has two complete storeys and an attic storey and is covered by a hipped roof with a slightly bent flat roof with zinc gutter covering. The hipped ends are clad with Dutch bond pantiles, the three existing gables have slate-covered half-hipped roofs. Along the rear facade and right side facade runs a roof gutter. In the front roof slope, rear roof slope and right side roof slope are simple brick chimneys. The building is constructed of brick in English bond, with the front facade and left side facade richly decorated with neo-renaissance elements in Savonnière stone and blue stone. Both facades have a low plinth of natural stone blocks with a bushhammered surface. At the height of the cross-bars and head dormers of the windows run white ornamental bands and the facades are articulated by stone drip mouldings and a cordon strip. The facade is terminated by a kind of attic in which above each window bay is a circular casement. This attic is finished with a stone moulding. The arches above windows and doors in the first storey are executed in profile stone, with an outer brick arch resting on stone consoles. The relieving arches are provided with natural stone blocks and the arch soffit is filled with simple decorative brickwork. The windows on the storey are, as well as those in the gables, crowned by tympana with shell filling, which are set in a segmental arch of brick fitted with natural stone voussoirs. The rear facade has simple wooden windows. The FRONT FACADE on the Plats has a right section counting five window bays, of which the slightly projecting central bay is emphasised by a gable. The five bays contain on the first and second storeys natural stone cross windows as described above. In the first storey of the centre bay is the entrance to the former school, with three stone steps. The double panel door lies in a shallow porch, with profiled natural stone reveals. The freely pressed door opening is separated from the approximately equally high fanlight by a profiled natural stone lintel on corner consoles. The fanlight with simple leaded glass is six-paned, fitted with profiled mullions and transoms and is terminated by a laid arch as elsewhere, with in the arch soffit a carved tympanum with representation. In the attic zone below the gable is an ornamented natural stone surface. The brick gable has a natural stone cross window and is covered by a pediment on pilasters and flanked by klauwstukken. The corner risalit on the left is terminated by a stepped gable and contains a chamfered corner with herein the richly ornamented entrance section to the former administrative section. In the first storey three stone steps lead to a double panel door, provided with panes and terminated by pediments. The door has a fanlight and the whole is set within a stone semicircular frame with diamond heads. The keystone in the form of a lion's head also bears the middle console of the balcony on the storey above. The door is flanked by fluted columns. These columns, on rectangular bases and finished with composite capitals, support the two outer consoles of the balcony. The consoles are carved with whimsical floral motifs. The balcony has a stone balustrade with balusters at the front and closed sides provided with geometric motifs. The large double panel doors of the balcony are flanked by slender fluted columns and the balcony is finished by natural stone draperies, provided with whimsical plant motifs and masks. Above the canopy the chamfered corner section is again closed by means of a headpiece. Above this a gable stone in the corner is set with the arms of the Kingdom of the Netherlands. To the left of this entrance section the corner risalit has in the first storey a narrow natural stone window with to its right the entrance section to the former schoolmaster's house. This has double panel doors provided with panes and curved pediments. The entrance has two fanlights, one with wooden filled-in fanlight within the semicircular frame of the door and a second above it, on a water dormer on consoles. This three-part fanlight is provided with klauwstukken and is crowned by a semicircular arch as described above at the same height as the semicircular arches of the other windows in this storey. On the storey above is a narrow window and to its right a cross window as described above. The terminating stepped gable has stone cover strips on the steps and is crowned by a top pilaster. In the middle is a natural stone cross window crowned by a tympanum and a semicircular arch with voussoirs. The frame is flanked by circular motifs.
The LEFT SIDE FACADE of the corner risalit is terminated with a gable perpendicular to that of the front facade. In the first storey of the risalit on the right is a narrow natural stone window and on the left a cross window of which the lower dormer rests on the plinth. This window has incised stylised rosettes on the intersections of cross-bars and intermediate mullion. In the second storey is a narrow window and a cross window as mentioned above. The arrangement of the stepped gable is comparable to that in the front facade. The section to the left of the risalit contains in the first storey two tall cross windows with an extra intermediate dormer in the lower sash and a stylised rosette at the intersection of intermediate mullion and cross-bar. The lower dormers rest again on the plinth. To the left of these large windows another small window placed high in the storey. The second storey contains two cross windows as described. Above the library extension the sober arrangement of the REAR FACADE still shows remains of the windows of the first storey. On the right are two small casement windows under two-pane segmental arched fanlights, finished with a roller blind. Above in the second storey two identical windows. On the left in the second storey five larger rectangular four-pane sash windows under two-pane fanlights. These windows are finished with a laid semicircular arch with a sober filled arch soffit. Below the gutter is a simple tooth moulding. The RIGHT SIDE FACADE projects only partially beyond the adjoining building and is very soberly arranged, provided with an exposed flue and finished by a simple tooth moulding below the gutter. The layout and structure of the INTERIOR has been substantially altered in parts due to various renovations, but the original layout and function of the building is still well reflected, among other things, in the three preserved entrances. Each entrance leads to a hallway with stairwell which provides access to the respective section. The hallways are paved with original tiles, the three staircases (stair and two flights of stairs) executed in, among other things, oak wood. In the building, moreover, panel doors with corresponding original frames are preserved in various places. The cellar which is located below the former dwelling is covered with a barrel vault and has a brick access stair.
Valuation.
The former TOWN HALL of Echt with public primary school and schoolmaster's house is of general interest and possesses cultural-historical value because of the combination of diverse functions in one building, making it a special expression of administrative and typological development. The architectural-historical values are determined by the importance of the building for supra-regional architectural history and the oeuvre of architect Johannes Kayser. Furthermore because of the high-quality aesthetic qualities of the design, both in terms of facade layout and functional spatial distribution, and finally because of the special use of materials and the rich neo-renaissance ornamentation. The building possesses ensemble values through its striking and image-defining location in the centre of Echt. Finally, the building is important because of the architectural intactness of the exterior and the architectural-historical and typological rarity.
