Inleiding.
WOONHUIS met elementen uit de Art Nouveau en het Traditionalisme, gebouwd in 1910 naar ontwerp van architect F. Dupont uit Roermond in opdracht van de ondernemer Victor Russel uit Echt. Het pand is gelegen in de westelijke straatwand van de Bovenste Straat, op geringe afstand van de belendende panden. De Bovenste Straat is de hoofdstraat door de kern van Echt die wordt gekenmerkt door een bebouwing met veel vroeg twintigste-eeuwse woon- en bedrijfspanden. Het huis vormt samen met het naastgelegen, omstreeks 1900 gebouwde postkantoor door kleurige gevelbehandeling en hoofdvorm een beeldbepalend ensemble.
Omschrijving.
Onderkelderd WOONHUIS gebouwd op een vrijwel rechthoekige plattegrond, die zich aan de achterzijde versmalt waardoor zich in de rechter zijgevel een smalle schuine zijde bevindt en de gootlijst hier in hoogte verspringt. Het pand telt twee bouwlagen en een zolderverdieping onder een aan de voorzijde afgewolfd en overstekend zadeldak met de nokrichting haaks op de straat. De schilden zijn belegd met rode kruispannen en de nok van het wolfseind is bekroond met een zinken piron. De afwatering vindt plaats via geprofileerde en witgeschilderde bakgoten rustend op geprofileerde consoles op een langs de zijgevels uitgemetseld gootfries. Langs de voorgevel is het dak met een witgeschilderde, geprofileerde daklijst afgewerkt. Op het linker dakschild bevindt zich een eenvoudige schoorsteen. De gevels zijn opgetrokken in rode machinale baksteen in kruisverband, waarbij de voorgevel is voorzien van decoratief pleisterwerk en hardsteen. De gevels bevatten voornamelijk segmentboogvormig afgesloten vensteropeningen, waarin stolpramen onder bovenlichten met vierruits verticale roedeindeling. De vensters hebben kunststenen onderdorpels en segment- of rondbogen als afsluiting. De asymmetrisch ingedeelde smalle VOORGEVEL is afgesloten met een afgeknotte puntgevel en heeft een iets uitspringende plint afgesloten met een natuurstenen waterlijst. Hierboven wordt de gevel geleed door gepleisterde banden ter hoogte van onderdorpels en bovendorpels, met meegepleisterde aanzetstenen boven vensters en een geprofileerde en gekorniste cordonlijst op de verdiepingscheiding. De voordeur van het huis bevindt zich in de eerste bouwlaag in de linker as in een rondboogvormig open portiek. Naar de verhoogde stoep van het portiek leiden terrazzo treden. De wanden van het portiek zijn bekleed met witte tegels, voorzien van contrasterende randtegels met aan de bovenzijde decoratieve tegels met festoenen en lauwerkransen. De houten paneeldeur heeft een glazen middenpaneel voorzien van decoratief traliewerk. Rechts van de entree twee vensters zoals voornoemd met gepleisterde sluitstenen. Tussen de bovenlichten een witgepleisterd vlak waartegen een gestucte kraagsteen in de vorm van een Grieks masker die de aanzet vormt van een witgestucte console die een driezijdige erker draagt ter hoogte van de tweede bouwlaag. Deze gestucte en gewelfde console is voorzien van een opvallend netvormig-reliëf. De erker wordt met een geprofileerde waterlijst afgesloten en eindigt in een balkon met balustrade. In de voorzijde van de erker en in de linker as van de tweede bouwlaag bevindt zich een segmentboogvormig afgesloten venster, in de smalle zijden van de erker smalle segmentboog vensters. De borstweringen aan de benedenzijde van vensters zijn voorzien van witgeschilderde balustrades. De balustrades hebben een geprofileerde afdekplaat. De geveltop wordt omlijst door langs de schuine dakranden gepleisterde vlechtingen. De twee grote zolderramen hebben vierruits recht afgesloten bovenlichten onder gepleisterde rondboogtrommels waarin de bouwdatum is aangebracht: "Anno" (links)/"1910" (rechts). De boogtrommels worden met gestucte Florentijnse bogen omgeven. Onder het dakoverstek bevindt zich nog een oeil-de-boeuf opgenomen in een plastisch gestuct festoen dat doorloopt over de Florentijnse bogen van de zolderramen. De onregelmatig ingedeelde sobere RECHTER ZIJGEVEL heeft alleen op de eerste verdiepingscheiding een gepleisterde cordonlijst. In de linker helft van de gevel een licht uitgemetseld rookkanaal, rechts een aantal onregelmatig geplaatste oorspronkelijke vensters en deuren. Geheel rechts een portiek onder segmentboog met dubbele deur, erboven in elke bouwlaag een stolpvenster zoals beschreven. Direct links in de eerste bouwlaag een groot segmentboogvormig raam en erboven halverwege de tweede en derde bouwlaag twee ramen. Rechts hiervan verjongt zich de gevel en bevindt zich het smalle schuine geveldeel met in elke bouwlaag een klein rondboograam. Het terugliggende deel van de rechter zijgevel bevat in de eerste bouwlaag een groot segmentboogvormig raam met nieuwe indeling. Erboven in elke bouwlaag een segmentboogvormig raam. De smalle asymmetrisch opgezette sobere ACHTERGEVEL is gecementeerd en blind. De LINKER ZIJGEVEL is blind. De oorspronkelijke ruimtelijke opzet van het INTERIEUR is grotendeels bewaard gebleven en kenmerkt zich in de eerste bouwlaag door een tweebeukige opzet, met een smalle gang in de linker beuk en kamers-en-suite in de bredere rechter beuk. De gang loopt uit in een dwarsgeplaatste hal met trappenhuis achter de suites, waarachter zich een smallere achterbouw bevindt waarin onder andere de keuken is ondergebracht. Onder de bewaard gebleven interieuronderdelen bevinden zich een terrazzovloer met bloemmotieven in de hal, vrijwel alle oorspronkelijke houten binnendeuren en hun omlijstingen met gesneden geometrische Art Nouveau ornamentiek, stucplafonds in de hal en in de woonvertrekken op de begane grond, een eenvoudige zwartmarmeren schoorsteenmantel in de voorkamer, een vermoedelijk in de jaren twintig van de twintigste eeuw toegevoegde schoorsteenmantel in een achterkamer en een houten bordestrap met Neo-Renaissance spijlen, op de verdieping in de gang en in beide vertrekken aan de voorzijde eveneens stucplafonds.
Waardering.
Het WOONHUIS aan de Bovenste Straat in Echt vertegenwoordigt algemeen belang en is van architectuurhistorische waarde als gaaf en goed voorbeeld van een rijk gedetailleerd woonhuis uit het eerste decennium van de twintigste eeuw met decoratieve elementen uit de Art Nouveau en het Traditionalisme. Undergroundcellar RESIDENTIAL HOUSE built on a virtually rectangular plan, which narrows at the rear, creating a narrow slanting side in the right side facade with the gutter line stepping up in height. The property has two storeys and an attic storey beneath a gabled roof with a curved and overhanging projection at the front, with the ridge direction at right angles to the street. The slopes are covered with red interlocking tiles and the ridge of the half-hipped roof is crowned with a zinc weathervane. Drainage is via profiled and whitewashed gutters resting on profiled brackets on a gutter frieze laid out along the side facades. Along the front facade the roof is finished with a whitewashed, profiled roof edge. On the left roof slope there is a simple chimney. The facades are built of red machine-made bricks in a bond pattern, with the front facade provided with decorative plasterwork and ashlar. The facades contain mainly segmental arch-closed window openings, with sash windows beneath fanlights with four-pane vertical glazing bars. The windows have artificial stone sills and segmental or round arches as closure. The asymmetrically arranged narrow FRONT FACADE is closed with a truncated pointed gable and has a slightly projecting plinth closed with a natural stone drip moulding. Above this the facade is articulated by plastered bands at the height of sills and lintels, with set-back stones moulded above windows and a profiled and corniced cornice on the storey division. The front door of the house is located on the first storey in the left axis in a round arch open porch. Terrazzo steps lead to the raised stoop of the porch. The walls of the porch are clad with white tiles, provided with contrasting edge tiles with decorative tiles at the top with festoons and laurel wreaths. The wooden panelled door has a glazed central panel provided with decorative ironwork. To the right of the entrance two windows as aforementioned with plastered voussoirs. Between the fanlights a whiteplastered surface against which a stuccoed corbel in the form of a Greek mask forms the springing for a whitestuccoed console that carries a three-sided bay window at the height of the second storey. On the front of the bay window and in the left axis of the second storey is a segmental arch-closed window; on the narrow sides of the bay window narrow segmental arch windows. The parapets beneath the windows are provided with whitewashed balustrades. The balustrades have a profiled capping plate. The gable-head is framed by braiding plastered along the slanting roof edges. The two large attic windows have four-pane straight-closed fanlights beneath plastered round arch drums in which the building date is noted: "Anno" (left)/"1910" (right). The arch drums are surrounded with stuccoed Florentine arches. Below the roof overhang there is also an oeil-de-boeuf set in a plastic stuccoed festoon that runs over the Florentine arches of the attic windows. The irregularly arranged sober RIGHT SIDE FACADE has only a plastered cornice on the first storey division. In the left half of the facade a lightly projecting brick flue, on the right a number of irregularly placed original windows and doors. At the far right a porch under a segmental arch with double door, above it in each storey a sash window as described. Directly to the left on the first storey a large segmental arch window and above it halfway between the second and third storeys two windows. To the right of this the facade narrows and the narrow slanting facade section is located, with a small round arch window in each storey. The recessed part of the right side facade contains a large segmental arch window with new divisions on the first storey. Above it in each storey a segmental arch window. The narrow asymmetrically arranged sober REAR FACADE is cemented and blank. The LEFT SIDE FACADE is blank. The original spatial layout of the INTERIOR is largely preserved and is characterised on the first storey by a two-aisle arrangement, with a narrow corridor in the left aisle and en-suite rooms in the wider right aisle. The corridor runs out into a transversely placed hall with stairwell behind the suites, beyond which a narrower rear building is located in which, among other things, the kitchen is housed. Among the preserved interior components are a terrazzo floor with floral motifs in the hall, virtually all original wooden interior doors and their surrounds with carved geometric Art Nouveau ornament, stucco ceilings in the hall and in the living rooms on the ground floor, a simple black marble fireplace mantel in the front room, a fireplace mantel presumably added in the nineteen twenties in a rear room and a wooden staircase with Neo-Renaissance balusters; on the upper floor in the corridor and in both rooms on the front likewise stucco ceilings.

The RESIDENTIAL HOUSE on Bovenste Straat in Echt is of general interest and is of architectural historical value as a well-preserved and fine example of a richly detailed residential house from the first decade of the twentieth century with decorative elements from Art Nouveau and Traditionalism.
