Inleiding complexonderdeel 1
Hoofdonderdeel van het WAVO-park wordt gevormd door de BEJAARDENWONINGEN bestaande uit beneden- en bovenwoning met WINKEL en voormalige theesalon, in 1927 ontworpen door de Haagse architect S. de Clerq, die tevens optrad als huisarchitect van de opdrachtgevers, het echtpaar Van Ommeren-de Voogt.
Omschrijving
In opzet een symmetrisch opgezet complex op halve cirkelvormige plattegrond, bestaande uit twee bouwlagen onder een plat dak, heeft een ritmische gevelgeleding met hogere hoek en middenpaviljoens en iets lager boven de gevellijn uitspringende tussenpaviljoens. Het trasraam van vlakke waalklinkers wordt afgedekt door een rollaag, waarboven de gevels zijn opgetrokken van grauwe waalklinkers. Deur- en vensterpartijen worden afgedekt door brede rollagen. De gevels hebben een traveeindeling met zeer vlak gestileerde ionische pilasters van de kolossade orde met terracotta sierblokjes als kapiteel, die opgaan vanaf de als basement fungeerde begane grond. Terccacotta is verder decoratief toegepast voor de lekdorpels, als sierblokje met vensterafdekkingen op de verding. Belang sierend element zijn de terracotta reliefs met bloemmotief, waarvan de namen eronder in terracotta zijn aangeven. Tevens komen terracotta reliefs voor met de naam en het stichtingsjaartal van het complex. Natuurstenen dekplaten zijn toegepast als dekplaat voor de borstweringsmuren van de trap. De rechtgesloten enkele en samengestelde vensterpartijen hebben voor het merendeel de oorspronkelijk stalen kozijnen met roedenverdeling. Dit geldt eveneens voor een deel van de balkondeuren. De entreedeuren zijn teakhouten paneeldeuren met spieraam, deels voorzien van een houten luifel met daarboven een roedenverdeeld bovenlicht. De rechtgesloten gevels worden afgesloten door een breed fries, dat gedragen door de pilasters, bestaat uit een houten sierlijst, een gemetseld band, welke worden afgesloten door een geprofileerde overstekende houten gootlijst.
De winkel bevindt zich achter de noordwestelijke voorgevel van het noordelijk hoekpaviljoen is vijf traveeen breed met een risalerende middendeel van drie traveeën waarvan de middelste het breedste is. Op de begane grond bevinden zich in de middenrisaliet drie winkelruiten met roedenverdeelde bovenlichten. In de meest rechtse travee bevindt zich de entreedeur, voorzien van roedenverdeelde zij- en bovenlichten. De meest linkse travee heeft een roedenverdeeld raam. Op eerste de verdieping bevindt zich in elke travee één venster. Op de twee verdieping bevindt zich aan weerszijden een zesruits raam. Aan weerszijden van de middentravee bevindt zich terracotta reliëf met de tekst: "ANNO" en "1927".
De noordwestelijke voorgevel van het zuidelijke hoekpaviljoen heeft een vergelijkbare opzet.

De bejaardenwoningen met winkel van het WAVO-park zijn van algemeen belang vanwege de cultuur- en architectuurhistorische waarde en vanwege de ensemblewaarde:

The main component of the WAVO-park is formed by the ELDERLY HOUSING consisting of ground-floor and upper-floor dwellings with SHOP and former tea room, designed in 1927 by The Hague architect S. de Clerq, who also acted as house architect for the clients, the married couple Van Ommeren-de Voogt.
Description
In conception a symmetrically laid out complex on a semi-circular ground plan, consisting of two storeys under a flat roof, it has a rhythmic facade articulation with higher corner and central pavilions and slightly lower projecting intermediate pavilions above the facade line. The plinth of flat facing bricks is covered by a belt course, above which the facades are built up from grey facing bricks. Door and window openings are covered by broad belt courses. The facades have a bay division with very flatly stylised Ionic pilasters of the colossal order with terracotta ornamental blocks as capitals, which rise from the ground floor which functions as a basement. Terracotta is further applied decoratively for the drip mouldings, as ornamental blocks with window coverings on the floor. Important decorative elements are the terracotta reliefs with floral motifs, with the names indicated below them in terracotta. Also present are terracotta reliefs with the name and founding year of the complex. Natural stone cover plates are used as coping for the parapet walls of the staircase. The right-angled single and composite window openings mostly retain the original steel frames with glazing bars. This also applies to part of the balcony doors. The entrance doors are teak-wood panel doors with reveal, partly furnished with a wooden canopy with a glazing-barred fanlight above it. On the first floor there is one window in each bay. On the second floor there is a six-pane window on each side.
