Inleiding
Tussen de oude dorpskommen van Berkel en Enschot staat aan de westelijke zijde van de Raadhuisstraat, met de nok parallel aan de weg, het voormalige GEMEENTEHUIS van Berkel-Enschot. Het pand dateert uit 1932-'33 en is gebouwd naar een ontwerp van C. Panis. Tussen 1976 en ca. 1990 was hier het Rijkspolitiebureau gehuisvest. Thans doet het dienst als woonhuis. Het pand staat tussen een viertal beuken. Voor het gebouw een in stijl gemetselde, met het raadhuis contemporaine bloembak.
Omschrijving
Het in plattegrond globaal rechthoekige gebouw wordt gedekt door een samengesteld schilddak met geglazuurde, verbeterde Hollandse pannen. Op de nok van het dak een tweetal gemetselde schoorstenen. Het aanzien van het pand wordt grotendeels bepaald door de tweelaagse toren aan de straatzijde van het gebouw,voorzien van een steile spits op vierkante grondslag, gedekt met daktegels in Maasdekking. De straatgevel heeft een asymmetrische indeling en bestaat uit een ten dele iets uit de rooilijn springende toren, met siermetselwerk op granieten uitkraging, in de top voorzien van een waarschijnlijk smeedijzeren jaartalaanduiding "1932". De toren heeft op de begane grond een via een gemetseld bordes bereikbare houten vleugeldeur met lichten met glas-in-lood, waarvan de draaibare delen voorzien zijn van een smeedijzeren rooster. Boven de deur een vlaggenstokhouder met mast, een traplicht met glas-in-lood panelen, en onder de gootlijst een uurwerk (Eysbouts, Assen) met wijzerplaat van geglazuurde tegels. Ter linkerzijde van de toren, die wordt geflankeerd door gemetselde bloembakken, een iets terugliggend en lager bouwdeel, voorzien van twee beluikte houten kruisvensters met kleine roedenverdeling; ter rechterzijde van de toren een geveldeel met twee kruisvensters als voren en aangrenzend de drie hoge vensters van de voormalige raadszaal, bekroond door een topgevel met gevelsteen, waarop het gemeentelijke wapen. In de zijgevel aan de zijde van de Raadhuisstraat een tweetal kruisvensters, zoals beschreven in de voorgevel. De achtergevel gaat gedeeltelijk schuil achter een latere aanbouw. In deze aanbouw is een kruiskozijn aangebracht met zestienruits roedenverdeling. Getoogde, opgeklampte deur. Verder in de achtergevel van het hoofdgebouw een zestienruits venster, alsmede een opgeklampte deur met zijlicht. In de rechter zijgevel, die grotendeels wordt ingenomen door de voormalige raadszaal, in een viertal drieruits hoge en smalle raamkozijnen, enkele figuratieve en ornamentale glas-in-lood vensters, de eerste voorstellende de arbeidende bevolking. De vensters zijn van de hand van T. Berg. Beluikt kruisvenster.
Het interieur heeft nog gedeeltelijk de oorspronkelijke indeling behouden, met onder meer het betegelde tochtportaal met paneeldeuren en herdenkingssteen, de hal en de thans door middel van tussenwandjes opgedeelde raadszaal.
Waardering
Het voormalige raadhuis is van algemeen belang. Het heeft cultuurhistorische waarden als uitdrukking van een bestuurlijke ontwikkeling en als uitdrukking van de typologische ontwikkeling van het raadhuis op het platteland. Het heeft architectuurhistorische waarde vanwege het materiaalgebruik en de ornamentiek en de plaats in het werk van de architect. Between the old village centres of Berkel and Enschot stands on the western side of the Raadhuisstraat, with the ridge parallel to the road, the former TOWN HALL of Berkel-Enschot. The building dates from 1932-'33 and was built to a design by C. Panis. Between 1976 and c. 1990 the State Police office was housed here. Currently it serves as a residential building. Description
The building, rectangular in footprint, is covered by a composite hipped roof with glazed, improved Dutch tiles. On the ridge of the roof two brick chimneys. The appearance of the building is largely determined by the two-storey tower on the street side of the building, fitted with a steep spire on square base, covered with roof tiles in Maastricht bond. The street facade has an asymmetrical layout and consists of a tower projecting slightly from the building line, with decorative brickwork on granite corbels, at the top fitted with a probably wrought-iron date inscription "1932". The tower has on the ground floor a wooden wing door accessible via a brick platform with panes with leaded glass, the opening parts of which are fitted with a wrought-iron grille. Above the door a flagpole holder with mast, a staircase light with leaded glass panes, and below the cornice a clock (Eysbouts, Assen) with a dial of glazed tiles. To the left of the tower, which is flanked by brick flower boxes, a slightly recessed and lower building section, fitted with two shuttered wooden cross windows with small glazing bars; to the right of the tower a facade section with two cross windows as above and adjoining the three tall windows of the former council chamber, crowned by a gable with facade stone, on which the municipal coat of arms. In the side facade on the Raadhuisstraat side two cross windows, as described in the front facade. The rear facade is partially hidden behind a later extension. In this extension a cross window has been fitted with sixteen-pane glazing bars. Arched, clinched door. Further in the rear facade of the main building a sixteen-pane window, as well as a clinched door with sidelight. In the right side facade, which is largely taken up by the former council chamber, in a number of four three-pane tall and narrow window frames, several figurative and ornamental leaded glass windows, the first depicting the working population. The windows are by the hand of T. Berg. Shuttered cross window.
The interior has partially retained the original layout, with amongst others the tiled entrance vestibule with panel doors and commemorative stone, the hall and the council chamber now subdivided by means of partition walls.
