Inleiding

Voormalig RIJKSBELASTINGKANTOOR in Eclectische stijl uit 1904, naar ontwerp van architect C.F. van Hoof. In 1999 in gebruik als woongebouw.

Het kantoor maakt onderdeel uit van de Stationsstraat, die na de aanleg van de spoorlijn door de stad vanaf 1870 is ontstaan. Het kantoor bestaat uit een rechthoekige voorbouw aan de straat en een achterhuis, verbonden door een smalle tussenbouw, die gezamenlijk een L-vormige plattegrond vormen. Het achterhuis valt buiten de bescherming.

Omschrijving

Het kantoor heeft twee en drie bouwlagen. Het wordt gedekt door een mansardedak dat aan de straatkant wordt geflankeerd door vierkante torendaken. De daken aan de voorkant van het kantoor zijn voorzien van schubleien. Het schild aan de achterkant heeft grijze kruispannen. De vijf traveeën brede voorgevel, is op de ingangspartij in de linker risaliet na, symmetrisch van opzet. Ze bevat bekroonde midden- en zijrisalieten. De travee van de middenrisaliet heeft een hoog opgetrokken boogfries met een stenen pinakelbekroning. Op de begane grond heeft ze twee smalle vensters met een kalf en een tussenstijl in het bovenlicht. Ze worden gescheiden door een smalle penant. Op de tweede bouwlaag bevindt zich een driezijdig balkon op een hardstenen plaat met een smeedijzeren balustrade. Het is bereikbaar via dubbele balkondeuren met zij- en bovenlichten. Het kozijn heeft zijlichten en een dubbel kalf. De bovendorpel is getrapt uitgevoerd. Direct onder het fries bevindt zich in kapitalen weergegeven en uitgevoerd in hardsteen het opschrift Rijksbelastingkantoor. De zijrisalieten zijn bekroond door hoog opgetrokken rechthoekige torendaken met elk twee zinken pirons. De ingang van het kantoor ligt in een ondiep ellipsboogportiek en is bereikbaar via twee frontale hardstenen traptredes. De ingang bestaat uit een dubbele teakhouten zespaneels deur met snijwerk, waarvan de bovenste twee panelen van glas zijn. Het portiek heeft een gemetseld bovenlicht gescheiden door twee montanten; hierin bevindt zich glas-in-lood in Art Nouveau stijl. Aan weerzijden van de ingang gevelstenen met de opschriften C.F.van Hoof, F.v.d.H. en de datum 1-11-1904. De andere drie traveeën van de begane grond hebben een breed venster, voorzien van twee tussenstijlen en een kalf. De bovendorpels zijn getrapt uitgevoerd. Vier traveeën van de tweede bouwlaag hebben een dergelijk venster echter met een dubbel kalf.

De traveeën van de zijrisalieten hebben op de derde bouwlaag elk twee smalle schuifvensters met getoogde bovenlichten. Ze worden gescheiden door een smalle penant. Het opgaande werk bestaat uit rode handgevormde baksteen gemetseld in kruisverband. De gevels worden afgesloten door een fries. De muuropeningen zijn omzoomd door profielstenen, die aan de bovenkant worden afgesloten door segmentbogen met een rand van gele baksteen en soms een sluitsteen. De voorgevel staat bovendien op een hardstenen plint. Hier wordt het metselwerk afgewisseld door gele baksteen voor het siermetselwerk en speklagen.

Waardering

Het voormalige belastingkantoor heeft algemeen belang. Het pand heeft cultuurhistorisch belang als voorbeeld van een sociaal-economische ontwikkeling, namelijk de bouw van rijk gedetailleerde kantoren binnen de bestaande stedelijke structuur en is tevens van belang als voorbeeld van de typologische ontwikkeling van het kantoorgebouw. Architectuurhistorisch is het van belang vanwege de stijl en de detaillering in een regionale variant van het Eclecticisme en vanwege de plaats in het werk van de architect Van Hoof. Former NATIONAL TAX OFFICE in Eclectic style from 1904, designed by architect C.F. van Hoof. In 1999 in use as a residential building.

The office forms part of the Stationsstraat, which came into being following the construction of the railway line through the city from 1870 onwards. The office consists of a rectangular front building facing the street and a rear house, connected by a narrow intermediate section, which together form an L-shaped floor plan. The rear house falls outside the protection.

Description

The office has two and three storeys. It is covered by a mansard roof which is flanked on the street side by square tower roofs. The roofs at the front of the office are fitted with sliding slates. The shield at the rear has grey cross pantiles. The five-bay wide front facade, except for the entrance section in the left risalit, is symmetrical in layout. It contains crowned central and side risalits. The bay of the central risalit has a high arched frieze with a stone pinnacle crown. On the ground floor it has two narrow windows with a transom light and a central mullion in the fanlight. They are separated by a narrow pendant. On the second storey there is a three-sided balcony on a hard stone plate with a wrought-iron balustrade. It is accessible via double balcony doors with side and fanlights. The window frame has side lights and a double transom light. The upper lintel is stepped. Directly below the frieze, displayed in capitals and executed in hard stone is the inscription Rijksbelastingkantoor. The side risalits are crowned by high arched rectangular tower roofs each with two zinc weathervanes. The entrance to the office is located in a shallow elliptical arched portico and is accessible via two frontal hard stone steps. The entrance consists of a double teak wood six-panel door with carved work, of which the upper two panels are glass. The portico has a rendered fanlight separated by two muntins; it contains stained glass in Art Nouveau style. On either side of the entrance facade stones with the inscriptions C.F.van Hoof, F.v.d.H. and the date 1-11-1904. The other three bays of the ground floor have a wide window, fitted with two vertical mullions and a transom light. The upper lintels are stepped. Four bays of the second storey have a similar window but with a double transom light.

The bays of the side risalits each have two narrow sash windows with arched fanlights on the third storey. They are separated by a narrow pendant. The masonry consists of red hand-formed brickwork laid in Flemish bond. The facades are finished with a frieze. The wall openings are bordered by moulded stones, which are finished at the top by segmental arches with a border of yellow brick and sometimes a keystone. The front facade moreover stands on a hard stone plinth. Here the masonry is varied by yellow brick for the ornamental brickwork and stretcher courses.

Valuation

The former tax office is of general importance. The building has cultural-historical significance as an example of socio-economic development, namely the construction of richly detailed offices within the existing urban structure, and is also of significance as an example of the typological development of the office building. From an architectural-historical perspective, it is of significance because of the style and detailing in a regional variant of Eclecticism and because of its place in the work of architect Van Hoof.
