The register's description

Inleiding.

Het voormalige HOOFDGEBOUW van de KROMHOUTKAZERNE werd gebouwd in 1913, met elementen van Jugendstil en Chaletstijl. Op het voormalige kazerneterrein zijn de overige militaire gebouwen uit 1910-1913 gesloopt en rond het bewaard gebleven hoofdgebouw staan nu woonhuizen. Het hoofdgebouw is anno 1999 in gebruik als kantoor en twee woonhuizen.

Omschrijving.

Het een- tot vijflaagse gebouw heeft een L-vormige plattegrond met hoektoren. De gevels zijn opgetrokken uit machinale baksteen en op de wolfsdaken liggen zwarte tuile-du-Nordpannen. De ene zijvleugel telt elf traveeën en de andere zeven. Hiernaast bevindt zich een eenlaagse aanbouw onder plat dak van zeven traveeën. Horizontaal worden de gevels geleed door speklagen van bricornasteen en hardstenen cordonlijsten, vensterdorpels en lateien. Het pand wordt gedomineerd door de vooruitspringende grote klokkentoren op de hoek. De hoekpunten van deze toren en van het pand zijn met hardstenen schampstenen verzwaard. De toren telt vijf bouwlagen en is architectonisch het meest gedetailleerd. De grootste zijvleugel heeft van links naar rechts een raam, een deurpartij, vier ramen en nog een deurpartij en tenslotte weer twee vensters. De deuren hebben zijramen en bovenlichten. Alle bovenlichten en zijramen hebben een zesruits indeling. De vensters worden boven de lateien gekoppeld door een ontlastingsboog. De vensters op de etage hebben alleen een latei met profielrand, hierboven een fries en de overkragende dakrand op gesneden houten schoren. In het dak zijn twee brede dakkapellen onder lessenaarsdak aangebracht. De korte zijgevel heeft een deur met zijramen en daarnaast twee vensters. Op de etage vier ramen en onder het wolfsdak met overstek tenslotte drie ramen met negen- tot twaalfruits indeling. De achtergevel van deze vleugel bezit een tweelaagse uitbouw onder plat dak met kleine vensters en twee venstertraveeën. In het dak weer een dakkapel onder lessenaarsdak. De andere zijvleugel heeft in het tweelaagse gedeelte eenzelfde geveldetaillering. De paneeldeur met kussens is hier centraal geplaatst met links ernaast een klein raam. De travee boven de deur is leeg, waardoor er op de etage zes ramen zijn. Midden in het dak bevindt zich één dakkapel onder lessenaarsdak. Links van dit bouwdeel bevindt zich de eenlaagse aanbouw met drie paneeldeuren en twee kleine zesruits ramen en twee stolpvensters. In de zijgevel hiervan nog een deur. In de zijgevel van het tweelaagse deel twee stolpvensters en onder het wolfsdak twee zesruits vensters. In de achtergevel een tweelaagse uitbouw onder plat dak met diverse kleine vensters. De toren heeft op de begane grond aan beide zijden een variant op een kruisvenster met zesruits ramen en hardstenen afzaten op de hoeken. In de smalle zijgevel een bolkozijn met hardstenen spuwer in de vorm van een gestileerd dierenkopje. Hierboven twee negenruits ramen onder een hardstenen segmentboog gekoppeld door een ontlastingsboog. De geleding hierna bezit drie smalle achtruits ramen onder gekoppelde hardstenen segmentbogen. Vervolgens vindt een verbreding van de toren plaats door vier lisenen met siermetselwerk aan alle zijden, waartussen een zesruits raam is opgenomen. Boven dit raam bevindt zich een wijzerplaat in een hardstenen omlijsting. In de hoeken hierboven tenslotte weer twee kleine raampjes. Het fries is in gele en bruine sierblokjes gemetseld en voorzien van gesneden schoren, die de uitkragende lijst van het piramidedak dragen.

Het interieur is nog deels in de oorspronkelijke staat. Het betreft onder meer de ingangsportalen met terrazzo vloeren en een borstwering van gele verblendsteen met bricorna sierrand in blauw en beige. Dubbele tochtdeuren, voorzien van cassetten en kleine roedenraampjes geven toegang tot de achtergelegen vertrekken.

Waardering.

Het pand is van algemeen belang. het heeft cultuurhistorisch belang als voorbeeld van een bestuurlijke ontwikkeling, de stichting van kazernementen in of nabij de grote steden en als voorbeeld van de typologische ontwikkeling van de kazernes. Architectuurhistorisch is het van belang vanwege de stijl die door de bureaus der genie werd toegepast en wegens het materiaalgebruik. Het gebouw is van belang vanwege de situering, verbonden met de ontwikkeling van de stad. Het object is belangrijk vanwege de gaafheid van in- en exterieur.

The tower has five storeys and is architecturally the most detailed. The largest side wing has from left to right a window, a door section, four windows and another door section and finally two more windows. The doors have side windows and fanlights. All fanlights and side windows have a six-pane division. The windows above the lintels are coupled by a relieving arch. The windows on the storey have only a lintel with a moulded edge, above it a frieze and the overhanging roof edge on cut wooden corbels. Two wide roof dormers under a sloping roof have been installed in the roof. The short side gable has a door with side windows and next to it two windows. On the storey four windows and below the half-hipped roof with overhang finally three windows with nine to twelve-pane division. The rear facade of this wing has a two-storey extension under a flat roof with small windows and two window bays. In the roof again a roof dormer under a sloping roof. The other side wing has the same facade detailing in the two-storey section. The panel door with recesses is centrally placed here with a small window next to it on the left. The bay above the door is empty, so there are six windows on the storey. In the middle of the roof there is one roof dormer under a sloping roof. To the left of this building section is the single-storey extension with three panel doors and two small six-pane windows and two barn-style windows. In its side facade another door. In the side facade of the two-storey section two barn-style windows and below the half-hipped roof two six-pane windows. In the rear facade a two-storey extension under a flat roof with various small windows. The tower has on the ground floor on both sides a variant of a cross window with six-pane windows and hard stone offsets at the corners. In the narrow side facade a bull's-eye window with hard stone spout in the form of a stylised animal head. Above it two nine-pane windows beneath a hard stone segmental arch coupled by a relieving arch. The articulation thereafter has three narrow eight-pane windows beneath coupled hard stone segmental arches. Subsequently the tower widens by four pilaster strips with decorative brickwork on all sides, between which a six-pane window is incorporated. Above this window is a clock face in a hard stone frame. In the corners above finally two small windows again. The frieze is laid with yellow and brown decorative blocks and provided with cut corbels, which carry the projecting cornice of the pyramid roof.

The interior is still partly in the original state. This includes the entrance portals with terrazzo floors and a waist-high wall of yellow facing brick with bricorna decorative edging in blue and beige. Double draught doors fitted with panels and small glazing bar windows provide access to the rear rooms.

Valuation.

The building is of general importance. It has cultural historical importance as an example of an administrative development, the establishment of barracks in or near large cities and as an example of the typological development of barracks. From an architectural history perspective it is important because of the style applied by the Corps of Engineers offices and because of the use of materials. The building is important because of its location, connected with the development of the city. The object is important because of the integrity of its interior and exterior.
