Inleiding

Description
Introduction
A PARK of the type urban park, named 'Houtmansplantsoen', has been laid out in Landscape style from the second quarter of the 19th century, as part of a narrow city walk along the singels on the former city walls, only partly executed. The laying out became possible after the city walls were sold for demolition in 1829. The park stretched from the former bastion De Punt in a narrow strip in a northerly direction to the Lange Tiendweg. In 1855 a small strip of land was ceded in connection with the construction of a boezem pumphouse for the Hoogheemraadschap van Rijnland (c. 1938 out of service; demolished) in the Fluwelen Singel. An expansion of the park on the south side took place when burgemeester mr. A.A. van Bergen IJzendoorn after his death in 1895 bequeathed his residence with garden at the Houtmansplantsoen to the municipality. The designer of the first laying out of the park is not known. The late 19th-century arrangement of the park, including among other things a music pavilion and several monuments, presumably took place under the direction of the city architect L. Burgersdijk. A modification after that time is among other things the asphalting of the originally unpaved paths.
Description
The park created in phases in landscape style is characterised by flowing paths and winding and curved forms, creating grass and green strips with diverse shapes. There are several entrances to the park, namely at the Nieuwe Veerstal, at the bridge of the former Rijnland pumphouse, at the Doelenstraat at the Vijverstraat in the extension of the Spieringstraat and the Tuinstraat and at the Lange Tiendeweg in the extension of the Houtmansgracht. Over the waterway at the Vijverstraat lies a flat bridge with a renewed wooden bridge deck and cast-iron balustrade. Because the park is laid out on the south side against the dike slope of the Nieuwe Veerstal, this part of the park (near the mill) slopes upwards. Important on the east side are the vistas towards the adjacent water. This contrasts with the more enclosed character of the park created by the virtually continuous built development on the south and west sides.
The original, monumental planting consists of a variety of deciduous trees with different character in colour and structure, such as Weeping Willows, Plane trees, Beech trees (Fagus; red and green), partly a hanging variety and Water Cypresses (Metasequoia glyptostroboides). The trees are planted as specimens, but partly also in groups.
Valuation
The park is of general importance for its architectural and cultural-historical value as a representative example of a typical 19th-century urban park that has developed along the singels at the site of the former city walls.
The park is of general importance for its garden-historical value through the recognisable laying out in Landscape style with associated characteristic planting, which is typical of the 19th century.

The park is of importance as a bearer of street furniture. This involves ensemble value through the spatial relationship of the various architectural components with the park, which specifically fit the arrangement of the park.
The park is of urban planning importance through its distinctive and characteristic situation along the singel, on the south side of the city, bordering the Hollandsche IJssel.
The park is of general importance for its architectural and cultural-historical value as a representative example of tree protection from around the turn of the century in Eclectic style, which is also recognisable as a 'Wilhelmina' monument.
