Inleiding
MAGAZIJNGEBOUW van het voormalige P.G.E.M. onderstation te Arnhem en thans in gebruik als kantoor bij de gemeentelijke Dienst Milieu en Openbare Werken. Het object is in 1939 gebouwd naar ontwerp van ingenieur H. Fels in Nieuwe Haagse School-stijl met functionalistische invloeden. Het gebouw staat direct aan de Van Oldenbarneveldtstraat en sluit aan de zuidzijde aan op het hijsgebouw (B). Het toegevoegde deel van de vijfde bouwlaag is voor de bescherming van ondergeschikt belang.
Omschrijving
Bedrijfsgebouw dat bestaat uit een langgerekt voormalig magazijn van vier bouwlagen (recent één verdieping toegevoegd) en souterrain op rechthoekig grondplan. Aan de noordzijde naast de poort bevindt zich een kleine lage vleugel met een rijwielstalling in het souterrain, kantoorruimten in de eerste bouwlaag en kleed- en wasruimten in de tweede bouwlaag (thans kantoor). Zowel het hoofdgebouw als de lage vleugel hebben een plat dak met betonnen overstek. De gevels zijn opgetrokken in gele en rode baksteen en gemetseld in Noors verband met verdiepte voegen.
De VOOR- en ACHTERGEVEL van het magazijngedeelte zijn zestien vensterassen breed en hebben per bouwlaag een strook rechthoekige vensters tussen doorgaande betonnen latei en lekdorpel van basaltlava. De souterrainverdieping bezit lage drieruits ramen die gescheiden worden door bakstenen muurdammen. De eerste bouwlaag bezit twaalfruits onderramen met stolpgedeelte en vierruits bovenlichten met klapraampjes die gescheiden worden door wit gepleisterde dammen van gewapend beton. De tweede en derde bouwlaag bezitten achtruits onderramen met om en om een stolpgedeelte en vierruits bovenlichten die gescheiden worden door wit gepleisterde dammen van gewapend beton. De vierde bouwlaag bezit achtruits ramen die gescheiden worden door gemetselde muurdammen. De achtergevel heeft in de eerste bouwlaag ter plaatse van de derde tot en met de zevende vensteras een los- en laadplaats met luifel op twee ronde kolommen. De invulling van dit gedeelte is vernieuwd. De twee trappenhuizen op de hoeken van de achtergevel zijn tot boven de daklijst opgetrokken en voorzien van een om de hoek gaande, uitkragende glazen vliesgevel.
De RECHTER ZIJGEVEL bezit in de derde en vierde bouwlaag elk vijf gekoppelde tweeruits ramen met gezamenlijke lekdorpel. De lage vleugel heeft aan de straatzijde een rond licht, twee stroken van drie lage rechthoekige vensters boven elkaar en een brievenbus van basaltlava. De zijgevel rechts bezit in de souterrainverdieping vijf gekoppelde vierruits ramen; in de eerste bouwlaag een doorgaande hoge vensterstrook met draairamen die op de hoek met de achtergevel is afgerond; in de tweede bouwlaag vijf gekoppelde tweeruits ramen. De gevel aan het binnenterrein heeft een gemoderniseerde ingang in de hoek met het voormalige magazijngebouw en in de tweede bouwlaag vier gekoppelde lage enkelruits ramen.

De zakelijke opzet en de glazen trappenhuizen aan de achterzijde verraden invloeden van het functionalisme. Als zodanig is het object een goed voorbeeld van het werk van ingenieur H. Fels.
- Van stedebouwkundige waarde als essentieel onderdeel van het grotendeels behouden onderstation in Arnhem, dat van belang is wegens de hoogwaardige kwaliteit van de bebouwing. WAREHOUSE BUILDING of the former P.G.E.M. substation in Arnhem and now in use as offices at the municipal Service for Environment and Public Works. The object was constructed in 1939 after a design by engineer H. Fels in New Hague School style with functionalist influences. The building stands directly on the Van Oldenbarneveldtstraat and connects on the south side to the hoisting building (B). Description
Industrial building consisting of an elongated former warehouse of four storeys (recently one storey added) and basement on a rectangular ground plan. On the north side next to the gate is a small low wing with bicycle storage in the basement, office spaces in the first storey and changing and washing rooms in the second storey (now office). Both the main building and the low wing have a flat roof with concrete overhang. The facades are constructed in yellow and red brick and mortared in English bond with recessed joints.
The FRONT and REAR FACADES of the warehouse section are sixteen window axes wide and have per storey a strip of rectangular windows between continuous concrete lintels and drip moulding of basalt lava. The basement storey has low three-pane windows separated by brick piers. The first storey has twelve-pane lower windows with transom section and four-pane fanlights with casements separated by white plastered piers of reinforced concrete. The second and third storeys have eight-pane lower windows with alternating transom sections and four-pane fanlights separated by white plastered piers of reinforced concrete. The fourth storey has eight-pane windows separated by brick piers. The rear facade has in the first storey at the position of the third to the seventh window axis a loading and unloading area with canopy on two round columns. The infill of this section has been renewed. The two staircases on the corners of the rear facade are carried up above the cornice and provided with a glazed curtain wall running around the corner with cantilever.
The RIGHT SIDE FACADE has in the third and fourth storeys each five coupled two-pane windows with shared drip moulding. The low wing has on the street side a circular light, two strips of three low rectangular windows one above the other and a letter box of basalt lava. The side facade on the right has in the basement storey five coupled four-pane windows; in the first storey a continuous tall window strip with sliding windows which is rounded at the corner with the rear facade; in the second storey five coupled two-pane windows. The facade facing the interior courtyard has a modernised entrance at the corner with the former warehouse building and in the second storey four coupled low single-pane windows.
