Inleiding
HEFTOREN annex WERKPLAATS van het voormalige P.G.E.M. onderstation te Arnhem, thans in gebruik als kantine respectievelijk werkplaats bij de gemeentelijke Dienst Milieu en Openbare Werken. Het object is in 1927-1929 gebouwd naar ontwerp van ingenieur H. Fels in Nieuwe Haagse School-stijl.
Het gebouw heeft een L-vormig grondplan. Het voormalige heftoren bevindt zich in de korte en hoge vleugel aan de Van Oldenbarneveldtstraat. Door het gebouw liep van oost naar west een spoorlijn waarop zware onderdelen werden aangevoerd die door een hijsmechanisme (twee ijzeren hijsbalken met loopkat) op lorries werden gehesen. De werkplaats was en is ondergebracht in de lagere tweelaags vleugel ten zuiden van het hijsgebouw. De werkplaats is met de voorgevel georiënteerd naar het binnenterrein. De personeelsingang is voorzien van een gebeeldhouwde sluitsteen van Gijs Jacobs van den Hof. De gemoderniseerde gedeelten van de werkplaats ten westen van de hoofdingang (loodsen) en ten zuiden van het heftoren (kantine) komen niet voor bescherming in aanmerking.
Omschrijving
Bedrijfsgebouw op L-vormig grondplan bestaande uit een hoog kubisch HEFTOREN en een lagere tweelaags WERKPLAATS met kelder. Beide vleugels hebben een plat dak met betonnen daklijst op klossen. De gevels zijn opgetrokken in gele en rode baksteen en gemetseld in Noors verband met verdiepte voegen.
De VOOR- en ACHTERGEVEL van de HEFTOREN zijn identiek ingedeeld. Beide hebben in de eerste bouwlaag een hoge bedrijfsdeur met een moderne invulling. Deze voormalige bedrijfsdeuren liggen in het verlengde van elkaar. De dagkanten zijn afgerond en voorzien van natuurstenen accenten onder de betonnen lateien. Naast de bedrijfsdeur bevindt zich een grote rechthoekige vensteropening met een meerruits stalen raam. Hierboven bevinden zich twee vensterstroken van acht openingen gescheiden door muurdammen met respectievelijk achtruits ramen (horizontale tussenstrookjes) en vierruits ramen.
Tegen de LINKER ZIJGEVEL rijst vanuit het dak van de werkplaats een lagere rechthoekige uitbouw op, met zowel in de voor- als in de achtergevel een rond licht.
Het oorspronkelijke gedeelte van de VOORGEVEL van de werkplaats (gericht naar het binnenterrein) is zes traveeën breed. De linker travee heeft in de eerste bouwlaag drie gekoppelde verticale vensterstroken. Rechts hiervan bevinden zich in de eerste bouwlaag vier bedrijfsdeuren onder doorgaande betonnen latei, en in de tweede bouwlaag vier rechthoekige vensters met vijfruits verdeling. De rechter travee heeft in de eerste bouwlaag een personeelsingang: dubbele houten rondboogdeur met twee verticale raamstroken en weldorpel, bakstenen rondboogportiek met afgeronde hoeken en geboorte- en sluitsteen van basaltlava. Op de door Gijs Jacobs van den Hof gebeeldhouwde sluitsteen is een vrouwenhoofd afgebeeld. In de torenachtige opbouw boven de ingang bevindt zich een hoog rechthoekig trappenhuisvenster met twee natuurstenen tussendorpels en twee smalle muurdammen. De negen verticale raamstroken hebben gekleurd glas-in-lood in geometrische patronen.
Het INTERIEUR van de HEFTOREN bezit als restant van een hijsinstallatie twee ijzeren liggers met het opschrift: "Figee Haarlem Holland. Hefvermogen 20.000 kilo. No. 1501 1928". De loopkat is verwijderd.

HOIST TOWER together with WORKSHOP of the former P.G.E.M. substation in Arnhem, now in use as canteen and workshop respectively at the municipal Service for Environment and Public Works. The object was constructed in 1927-1929 after a design by engineer H. Fels in New Hague School style.
The building has an L-shaped ground plan. The former hoist tower is located in the short and tall wing on the Van Oldenbarneveldtstraat. A railway line ran through the building from east to west on which heavy components were delivered and hoisted onto lorries by a hoisting mechanism (two iron lifting beams with travelling hoist). The workshop was and is housed in the lower two-storey wing south of the hoisting building. The workshop is oriented with its front facade towards the interior courtyard. The staff entrance is provided with a sculptured keystone by Gijs Jacobs van den Hof. The modernised sections of the workshop west of the main entrance (sheds) and south of the hoist tower (canteen) are not eligible for protection.
Description
Industrial building on an L-shaped ground plan consisting of a tall cubic HOIST TOWER and a lower two-storey WORKSHOP with basement. Both wings have a flat roof with concrete cornice on corbels. The facades are constructed in yellow and red brick and mortared in English bond with recessed joints.
The FRONT and REAR FACADES of the HOIST TOWER are identically arranged. Both have in the first storey a tall industrial door with modern infill. These former industrial doors lie in line with each other. The reveals are rounded and provided with natural stone accents under the concrete lintels. Next to the industrial door is a large rectangular window opening with a multi-pane steel frame. Above this are two window strips of eight openings separated by brick piers with respectively eight-pane windows (horizontal intermediate glazing bars) and four-pane windows.
Against the LEFT SIDE FACADE a lower rectangular extension rises from the roof of the workshop, with a circular light in both the front and rear facade.
The original section of the FRONT FACADE of the workshop (facing the interior courtyard) is six bays wide. The left bay has in the first storey three coupled vertical window strips. To the right of this are in the first storey four industrial doors under continuous concrete lintels, and in the second storey four rectangular windows with five-pane division. The right bay has in the first storey a staff entrance: double timber segmental arch door with two vertical window strips and raised threshold, brick segmental arch portico with rounded corners and birth and keystone of basalt lava. On the keystone sculpted by Gijs Jacobs van den Hof a woman's head is depicted. In the tower-like structure above the entrance is a tall rectangular staircase window with two natural stone intermediate keystones and two narrow brick piers. The nine vertical window strips have coloured leaded glass in geometric patterns.
The INTERIOR of the HOIST TOWER possesses as a remnant of a hoisting installation two iron beams with the inscription: "Figee Haarlem Holland. Lifting capacity 20,000 kilos. No. 1501 1928". The travelling hoist has been removed.
Valuation

Characteristic are the recessed and projecting cubic building masses, the horizontal bands, the English bond, the recessed joints and the good use of material and ornamentation (steel windows, cornices, drip mouldings and stones of basalt lava, facade sculpture by Gijs Jacobs van den Hof).
- Of urban planning value as an essential component of the largely preserved substation in Arnhem, in which the building, by virtue of its size, is of particular significance for the appearance of the industrial area 't Broek and surroundings.
