Inleiding

Vrijstaand BEDIENINGSGEBOUW van het voormalige P.G.E.M. onderstation te Arnhem, thans kantoorgebouw van de gemeentelijke Dienst Milieu en Openbare Werken. Het object is in 1927-1929 gebouwd naar ontwerp van ingenieur H. FELS in Nieuwe Haagse School-stijl. Het bedieningsgebouw staat midden op het terrein, schuin achter de woningen aan de Broekstraat.

De openlucht-schakelinstallatie achter het bedieningsgebouw is gesloopt. Hier werd de bedrijfsspanning van 50 kV, komende vanuit de Electrische Centrale Gelderland te Nijmegen, voor verdere distributie omgevormd naar 10 kV. In het bedieningsgebouw bevonden zich oorspronkelijk o.a. vijf regeltransformatoren, een bedieningsruimte met schakelborden, een accumulatorenbatterij en een transformatorruimte. Deze interieuronderdelen zijn verwijderd. Aan de voorzijde van het bedieningsgebouw stonden oorspronkelijk vier symmetrisch gerangschikte hoogspanningsmasten, waarvan twee op de hoeken van het gebouw en twee vrij ervoor op bakstenen sokkels. Het exemplaar op de linker hoek met leidingen in de richting Doetinchem is bewaard gebleven.

Omschrijving

BEDIENINGSGEBOUW van één/twee bouwlagen en souterrain op I-vormig grondplan. Het bouwvolume bestaat uit diverse in- en uitspringende blokvormige bouwmassa's die onderling in hoogte verschillen. De opzet is bijna symmetrisch: links en rechts aan de korte zijden bouwdelen van één hoge bouwlaag; daarop aansluitend hoge bouwdelen waarin de trappenhuizen (links over de volledige diepte van het pand met aan de voorzijde de hoofdingang, rechts alleen midden in de kern van het gebouw); in het midden tussen de trappenhuizen een breed bouwdeel van twee hoge bouwlagen, een souterrain en twee portieken aan de achterzijde. De gevels van gele en rode baksteen zijn gemetseld in Noors verband met verdiepte voegen. Alle vensteropeningen zijn voorzien van stalen ramen en kozijnen. De lekdorpels, afdeklijsten en consoles zijn van basaltlava. De lateien en luifels zijn van gewapend beton. Alle bouwdelen hebben een plat dak.

De VOORGEVEL bestaat uit een breed en hoog middengedeelte tussen lagere hoekrisalieten. De linker risaliet heeft op de hoek een sokkel die afsluit met een natuurstenen dekplaat waarop een hoogspanningsmast is geplaatst. De dekplaat rust op overhoeks geplaatste consoles met gestileerde stierekoppen. Tussen de consoles en de dekplaat bevinden zich bollen. Rechts hiervan bevindt zich een travee met twee boven elkaar geplaatste horizontale vensterstroken, elk bestaande uit drie gekoppelde enkelruits ramen. De rechter travee van de linker hoekrisaliet heeft in de eerste bouwlaag een bakstenen rondboogportiek met afgeronde hoeken, dubbele houten rondboogdeur met twee verticale raampjes, geboorte- en sluitsteen van basaltlava. Op de sluitsteen is een mannenfiguur afgebeeld met geheven armen, gebalde vuisten en bliksemschichten rond het hoofd. De gebeeldhouwde sluitsteen en consoles zijn vervaardigd door Gijs Jacobs van den Hof. Aan weerszijden van de ingang is een bakstenen bloemenbak aangebracht. In het hoog opgetrokken gedeelte boven de ingang bevindt zich een hoog rechthoekig trappenhuisvenster met twee natuurstenen tussendorpels en twee smalle muurdammen. De negen verticale raamstroken hebben gekleurd glas-in-lood in geometrische patronen. Om de hoek bevinden zich twee rechthoekige glas-in-loodramen. Het middengedeelte van de voorgevel is zeventien vensterassen breed en heeft in de souterrainverdieping drieruits ramen; in de eerste bouwlaag enkelruits draairamen met enkelruits bovenlichten; in de tweede bouwlaag een lage vensterstrook van telkens drie gekoppelde enkelruits ramen.

De rechter hoekrisaliet is op de hoek uitgebouwd met een bakstenen sokkel (waarop voorheen een hoogspanningsmast). Links hiervan bevindt zich in de oksel een portiek met luifel en bakstenen pijler, trap(-boom) en paneeldeur. Daarnaast bevindt zich op maaiveldniveau nog een ingang met een stalen deur onder een luifeltje. Boven deze ingangen zijn hoog in de gevel vier gekoppelde enkelruits valraampjes geplaatst.

De LINKER en RECHTER ZIJGEVEL hebben een uitgemetselde plint met afsluitende lijst van basaltlava, waarin vier grote rechthoekige openingen. Boven de plint bevinden zich twee keer twee gekoppelde grote bedrijfsdeuren. De hoger opgetrokken bouwdelen van de trappenhuizen zijn blind en voorzien van verspringende waterlijsten.

De ACHTERGEVEL heeft in beide hoekrisalieten twee ingangen, waarvan één op maaiveldniveau met luifeltje en één hoger geplaatste deur met een bakstenen trap tussen bakstenen trapbomen. Boven de ingangen is hoog in de gevel een vensterstrook van enkelruits valraampjes geplaatst. Het brede middengedeelte heeft aansluitend op de hoekrisalieten twee uitgebouwde ingangsportieken: luifel op twee muurstijlen, twee pijlers en trap(-bomen). De hoge dubbele paneeldeuren zijn voorzien van twee verticale raampjes. De souterrainverdieping heeft twee vensterstroken naast elkaar van elk vijf drieruits ramen. Hiermee corresponderen tien enkelruits draairamen met bovenlichten in de eerste bouwlaag. De tweede bouwlaag maakt ter plaatse van vijf grote vensteropeningen een geringe gevelvoorsprong waarvan de hoeken vier maal inspringen.

Enkele onderdelen zijn in het INTERIEUR bewaard gebleven, zoals het trappenhuis achter de hoofdingang met een bordestrap en gesloten balustrades, glas-in-loodramen en stucplafond met inspringende hoeken; in het middelste gedeelte drie grote vertrekken in respectievelijk de souterrainverdieping, eerste en tweede bouwlaag met een betonconstructie die bij de balken en/of de muurpijlers een getrapte console vertoont; zwart/rood betegelde vloer in de souterrainverdieping; parketvloer in de eerste bouwlaag; zwart marmeren trapje, vensterbanken en wandbekleding (met panelen in leverkleur) in de tweede bouwlaag.

Waardering

- Van architectuurhistorische waarde als goed en grotendeels gaaf voorbeeld in exterieur van een industrieel gebouw in Nieuwe Haagse School-stijl van ir H. Fels. Kenmerkend zijn de in- en uitspringende blokvormige bouwmassa's, de horizontale banden, het kettingverband, de verdiepte voegen en het goede materiaalgebruik en ornamentiek (stalen ramen, lijsten, lekdorpels en stenen van basaltlava, gevelsculptuur van Gijs Jacobs van den Hof). Hoewel de technische installaties zijn verwijderd, bezit het pand toch nog een aantal waardevolle interieurelementen, zoals de oorspronkelijke vloer- en wandbekledingen.

- Van stedebouwkundige waarde als essentieel onderdeel van het grotendeels behouden onderstation in Arnhem, waarin het pand met name vanwege de enige overgebleven hoogspanningsmast van bijzondere betekenis is voor het aanzien van het industriegebied 't Broek en daarmee voor de stad Arnhem.

- Van cultuurhistorische waarde als bijzondere uitdrukking van de technische ontwikkeling van de elektriciteitsvoorziening en als zodanig een zeer waardevol en, als onderdeel van het onderstation, zeldzaam overblijfsel van industriële architectuur.

Introduction

Freestanding CONTROL BUILDING of the former P.G.E.M. substation in Arnhem, now office building of the municipal Department of Environment and Public Works. The object was built in 1927-1929 according to a design by engineer H. FELS in New Hague School style. The control building stands in the middle of the site, diagonally behind the houses on the Broekstraat.

The open-air switching installation behind the control building has been demolished. Here the operating voltage of 50 kV, coming from the Electrical Central Gelderland in Nijmegen, was converted for further distribution to 10 kV. In the control building originally contained, among other things, five regulating transformers, a control room with switchboards, an accumulator battery and a transformer room. These interior components have been removed. On the front of the control building there were originally four symmetrically arranged high-voltage masts, of which two at the corners of the building and two standing freely in front on brick plinths. The specimen on the left corner with conduits in the direction of Doetinchem has been preserved.

Description

CONTROL BUILDING of one/two storeys and basement on an I-shaped ground plan. The building volume consists of various projecting and recessed block-shaped building masses that differ in height. The layout is almost symmetrical: on the left and right at the short sides building sections of one high storey; adjoining them high building sections containing the staircases (on the left over the full depth of the building with the main entrance at the front, on the right only in the middle of the building core); in the middle between the staircases a wide building section of two high storeys, a basement and two porches at the rear. The facades of yellow and red brick are laid in Norwegian bond with recessed joints. All window openings are provided with steel frames and sashes. The drip moulds, coping strips and consoles are of basalt lava. The lintels and lintels are of reinforced concrete. All building sections have a flat roof.

The FRONT FACADE consists of a broad and high central section between lower corner projections. The left projection has on the corner a plinth which is finished with a natural stone coping plate on which a high-voltage mast is placed. The coping plate rests on consoles placed diagonally with stylized ox-head motifs. Between the consoles and the coping plate there are spheres. To the right of this is a bay with two horizontal window strips placed one above the other, each consisting of three coupled single-glazed windows. The right bay of the left corner projection has in the first storey a brick rounded-arch porch with rounded corners, double wooden rounded-arch door with two vertical window panes, a natural stone voussoir of basalt lava of birth and closure. On the closure stone is depicted a male figure with raised arms, clenched fists and lightning bolts around the head. The sculptured closure stone and consoles were made by Gijs Jacobs van den Hof. On both sides of the entrance is a brick flower box. In the high-drawn section above the entrance is a high rectangular staircase window with two natural stone intermediate corbels and two narrow wall piers. The nine vertical window strips have coloured leaded glass in geometric patterns. Around the corner are two rectangular leaded-glass windows. The central section of the front facade is seventeen window bays wide and has in the basement storey three-paned windows; in the first storey single-glazed casement windows with single-glazed fanlights; in the second storey a low window strip of three coupled single-glazed windows each.

The right corner projection is expanded on the corner with a brick plinth (on which a high-voltage mast formerly stood). To the left of this is a porch in the corner with canopy and brick pillar, stair(-boom) and panel door. Next to it is another entrance at ground level with a steel door under a small canopy. Above these entrances are four coupled single-glazed casement windows placed high in the facade.

The LEFT and RIGHT SIDE FACADES have a coved plinth with a coping strip of basalt lava, in which four large rectangular openings. Above the plinth are two times two coupled large industrial doors. The higher-drawn building sections of the staircases are blank and provided with staggered drip moulds.

The REAR FACADE has in both corner projections two entrances, one at ground level with a small canopy and one higher-placed door with a brick staircase between brick stair-booms. Above the entrances is high in the facade a window strip of single-glazed casement windows. The broad central section has adjoining the corner projections two protruding entrance porches: canopy on two wall pilasters, two pillars and stair(-booms). The high double panel doors are provided with two vertical window panes. The basement storey has two window strips side by side of five three-paned windows each. These correspond to ten single-glazed casement windows with fanlights in the first storey. The second storey makes at the location of five large window openings a slight facade projection of which the corners recede four times.

Some components have been preserved in the INTERIOR, such as the staircase behind the main entrance with a main staircase and closed balustrades, leaded-glass windows and plaster ceiling with recessed corners; in the middle section three large rooms respectively in the basement storey, first and second storey with a concrete construction that at the beams and/or the wall piers shows a stepped console; black/red tiled floor in the basement storey; parquet floor in the first storey; black marble staircase, window sills and wall cladding (with panels in liver colour) in the second storey.

Valuation

Former CONTROL BUILDING of the former P.G.E.M. substation in Arnhem.

- Of architectural-historical value as a good and largely intact example in exterior of an industrial building in New Hague School style by ir H. Fels. Characteristic are the projecting and recessed block-shaped building masses, the horizontal bands, the header bond, the recessed joints and the good use of materials and ornamentation (steel windows, coping strips, drip moulds and stones of basalt lava, facade sculpture by Gijs Jacobs van den Hof). Although the technical installations have been removed, the building still possesses a number of valuable interior elements, such as the original floor and wall claddings.

- Of urban-planning value as an essential component of the largely preserved substation in Arnhem, in which the building is of particular importance because of the only remaining high-voltage mast for the appearance of the industrial area 't Broek and thus for the city of Arnhem.

- Of cultural-historical value as a particular expression of the technical development of electricity provision and as such a very valuable and, as part of the substation, rare remnant of industrial architecture.
