Inleiding

Introduction

Row of four adjoining former FACTORY DWELLINGS with integrated ACCESS GATE of the former P.G.E.M. substation in Arnhem, now residential houses. The building dates from 1927-1929 and was built to the design of engineer H. Fels in New Hague School style. The row is situated on the south side of the Broekstraat, near the junction with the Van Oldenbarneveldtstraat. In the middle of the block, a gate has been left open in the first storey that provided access to the rear site with the substation buildings.

Description

Four FACTORY DWELLINGS of two storeys on a rectangular ground plan. The dwellings are entirely cellar-ed (four compartments). The block is arranged with mirror symmetry and has an access gate in the middle of the first storey. In the walled rear gardens are four small sheds which are coupled in pairs. Both the residential block and the sheds have a flat roof. The facades are constructed in yellow and red brick and laid in Flemish bond with recessed joints. The drip mouldings, the cornice band and the roof cornices are of basalt lava. The FRONT FACADE is nine bays wide. The left, the right and the middle three bays project slightly. The projecting sections each have on the first storey a flat-roofed, three-sided bay with a large single-light window on the front (the original steel glazing bars have been removed). The brick planters for the bays are finished with a stone course with recessed heads. Between the central projecting section and the side projecting sections there are on the first storey two concrete canopies, both supported by a recessed masonry wall with on either side of it a cuckoo window, a low rectangular single-light window and a panel door with asymmetrically placed vertical window strip. The letterboxes next to the front door are of basalt lava. Brick steps have been laid in front of these paired entrances. The second storey has in the projecting sections twelve-light steel windows (centre hopper window, opening casements in the upper corners) and in the intermediate bays nine-light steel windows. The central bay has on the first storey a straight closed passageway with a wrought-iron double swing gate, flanked by recessed masonry walls. Above the gate a panel of basalt lava has been applied. The RIGHT and LEFT SIDE FACADES have in the middle a flat-roofed extension over both storeys that extends to the roof cornice of the main building. The corners are bevelled on the first storey and on the second storey the corners step in three times. Both storeys have a rectangular window with a division that corresponds with the window division in the front facade. On either side of the extension are two rainwater drains with collection basins. The mirror-symmetrically arranged REAR FACADE has per dwelling a projecting section in which on the first storey there is a recess with a wide rectangular window opening with a door and composite window, and on the second storey a balcony loggia with closed balustrade and double glass door between side lights. The projecting sections are flanked by recessed chimneys that project above the roof cornice. In the bay next to the projecting section there is on the first storey an entrance and a composite window, and on the second storey a nine-light steel window as in the front facade. All wooden doors and windows have been installed as replacements of the original steel examples.

Valuation

Row of four FACTORY DWELLINGS with ACCESS GATE from 1927-1929 of the former P.G.E.M. substation in Arnhem.

- Of architectural historical value as a fine and intact external example of a block of residential houses in New Hague School style by engineer H. FELS. Characteristic are the recessing and projecting block-shaped building masses, the horizontal bands, the Flemish bond, the recessed joints and the steel windows. The building stands out for its high-quality aesthetic qualities, such as good proportions and particularly distinctive material use (cornices and drip mouldings of basalt lava, steel windows). As such it is a fine example of the work of engineer H. Fels.

- Of urban planning value as an essential component of the largely preserved substation in Arnhem, which is significant because of the high-quality nature of the buildings. As such the building has ensemble value with the other business premises of this former industrial complex. The row of service dwellings with the integrated access gate forms, as the former main entrance to the substation, a distinctive element in the Broekstraat.

- Of cultural historical value because of its designation as service dwellings combined with access gate, which is connected to the electricity supply in the adjacent business buildings of the P.G.E.M. substation.
