Omschrijving
GEMEENSCHAPSGEBOUW aan de westzijde van de Hoofmanstraat, bestaande uit een vergaderkamer met bovenwoning en een voormalige buurtzaal oorspronkelijk voorzien van hoge verticale vensters. Het gemeenschapsgebouw staat op rechthoekig grondplan, dat een hoek van negentig graden vormt met het grondplan van het aangebouwde woningblok aan Hoofmanstraat 6-10. De westelijke helft van de plattegrond bevat de minder opvallend gesitueerde voormalige buurtzaal die van de oostelijke helft wordt gescheiden door een vooruitspringende hoge schoorsteen. De oostelijke helft, met daarin de vergaderkamer met bovenwoning springt ten opzichte van de holronde rooilijn van de Hoofmanstraat sterk naar voren waardoor een geprononceerde stedenbouwkundige situering ontstaat. De architectuur van deze oostelijke helft, in feite de hoekpartij tussen buurtzaal en genoemd woningblok aan de Hoofmanstraat, beantwoordt aan de opvallende situering door een teruggeplaatste vierkante hoektoren met daarin de hoofdingang, trappenhuis en een rookkanaal, herkenbaar door de iets hoger opgemetselde opening. De overgang tussen de met vier bouwlagen overeenkomende torenhoogte en de in dit complex gangbare hoogte van twee bouwlagen, wordt gevormd door een derde bouwlaag die net als de toren is teruggeplaatst en deze aan de noord- en westzijde omsluit. De toren bevat drie smalle verticale vensters ter hoogte van de drie bovenste bouwlagen. De eerste opgang van de trap vanaf de ingang wordt verlicht door twee vierkante vierruits vensters waarvan er één halverwege de parterre en de eerste verdieping is geplaatst. Getuige het metselwerk in de blinde top (zuidzijde) van de toren is rekening gehouden met het plaatsen van een uurwerk (doch dit is niet uitgevoerd). De overluifelde ingang met de originele dubbele paneeldeuren, bevindt zich in een uitgebouwd volume waarboven een plat met gemetselde borstwering is gesitueerd. Dit plat is toegankelijk via een deur in het trappenhuis.
Naast de verticale elementen van de hoektoren en de genoemde schoorsteen tussen buurtzaal en vergaderzaal, wordt een derde verticaal element gevormd door een in het muurvlak gehouden schoorsteen die de gootlijst van de partij waarin zich de vergaderzaal bevindt in de zuidoostelijke hoek doorsnijdt. In de vergaderkamer een in groen geglazuurde baksteen uitgevoerde schouw.

COMMUNITY BUILDING on the west side of Hoofmanstraat, consisting of a meeting room with apartment above and a former neighbourhood hall originally provided with high vertical windows. The community building stands on a rectangular ground plan, which forms a ninety-degree angle with the ground plan of the attached housing block at Hoofmanstraat 6-10. The western half of the floor plan contains the less prominently situated former neighbourhood hall which is separated from the eastern half by a projecting tall chimney. The eastern half, containing the meeting room with apartment above, projects strongly in relation to the concave building line of Hoofmanstraat, thereby creating a pronounced town-planning situation. The architecture of this eastern half, in fact the corner section between the neighbourhood hall and the mentioned housing block at Hoofmanstraat, corresponds to the striking positioning through a recessed square corner tower containing the main entrance, stairwell and a flue, recognizable by the slightly higher mortared opening. The transition between the tower height corresponding to four storeys and the two-storey height customary in this complex is formed by a third storey which, like the tower, is recessed and encloses it on the north and west sides. The tower contains three narrow vertical windows at the height of the three upper storeys. The first flight of stairs from the entrance is lit by two square four-pane windows, one of which is placed halfway between the ground floor and the first storey. Judging by the brickwork in the blind apex (south side) of the tower, provision was made for installing a clock face (though this was not executed). The sheltered entrance with original double panel doors is located in a projecting volume above which a flat roof with mortared parapet is situated. This flat roof is accessible via a door in the stairwell.
Besides the vertical elements of the corner tower and the mentioned chimney between the neighbourhood hall and the meeting hall, a third vertical element is formed by a chimney contained in the wall plane that cuts through the gutter line of the section containing the meeting room at the south-eastern corner. In the meeting room a fireplace executed in green glazed brick.

Business-Expressionist community building with apartment above of general importance due to architectural and cultural-historical and typological value, furthermore of importance due to town-planning and ensemble value as a visually defining functional component of the housing complex Rosehaghe, designed by J.B. van Loghem.
