Inleiding
WINKEL- en KANTOORPAND opvallend gesitueerd aan het Raadhuisplein en de Dr. Poelsstraat. Het pand werd gebouwd in 1939 naar een ontwerp van architect D. Brouwer. De bouwstijl bevat elementen van de Nieuwe Zakelijkheid. In 1959 is het restaurant-gedeelte verbouwd naar een ontwerp van de architecten H.F.J. Stoks en A. Schwencke.
Omschrijving
De verschillende onderdelen waaruit het gebouw is samengesteld te weten warenhuis, restaurant en kantoor hebben elk een andere architectonische uitwerking gekregen. Het warenhuis vormt het grootste volume en heeft aan de Dr. Poelsstraat een opvallende gebroken wand die op de afbuiging van de straat reageert. Aan de Raadhuispleinzijde is de gevel verdubbeld door een hoekvorm met gebroken dak en een terugspringend geveldeel.
Het pand telt drie deels vier bouwlagen en wordt afgedekt met platte daken. Het toegepaste bouwmateriaal is baksteen, beton en glas. De wanden zijn deels voorzien van een pleisterlaag. Rechthoekige stalen vensters en kunststof deuren. Een rond stalen venster.
GEVEL DR. POELSSTRAAT.
Eerste bouwlaag met grote etalagevensters onder een brede luifel. In de tweede bouwlaag in rechtergeveldeel een hoge verticale lichtstraat met roedeverdeling. Tweede en derde bouwlaag betegeld en met een gebogen wand. In de vierde bouwlaag een horizontale reeks kleine rechthoekige vensters.
RECHTERZIJGEVEL. In de eerste bouwlaag grote etalagevensters deels onder een luifel. Vooruitspringend gevelvlak helemaal betegeld met kleine lichte tegels. Rechterdeel rechterzijgevel telt slechts drie bouwlagen grotendeels gevuld met rechthoekige stalen vensterkozijnen.
LINKERZIJGEVEL. In de eerste bouwlaag linkerzijde dubbele vensterreeks. Boven deze reeks een rond stalen venster.
In de eerste bouwlaag rechterzijde enkele etalagevensters. In de tweede bouwlaag een reeks stalen vensters onder een brede betonluifel.
RAADHUISPLEINZIJDE. Linkergeveldeel vooruitspringend met in eerste bouwlaag hoge etalagevensters. De overige drie bouwlagen geheel gevuld met rechthoekige stalen vensters.
Het rechtergeveldeel telt drie bouwlagen en springt terug. In de eerste bouwlaag rechthoekige kunststof deuren en vensters onder een beton luifel. In de tweede bouwlaag een horizontale reeks kleine venstertjes.
De structuur van het INTERIEUR van het pand aan de Dr. Poelsstraat is redelijk in tact met o.a. authentieke trappenhuizen en een draagconstructie op vierkante beton kolommen.
Waardering
Het warenhuis met restaurant en kantoor bezit architectuurhistorische waarde als voorbeeld van het oeuvre van de architect Brouwer, wegens de hoogwaardige esthetische kwaliteiten van het ontwerp, het bijzondere materiaalgebruik en de ornamentiek. Het pand is tevens stilistisch van belang als vertegenwoordiger van de Nieuwe Zakelijkheid.
Het pand bezit ensemblewaarde als essentieel onderdeel van de bebouwing rondom het Raadhuisplein die als geheel van belang is voor de ontwikkeling en het aanzien van dit deel van Heerlen.
Het pand is tenslotte van algemeen belang wegens de redelijke mate van architectonische gaafheid van exterieur en de architectuurhistorische en typologische zeldzaamheid.

SHOP and OFFICE BUILDING prominently situated at the Raadhuisplein and the Dr. Poelsstraat. The building was constructed in 1939 according to a design by architect D. Brouwer. Description

RIGHT SIDE FACADE. In the first storey large shop windows partly under a canopy. Projecting facade section entirely tiled with small light-coloured tiles. Right section of right side facade has only three storeys largely filled with rectangular steel window frames.
LEFT SIDE FACADE. In the first storey left side double row of windows. Above this row a round steel window.
In the first storey right side several shop windows. In the second storey a row of steel windows under a wide concrete canopy.
RADHUISPLEIN SIDE. Left facade section projecting with in first storey tall shop windows. The remaining three storeys entirely filled with rectangular steel windows.
The right facade section has three storeys and recesses. In the first storey rectangular plastic doors and windows under a concrete canopy. In the second storey a horizontal row of small window panes.
The structure of the INTERIOR of the building at the Dr. Poelsstraat is reasonably intact with amongst others authentic staircases and a load-bearing structure on square concrete columns.
Valuation
The department store with restaurant and office possesses architectural-historical value as an example of the oeuvre of architect Brouwer, due to the high-quality aesthetic qualities of the design, the distinctive use of materials and the ornamentation. The building is also stylistically important as a representative of the Nieuwe Zakelijkheid.
The building possesses ensemble value as an essential component of the buildings around the Raadhuisplein which as a whole is important for the development and appearance of this part of Heerlen.
