The register's description

Inleiding

Het STADHUIS is gelegen in het centrum van Heerlen, op de plaats van het voormalige stadhuis, maar richt zich van het centrum af. Het pand is gebouwd tussen 1936 en 1938 naar ontwerp van architect F.P.J. Peutz. Het ontwerp bevat elementen van het Classicisme en het Nieuwe Bouwen en bevat een representatief en een administratief gedeelte. Naast het stadhuis is later het stadskantoor gebouwd met een entree tussen beide panden. Recent zijn in het representatieve gedeelte van het stadhuis langs de centrale trap leuningen aangebracht. Onder de trap is van twee ruimtes één ruimte gemaakt. In het pand zijn uit veiligheidsoverwegingen op een aantal plaatsen branddeuren geplaatst. De burgerzaal is gesplitst in drie ruimtes. In het administratief gedeelte zijn de binnenwanden vervangen.

Omschrijving

Het STADHUIS heeft hoofdzakelijk een rechthoekige plattegrond, die is verdeeld in twee gedeeltelijk in elkaar overlopende volumes van drie en vier bouwlagen, gelegen onder een plat dak. De scheiding tussen het representatieve en het administratieve gedeelte wordt in het interieur duidelijk. Het pand is gelegen op een aflopend terrein waardoor het souterrain van het representatieve gedeelte op gelijke hoogte ligt met de eerste bouwlaag van administratieve gedeelte. De gevels zijn bekleed met een gelige natuursteen beplating van verschillende formaat en hebben een risalerende plint. De kopse kanten van het gebouw, een klein gedeelte van de aanliggende zijgevels van het representatieve gedeelte en de erker zijn bekleed met relatief kleine delen natuursteen met horizontaal doorlopende voegen. De overige gevels hebben platen van gelijk formaat met horizontaal en verticaal doorlopende voegen. In de gevels bevinden zich vierkante en rechthoekige stalen en recente aluminium vensterkozijnen. Beide venstersoorten hebben de originele roedeverdeling. De vensters in de kopse gevels hebben natuursteen dorpels. De plaats van de venster- en deuropeningen in de gevel zijn gebaseerd op een guldensnede verhoudingen.

De VOORGEVEL VAN HET REPRESENTATIEVE GEDEELTE is gedeeltelijk symmetrisch ingedeeld. De entree met een dubbele deur, is gelegen onder een hardstenen balkon en ligt tussen vier hoge rechthoekige vensters in hardstenen lijst. Achter het balkon ligt verdiept een dubbele deur. Verder in de gevel vierkante vensters. De gevel loopt aan de bovenzijde iets naar buiten uit.

Rechts voor de LINKERZIJGEVEL staan twee zuilen met bekroning, waarop weer twee zuilen. In dit geveldeel bevinden zich terugliggende horizontale banden en tussen de zuilen liggen rechthoekige vensters. Dit geveldeel loopt aan de bovenzijde iets naar buiten uit en wordt over de volle hoogte gescheiden van een groot, aaneengesloten venster door een regenpijp. Dit vensters over de tweede en derde bouwlaag van de gevel ligt ter plaatse van de trap op de eerste verdieping en wordt aan drie zijden omgeven door vierkante vensters. De souterrainverdieping heeft een rij smalle vensters, die wordt voorgezet in de eerste bouwlaag van de gevel van het administratieve gedeelte. De gevel van het administratieve gedeelte, geheel links, wordt eveneens door een regenpijp gescheiden van het representatieve gedeelte. In de gevel van het administratieve gedeelte bevinden zich twee rijen vierkante vensters waarboven een rij smalle vensters. Geheel links bevinden zich drie kleine vierkante vensters, ter plaatse van het trappenhuis.

De VOORGEVEL VAN HET ADMINISTRATIEVE GEDEELTE bevindt zich aan de Geleenstraat en heeft een donkere plint en twee symmetrisch geplaatste entrees met een enkele deur. Rond de entrees zijn kleine en grotere vierkante vensters geplaatst. Centraal in de vierde laag van de gevel is een vlaggenstandaard geplaatst in de vorm van een Pancratiusbeeld van Charles Vos. De RECHTERZIJGEVEL bestaat uit een aantal volumes. Het rechter volume, ter plaatse van het administratieve gedeelte is terugliggend en bevat een rij smalle souterrain vensters, twee rijen met vierkante vensters en een rij met smallere vensters. De gevel ter plaatse van het representatieve gedeelte is meer gesloten. Deze heeft in de eerste laag een rij vensters en een halfronde erker met hoge, smalle vensters ter plaatsen van de burgemeensterskamer. Links van dit gedeelte bevindt zich een risalerend volume ter plaatse van een trappenhuis met drie kleine, smalle vensters. Geheel links nog een geveldeel met drie vierkante vensters.

De STRUCTUUR VAN HET INTERIEUR is in redelijke mate in tact. Zowel het representatief als het administratief gedeelte zijn geconcentreerd rond een centrale hal.

WAARDEVOLLE INTERIEURONDERDELEN zijn in het representatieve gedeelte de centrale hal met brede trap gelegen tegenover burgemeesterskamer en omgeven door wethouderskamers. In deze hal bevinden zich ronde paddestoel kolommen en de houten deur in omlijsting van burgemeesterskamer. In het administratieve gedeelte van het stadhuis bevinden zich vier panelen van Joep Nicolas gemaakt in 1935-1936, ter herinnering aan "burgemeester Hesselle"; "priester/staatsman Willem Nolens"; "Fr. en C. Honigmann, pioniers van het Heerlense mijnwezen" en "Henri Sarolea, bouwer van den zuider spoorweg".

Waardering

Het stadhuis van Heerlen is van cultuurhistorische waarde als bijzondere uitdrukking van een bestuurlijke ontwikkeling. De architectuurhistorische waarden worden bepaald door de betrokkenheid van architect F. Peutz te Heerlen en het belang van het stadhuis als prominent voorbeeld van het Nieuwe Bouwen binnen het oeuvre van de architect. Introduction

The TOWN HALL is located in the centre of Heerlen, on the site of the former town hall, but faces away from the centre. Description

The TOWN HALL has a predominantly rectangular floor plan, which is divided into two partially overlapping volumes of three and four storeys, situated beneath a flat roof. The division between the representative and administrative sections is clearly evident in the interior. The building is situated on sloping terrain, whereby the basement of the representative section is at the same level as the first storey of the administrative section. The facades are clad with a yellowish natural stone cladding of varying formats and have a projecting plinth. The gable ends of the building, a small section of the adjacent side facades of the representative section and the bay window are clad with relatively small pieces of natural stone with continuous horizontal joints. The remaining facades have ashlar of uniform format with continuous horizontal and vertical joints. The facades contain square and rectangular steel and recent aluminium window frames. Both types of windows retain the original glazing bars. The windows in the gable end facades have natural stone sills. The positioning of the window and door openings in the facade are based on golden section proportions.

The FRONT FACADE OF THE REPRESENTATIVE SECTION is arranged in a partially symmetrical manner. The entrance with a double door is situated beneath a hardstone balcony and lies between four tall rectangular windows in hardstone moulding. Behind the balcony lies, recessed, a double door. Further along the facade are square windows. The facade projects slightly outwards at the top.

In front of the LEFT SIDE FACADE stand two columns with capitals, upon which stand two further columns. In this facade section are recessed horizontal bands and between the columns are rectangular windows. This facade section projects slightly outwards at the top and is separated along its full height from a large, continuous window by a rainwater pipe. This window, spanning the second and third storeys of the facade, is located at the staircase on the first floor and is surrounded on three sides by square windows. The basement storey has a row of narrow windows, which continues in the first storey of the facade of the administrative section. The facade of the administrative section, entirely on the left, is also separated from the representative section by a rainwater pipe. In the facade of the administrative section are two rows of square windows above which is a row of narrow windows. At the far left are three small square windows, at the location of the stairwell.

The FRONT FACADE OF THE ADMINISTRATIVE SECTION is situated on the Geleenstraat and has a dark plinth and two symmetrically placed entrances with single doors. Around the entrances are placed small and larger square windows. Central to the fourth storey of the facade is a flagpole placed in the form of a Pancraitus figure by Charles Vos. The RIGHT SIDE FACADE consists of a number of volumes. The right volume, at the location of the administrative section, is recessed and contains a row of narrow basement windows, two rows of square windows and a row of narrower windows. The facade at the location of the representative section is more enclosed. This has in the first storey a row of windows and a semi-circular bay window with tall, narrow windows at the location of the mayor's office. To the left of this section is a projecting volume at the location of a stairwell with three small, narrow windows. At the far left another facade section with three square windows.

The STRUCTURE OF THE INTERIOR is reasonably intact. Both the representative and administrative sections are concentrated around a central hall.

VALUABLE INTERIOR COMPONENTS are in the representative section the central hall with broad staircase situated opposite the mayor's office and surrounded by aldermen's offices. In this hall are found round mushroom columns and the wooden door with moulding of the mayor's office. In the administrative section of the town hall are four panels by Joep Nicolas made in 1935-1936, in remembrance of "mayor Hesselle"; "priest/statesman Willem Nolens"; "Fr. and C. Honigmann, pioneers of the Heerlense mining industry" and "Henri Sarolea, builder of the southern railway".

Valuation

The town hall of Heerlen is of cultural-historical value as a distinctive expression of administrative development. The architectural-historical values are determined by the involvement of architect F. Peutz in Heerlen and the significance of the town hall as a prominent example of the Nieuwe Bouwen within the architect's oeuvre. Furthermore, it is important on account of the building style, the high aesthetic qualities of the design, the material use, the ornamentation and the distinctive coherence between interior and exterior.
