The register's description

Inleiding

Openbare BIBLIOTHEEK gebouwd in 1917 naar een ontwerp van de architecten J. Pauw en J.M. Hardeveld. De toegepaste bouwstijl is Amsterdamse School. De bibliotheek werd in 1994 verbouwd tot zes appartementen.

Het pand is markant gesitueerd op een hoek van het Tempsplein.

Het Tempsplein vormt een onderdeel van het uitbreidingsplan dat de architect Jan Stuyt in 1913 ontwierp voor dit deel van Heerlen.

Omschrijving

Het halfvrijstaand gesitueerde gebouw telt twee bouwlagen plus een dakverdieping en wordt afgedekt met een gebroken schilddak met Tuiles du Nord pannen. Bakgoten op houten consoles. Het toegepaste bouwmateriaal is baksteen. Metselwerk in Vlaams verband. Plint en optrek in verschillende tinten baksteen uitgevoerd. Rechthoekige houten vensters met kleine roedeverdeling. Enkele vensters met ruitvormige roedeverdeling. Rechthoekige houten deuren. Vensters en deuren met bakstenen dorpelstenen en rollagen.

Symmetrische indeling FRONTGEVEL. Middendeel frontgevel vooruitspringend en uitlopend in een doorlopend geveldeel voorzien van een plat dak. Deur iets terugliggend met twee toegangstreden in hardsteen. Aan weerszijden van de dubbele deur twee kleine venstertjes. Aan de bovenzijde van de entree een zware getande band natuursteen. Tussen de tanden kleine glas-in-lood ruitjes. In de tweede bouwlaag drie hoge 15-ruits vensters. In de dakverdieping drie 9-ruits vensters. Onder de dakrand drie dakkapelachtige venstertjes.

Aan weerszijden van het vooruitspringende geveldeel in de eerste bouwlaag een hoog acht-ruits venster en een dubbel venster met ruitvormige roedeverdeling. In de tweede bouwlaag aan weerszijden een hoog tien-ruits venster en eveneens een dubbel venster met ruitvormige roedeverdeling. In de tweede bouwlaag in het rechter frontgeveldeel een gevelsteen in natuursteen met een voorstelling van de lezende Christus en de jaartalaanduiding. RECHTERZIJGEVEL is asymmetrisch ingedeeld. Het rechtergeveldeel telt vier venstertraveeën en loopt uit in een doorlopend geveldeel met een plat dak. In de eerste bouwlaag vier 20-ruitsvensters. In de tweede bouwlaag vier 15-ruits vensters. In de dakverdieping vier negenruits vensters. Tussen de vensters in de eerste en tweede bouwlaag kleine ornamenten in baksteen. Aan de bovenzijde van de vensters in de tweede bouwlaag een horizontale baksteendecoratie. In het terugliggende geveldeel linkerzijde in de eerste en tweede bouwlaag een dubbel rechthoekig venster met ruitvormige roedeverdeling.

LINKERZIJGEVEL met asymmetrische gevelindeling. Middendeel iets vooruitspringend en uitlopend in een doorlopend geveldeel met hierin drie vensters met negenruits roedeverdeling en met een plat dak. In de eerste bouwlaag van dit vooruitspringend geveldeel een rechthoekige deur met bovenlicht met roedeverdeling. Aan de rechterzijde van deze deur een 20-ruits venster. In de tweede bouwlaag van het vooruitspringende geveldeel een balkondeur met bovenlicht. Aan de rechterzijde van deze balkondeur twee 15-ruits vensters. In de eerste bouwlaag van de linkerzijgevel een aanbouw in een bouwlaag met een plat dak met hierop een balkon met baksteen balustrade. In de frontgevel van deze uitbouw een 48-ruits venster. In het terugliggende geveldeel rechterzijde in de eerste- en tweede bouwlaag een zestiensruits venster.

Structuur van het INTERIEUR is deels in tact. De volgende onderdelen zijn onder meer van belang. In de hal een gevelsteen uit 1917 ter herinnering aan de bouwopdracht voor de openbare bibliotheek. Aan de rechterzijde van de hal het trappenhuis, gemetseld in gele en rode baksteen en met sterke invloed Amsterdam School; bakstenen balustrade in trapvorm met kolommen bekroond met hardstenen diamantkoppen; met bakstenen rondbogen en vierkante kolommen, rondbogen deels met hardstenen aanzetstenen; rode en zwarte vloertegels.

In het verlengde van de hal de voormalige uitgifte-ruimte voor de boeken. Tegen de rechterwand werd het authentieke glas-in-lood dakvenster teruggeplaatst: glas-in-lood in geometrische patronen in een ruitvormig houten raamwerk.

Aan de linkerzijde van het gebouw een smeedijzeren hekwerk van omstreeks 1990 met aan weerszijden een bakstenen kolom deels met verticaal metselwerk en een scheidingsmuur met een rollaag als afdekking.

Waardering

De voormalige openbare bibliotheek is van cultuurhistorische waarde als bijzondere uitdrukking van een culturele en typologische ontwikkeling. Het gebouw bezit architectuurhistorische waarde vanwege haar bijzonder belang voor de bovenregionale geschiedenis van de architectuur en als voorbeeld van het oeuvre van de architecten Pauw en Hardeveld; wegens de hoogwaardige esthetische kwaliteiten van het ontwerp, de ornamentiek en de bijzondere samenhang tussen exterieur en delen van het interieur. Ensemblewaarde ontleent de het pand aan de situering aan het Tempsplein en daarmee deel uitmakend van het uitbreidingsplan van architect Jan Stuyt uit 1913 en van belang voor het aanzien van dit deel van Heerlen. Het gebouw is tenslotte van algemeen belang wegens de hoge mate van architectonische gaafheid van het exterieur en een deel van het interieur de architectuurhistorische, typologische en functionele zeldzaamheid.

LEFT SIDE FACADE with asymmetrical facade layout. Central section slightly projecting forward and terminating in a continuous facade element with three windows with nine-pane glazing bars therein and with a flat roof. In the first storey of this projecting facade element a rectangular door with fanlight with glazing bars. To the right of this door a 20-pane window. In the second storey of the projecting facade element a balcony door with fanlight. To the right of this balcony door two 15-pane windows. In the first storey of the left side facade an extension in one storey with a flat roof with a balcony thereon with brick balustrade. In the front facade of this extension a 48-pane window. In the recessed facade element right side in the first and second storey a sixteen-pane window.

The structure of the INTERIOR is partly intact. The following components are of importance among others. In the hall a facade stone from 1917 in remembrance of the construction contract for the public library. To the right of the hall the staircase, laid in yellow and red brick and with strong influence from Amsterdam School; brick balustrade in step form with columns crowned with hardstone diamond heads; with brick round arches and square columns, round arches partly with hardstone springer stones; red and black floor tiles.

In the extension of the hall the former issue counter for the books. Against the right wall the authentic leaded glass skylight was reinstalled: leaded glass in geometric patterns in a diamond-shaped wooden frame.

On the left side of the building a wrought-iron railing from around 1990 with on either side a brick column partly with vertical masonry and a partition wall with a relieving arch as coping.

Valuation

The former public library is of cultural-historical value as a particular expression of a cultural and typological development. The building possesses architectural-historical value on account of its particular significance for the supra-regional history of architecture and as an example of the oeuvre of the architects Pauw and Hardeveld; on account of the high-quality aesthetic qualities of the design, the ornamentation and the particular relationship between exterior and parts of the interior. The building derives ensemble value from its situation at the Tempsplein and thereby forming part of the expansion plan of architect Jan Stuyt from 1913 and of importance for the appearance of this part of Heerlen. The building is finally of general significance on account of the high degree of architectural integrity of the exterior and part of the interior, the architectural-historical, typological and functional rarity.
