Native of Monterey, Governor of California under Mexican rule December 20, 1836, to December 20, 1842. During his administration the increasing influx of Americans, and the Russian settlement at Fort Ross, began to be regarded as a serious problem. Russians withdrew in 1841.

1971 register text, presented as a historical document. It uses the period's terms for Native people; the state's landmark listings still carry most of this wording, and the California Office of Historic Preservation maintains the program's current texts.
