NIEUWE HOLLANDSE WATERLINIE
Inleiding
SCHUTSLUIS MET OVERLAAT / STUW / DAMSLUIS (Werkhoven) als omstreeks 1870, speciaal ten dienste van de kanalisering en de inrichting als 'inundatiekanaal' van de Kromme Rijn gebouwd waterwerk. Het verdedigingssysteem van de Nieuwe Hollandse Waterlinie was in de eerste plaats gebaseerd op het gecontroleerd onder water zetten van (grote) terreinoppervlakken. Gecontroleerde inundatie vergde een ingenieus systeem van waterwerken, zoals sluizen, stuwen en kanalen, waarmee het noodzakelijke peil snel en binnen nauwe grenzen gesteld en gehandhaafd kon worden. Er werden vele verschillende typen sluizen toegepast, afhankelijk van de plaats waar ze in het systeem functioneerden. Soms werden reeds bestaande scheepvaart-, uitwaterings- of keersluizen gebruikt, maar ook zijn er vele nieuwe gebouwd of bestaande (sterk) aangepast. De sluis te Werkhoven is speciaal gebouwd ten dienste van gebruik in het kader van de Nieuwe Hollandse Waterlinie, maar kon hiernaast ook voor scheepvaart worden benut. Hiertoe omvat het werk twee parallelle, ongeveer even brede watergangen: de zuidwestelijke is de schutsluis, de noordoostelijke van beide watergangen bevat een overlaat / stuwsysteem / damsluis. Deze 'parallelconstructie' komt relatief weinig voor. Een surplus aan water kon eventueel hierlangs afgevoerd worden. De sluis is aangelegd bij een grote bochtafsnijding in een ter plaatse iets verlegde bedding. Van dit laatste deel van de oude bedding is nu weinig meer herkenbaar. Er resteert een langgerekte ruigte in het landschap, evenwijdig met de hoofdstroom; de afsnijding is nog wel duidelijk herkenbaar. De bovenstrooms te Wijk bij Duurstede al eeuwenlang afgedamde en slechts via een duiker vanuit de Neder-Rijn gevoede rivier was tot omstreeks 1870 amper meer bevaarbaar en de werken hadden mede ten doel hierin verbetering te brengen. De schutsluis te Werkhoven maakte deel uit van een serie van drie vergelijkbare exemplaren, waarvan ook die in het stroomopwaarts gelegen Cothen nog bestaat. Deze beide sluizen boden doorvaart voor vaartuigen tot ruim 25 m lengte en 5 m breedte. De niet meer bestaande schutsluis te Wijk bij Duurstede was kleiner en kon schutten tot 20 x 4 m. Ze werden alle drie - net als de duikersluis en overige werken te Wijk bij Duurstede - betaald door de militaire Genie, die ook het initiatief nam tot de kanalisering. Deze werd uitgevoerd in de jaren 1866-1871. De overlaat / stuw / damsluis is in 2005 gemoderniseerd door de montage van een elektrisch gestuurd klepstuwmechanisme; tevens is de watergang verlengd en is een vistrap aangelegd. Over de stuw ligt een moderne loopbrug met ijzeren leuning. Een en ander betekent een niet onbelangrijk verlies aan gaafheid. Hiernaast zijn de meeste op en rond de sluis voorkomende giet- en smeedijzeren onderdelen vervangen door plaatijzeren replica's en ijzeren buiswerk. Tegelijkertijd zijn de houten sluisdeuren vernieuwd. In de nabijheid ligt de oorspronkelijke, maar deels gewijzigde sluiswachterswoning.
Omschrijving
De SCHUTSLUIS MET OVERLAAT / STUW / DAMSLUIS (Werkhoven) omvat een relatief kleine, vrijwel geheel in baksteen uitgevoerde sluis die kan worden afgesloten door middel van twee stel puntdeuren en eventueel ook met in te laten schotbalken. De lengte van de rond 1870 gebouwde schutsluis bedraagt circa 35 m (inclusief hoofden) en de wijdte ongeveer 5,00 m. De schutkolklengte is ongeveer 28 m. Langs de sluis ijzeren balustrades op ijzeren balusters. Op de deels van natuurstenen dekplaten voorziene sluishoofden vier ijzeren windwerken met heugelstangen voor de bediening van de deuren. De houten deuren keren naar de bovenstroomse zijde en zijn voorzien van loopplanken met ijzeren leuningen en van ijzeren windwerken en schuiven. Aan de bovenstroomse zijde, evenwijdig met de schutsluis een ongeveer even brede, maar ruim 10 m lange, gemetselde en van natuurstenen elementen voorziene watergang, uitgevoerd als overlaat / stuw / damsluis met sponningen, waarin in totaal vijf rijen (1 x 1 en 2 x 2) schotbalken konden worden neergelaten.
Waardering
De SCHUTSLUIS MET OVERLAAT / STUW / DAMSLUIS (Werkhoven) is van algemeen belang vanwege:
* Cultuurhistorische waarden als onderdeel van de Nieuwe Hollandse Waterlinie zoals deze is ontworpen door C.R.T. Kraijenhoff en in eerste aanleg vanaf 1815 door hem, Jan Blanken en majoor-ingenieur Willem Offerhaus is gerealiseerd en daarna door anderen gedurende ongeveer 125 jaar is versterkt en verbeterd.
* Architectuurhistorische waarden, in het bijzonder als uiting van de aan militair-strategische doelen gelieerde weg- en waterbouwkunde, die gebaseerd is op het systeem van waterbeheersing, inundatie en accesverdediging (19de eeuw).
Het betreft een aan militair-strategische bouwkunde gerelateerde uiting van historische waterbouwkunde, namelijk een waterkering met stuw ten dienste van militaire functies, met als nevenfunctie die van (civiele) schutsluis.
* Ensemblewaarde en situationele waarden als onderdeel van de Nieuwe Hollandse Waterlinie in het algemeen en vanwege de bijzondere rol in de beheersing van het peil in de gekanaliseerde Kromme Rijn door middel van enkele andere waterwerken en vanwege de samenhang met de sluiswachterswoningen.
* Het onderdeel is representatief omdat het de toepassing van sluis- en stuwwerken in het functioneren van de Nieuwe Hollandse Waterlinie in combinatie met civiele functies onderstreept. NEW HOLLANDSE WATERLINIE
Introduction
LOCK WITH WEIR / WEIR / DAM LOCK (Werkhoven) built around 1870, specially for the purpose of the canalization and arrangement as 'inundation canal' of the Kromme Rijn. The defence system of the Nieuwe Hollandse Waterlinie was primarily based on the controlled flooding of (large) land areas. Controlled inundation required an ingenious system of waterworks, such as locks, weirs and canals, with which the necessary water level could be quickly set and maintained within narrow limits. Many different types of locks were employed, depending on the location where they functioned in the system. Sometimes already existing navigation, drainage or check locks were used, but many new ones were also built or existing ones were (substantially) adapted. The lock at Werkhoven was specially built for use within the framework of the Nieuwe Hollandse Waterlinie, but could also be used for navigation. To this end, the work comprises two parallel, approximately equally wide watercourses: the southwestern one is the lock, the northeastern of the two watercourses contains a weir / weir system / dam lock. The LOCK WITH WEIR / WEIR / DAM LOCK (Werkhoven) comprises a relatively small lock, executed almost entirely in brick, which can be closed by means of two sets of mitre gates and possibly also with inserted sluice planks. The length of the lock built around 1870 is approximately 35 m (including head structures) and the width approximately 5.00 m. The chamber length is approximately 28 m. Along the lock, iron balustrades on iron balusters. On the lock heads, partly provided with natural stone coping plates, four iron winches with lever handles for operating the gates.
