NIEUWE HOLLANDSE WATERLINIE
Inleiding
SLUIS / KERING / (PLOF)DUIKER / BRUG bij de Offerhausweg in de Biltsche Vaart (Biltsche Grift), onder en langs de Waterlinieweg, als 20ste-eeuwse waterbouwkundige toevoeging aan het bestaande en aangepaste verdedigings- en inundatiestelsel van de Nieuwe Hollandse Waterlinie. Gecontroleerde inundatie vergde een ingenieus systeem van waterwerken, zoals sluizen, stuwen, vaarten en kanalen, waarmee het peil snel en binnen nauwe grenzen gesteld en gehandhaafd kon worden. Vele vaarten en kanalen en werken waren reeds ter plaatse aanwezig en deze vergden dan hoogstens enige aanpassing en met name verbreding en/of uitdiepen, dan wel stroomlijning of wijziging van (kerende) functie. Andere wateren en waterwerken moesten echter speciaal worden aangelegd. De sluis / kering / duiker / brug onder en oostelijk naast de Waterlinieweg ten zuiden van de Offerhausweg is een toevoeging die ontstond bij de aanleg van deze weg langs de oostzijde van Utrecht eind jaren '30 van de 20ste eeuw. De weg verbond de kort tevoren grotendeels gereedgekomen autoweg van Den Haag naar Utrecht vanaf het 'Knooppunt Lunetten' met de - aan het begin van de Tweede Wereldoorlog nog niet voltooide, maar wel al in gebruik genomen - rotonde 'De Berekuil', westelijk van Fort de Bilt. De relatie tussen dit verkeersinfrastructurele werk en de in samenhang ermee aangelegde waterwerken was zeer sterk omdat het dijklichaam waarop de weg kwam te liggen deel zou gaan uitmaken van de waterkering van de inundatiezone ten oosten ervan. De kering kon worden gesloten om de stad Utrecht te vrijwaren van wateroverlast bij opzetten van het peil. Deze relatie is nog goed herkenbaar. De sluis / duiker / kering / brug was tevens van belang voor de regulering van het waterpeil in de fortgracht van Fort De Bilt en het werk ligt in verband hiermee iets ten zuidwesten van het fort. Het werk zou worden gebouwd als 'scheepvaartduiker' maar het kon door middel van de boven het water in de duiker aan te brengen zand- en springladingen ook permanent worden gesloten. Het werk zou zo kunnen fungeren als een zogenoemde 'plofduiker'. Het is niet bekend of het bovenwerk ooit is uitgevoerd, maar het eventuele bovenwerk bestaat in ieder geval niet meer. De beide keermuren/sluiswanden ter plaatse zijn wel gerealiseerd en bestaan nog. De samenhang met de enkele jaren voor de Tweede Wereldoorlog aangelegde weg verschaft het object een zekere zeldzaamheidswaarde; het werk is nog in operationele conditie. Het kent verwante pendanten in de zuidelijker gelegen exemplaren, namelijk die in de Minstroom en die in de Kromme Rijn. Tussen de duiker / brug en de oostelijk ervan gelegen sluis / kering zijn later in een daar gelegen 'ventweg' en een fiets- en wandelpad respectievelijk een betonnen en een houten brug geconstrueerd.
Omschrijving
SLUIS / KERING / (PLOF)DUIKER / BRUG in de Biltsche Vaart of Biltsche Grift bij de Offerhausweg, onder en langs de Waterlinieweg, bestaande uit twee elementen. Het grootste is een grotendeels gewapend betonnen, kokervormig uitgevoerde DUIKER / BRUG van ongeveer 25 m lengte en circa 6,50 m wijdte. Aan de zuidzijde een looppad met een betonnen balustrade / kering tegen het hoog staande water ernaast. Het looppad is bereikbaar via betonnen trappen. Oostelijk hiernaast een dubbele, rechthoekige overspanning als onderdeel van een eveneens betonnen SLUIS / KERING, voorzien van een tweetal met ijzer versterkte (schotbalk)sponningen, waarin balken of schuiven konden worden ingelaten. De lengte bedraagt ca. 3 m, de wijdte is ongeveer 5 m. De verbinding tussen duiker / brug en sluis / kering bestaat uit betonnen muurwerk / keermuren, waarvan thans niet bekend / gebleken is of er ooit de beoogde opbouw als '(PLOF)DUIKER' erop heeft gerust. In de verbinding enkelvoudig uitgevoerde, met ijzer versterkte (schotbalk)sponningen waarmee de kering ook geëffectueerd kon worden. De constructie kent zeldzaamheidswaarde omdat het een naar vorm en functie goed herkenbaar bewaarde rest is van de (militaire en / of civiele) keringen langs de Waterlinieweg.
Waardering
De SLUIS / KERING / (PLOF)DUIKER / BRUG in de Biltsche Vaart of Biltsche Grift bij de Offerhausweg, onder en langs de Waterlinieweg, is van algemeen belang vanwege:
* Cultuurhistorische waarden als onderdeel van de Nieuwe Hollandse Waterlinie zoals deze is ontworpen door C.R.T. Kraijenhoff en in eerste aanleg vanaf 1815 door hem, Jan Blanken en majoor-ingenieur Willem Offerhaus is gerealiseerd en daarna door anderen gedurende meer dan 125 jaar is versterkt en verbeterd.
* Architectuurhistorische waarden in het bijzonder als uiting van de militair-strategische bouwkunde, die gebaseerd is op het systeem van inundatie en accesverdediging (19de en 20ste eeuw).
Het onderdeel is een voorbeeld van een aan de militair-strategische bouwkunde gerelateerde uiting van historische waterbouwkunde.
* Ensemblewaarde en situationele waarden als onderdeel van de Nieuwe Hollandse Waterlinie. Tevens vanwege de functionele en fysieke samenhang met de overige onderdelen van het complex en in het bijzonder met de pendanten of verwante werken in de zuidelijker gelegen Minstroom bij de Erasmuslaan / Albert van Dalsumlaan en in de Kromme Rijn - beide ook bij de Waterlinieweg.
* Het onderdeel is tamelijk gaaf bewaard omdat de hoofdvorm en functie duidelijk herkenbaar en intact zijn gebleven.
* Het onderdeel is representatief omdat het een voorbeeld is van een speciaal in een nieuw wegenstelsel en in samenhang met de Nieuwe Hollandse Waterlinie gebouwde grote duiker / brug, terwijl de rest van de ernaast gelegen sluis / kering zeldzaamheidswaarde bezit als herkenbaar functioneel militair element.

NEW HOLLAND WATER LINE
Introduction
SLUICE / BARRIER / (DEMOLITION) CULVERT / BRIDGE at the Offerhausweg in the Biltsche Vaart (Biltsche Grift), beneath and along the Waterlinieweg, as a 20th-century hydraulic engineering addition to the existing and modified defence and inundation system of the New Holland Water Line. Controlled inundation required an ingenious system of waterworks, such as sluices, weirs, water channels and canals, by means of which the water level could be rapidly set and maintained within narrow limits. Many water channels and canals and structures were already present at the location and these required at most some adaptation, and in particular widening and/or deepening, or rationalisation or modification of (barrier) function. Other waters and waterworks, however, had to be specially constructed. The sluice / barrier / culvert / bridge beneath and east of the Waterlinieweg south of the Offerhausweg is an addition that arose from the construction of this road along the east side of Utrecht in the late 1930s of the 20th century. The road connected the largely completed motorway from The Hague to Utrecht from the 'Lunetten Junction' with the—at the beginning of the Second World War not yet completed, but already in use—roundabout 'De Berekuil', west of Fort de Bilt. The largest is a largely reinforced concrete, box-shaped CULVERT / BRIDGE of approximately 25 m length and approximately 6.50 m width. The SLUICE / BARRIER / (DEMOLITION) CULVERT / BRIDGE in the Biltsche Vaart or Biltsche Grift at the Offerhausweg, beneath and along the Waterlinieweg, is of general importance because of:
* Cultural-historical values as part of the New Holland Water Line as designed by C.R.T. Kraijenhoff and in its initial phase from 1815 by him, Jan Blanken and major-engineer Willem Offerhaus and subsequently strengthened and improved by others for more than 125 years.
