NIEUWE HOLLANDSE WATERLINIE
Inleiding
GROEPSSCHUILPLAATSEN TYPE P op Fort Voordorp, als in de mobilisatieperiode 1939-1940 aan de bestaande lineaire en accesverdediging met loopgravenstelsels en dergelijke toegevoegde onderdelen. Op meerdere locaties op en rond Fort Voordorp bevinden zich groepsschuilplaatsen Type P. Groepsschuilplaatsen Type P zijn volgens min of meer uniform of standaardontwerp in de jaren 1939-1940 op vele plaatsen in Nederland gebouwd. Ze komen in ieder geval in groten getale voor aan het Zuidfront van de zogenoemde Vesting Holland (aan de Nieuwe Merwede en het Hollandsch Diep) en op diverse plaatsen in de Nieuwe Hollandse Waterlinie - toen het Oostfront van de Vesting Holland genoemd (onder meer in het gebied tussen Fort Rijnauwen en Fort Vechten ( is de Houtense Vlakte), in het gebied tussen Fort de Klop en Fort Voordorp en op en bij Fort Everdingen). Het totaal aantal gebouwde exemplaren bedraagt circa 700, waarvan ongeveer 570 in de Nieuwe Hollandse Waterlinie; het merendeel (circa 400) hiervan bestaat nog. Het bouwprogramma van de groepsschuilplaatsen Type P was bij het uitbreken van de Tweede Wereldoorlog nog niet afgerond en een aantal exemplaren is nooit voltooid. Type P (vanwege de markante vorm ook wel 'de piramide' genoemd) is vermoedelijk het meest bekende type betonnen verdedigingswerk in Nederland. Het type kwam voort uit het zogenoemde VIS 77 (Voorschrift Inrichten Stellingen no. 77), uit 1928, en had onder meer als bestemming deel uit te maken van de verdediging van een aantal (nieuwe) accessen, waaronder vooral (autosnel)wegen en geëlektrificeerde spoorwegen. De Groepsschuilplaats Type P kwam gewoonlijk tot stand in de directe nabijheid van reeds bestaande of in dezelfde tijd gerealiseerde kazematten, geschutsopstellingen, versterkingen of loopgraven. Een deel is ook gebouwd op bestaande forten, zoals de exemplaren op Fort Voordorp. Doordat de loopgraven en andere (aard)werken later vrijwel overal zijn geëffend of gesloopt, liggen de betonnen schuilplaatsen tegenwoordig nogal eens voor een deel beneden het maaiveld of juist - onbedoeld - markant in het zicht. De van oudsher geheel gesloten voorzijde of frontzijde van de Groepsschuilplaatsen Type P was in veel gevallen gedekt door aardwerken die deel konden uitmaken van een glacis ter bescherming van de loopgraaf of van een gedekte weg. Deze aardwerken zijn thans meestal niet meer aanwezig of nog slechts met moeite herkenbaar, maar met name op forten of in anderszins geaccidenteerd terrein zijn ze soms nog wel aanwezig. Er zijn talrijke exemplaren van het Type P gebouwd in inundeerbare gebieden, waarbij in een aantal gevallen een later zichtbaar geworden paalfundering is toegepast; bij andere is een rondom uitstekende funderingsplaat of ook wel een trog tegen inundatiewater zichtbaar. De exemplaren op Fort Voordorp liggen alle aan de oostzijde van het fortterrein, met een zwaartepunt aan de zuidoostzijde.
Beschrijving
GROEPSSCHUILPLAATSEN TYPE P zijn éénlaagse, gewoonlijk in gewapend, circa 100 tot 180 cm dik gietbeton uitgevoerde, granaatvrije, militaire onderkomens, die beschutting konden bieden aan 10-12 manschappen infanterie / artillerie. Groepsschuilplaatsen Type P zijn gebouwd op een rechthoekig grondplan, bij maten van ongeveer 5.70 X 7.20 X 4.70 m in de uitvoering W 21-28. De zichtbare hoogte boven het maaiveld varieert. De beide blinde zijgevels en de keelzijde zijn tot op ongeveer 3 m hoogte verticaal uitgevoerd. Daarboven gaan deze gevels met een knik van ongeveer 45 0 naar binnen, om vervolgens over te gaan in een vlakke dekking. Rechts in de keelzijde is op plaatselijk verschillende hoogte boven maaiveld een (later al dan niet dichtgezette) toegangsopening. De in zijn geheel verticale, gesloten frontzijde weerspiegelt de hoeken van 45 0 en eindigt dus als een 'afgeknotte puntgevel'. In een aantal gevallen zijn in de gevel(s) ijzeren haken of beugels meegegoten die konden dienen ter bevestiging van camouflagemateriaal. Een kenmerkend onderdeel bovenop de schuilplaats Type P is de conische, betonnen 'uitlaat', die bestemd was voor toepassing van een periscoop. Deze periscopen zijn in de praktijk echter nooit aangebracht. Het interieur van Groepsschuilplaatsen Type P bestaat uit een korte gang (meestal met een betonnen keermuur of balustrade en gewoonlijk enkele neergaande treden) en een van daaruit naar links gerichte 'sluis' die afgrendelbaar moest zijn door een (uit meerdere delen bestaande) zware, stalen deur met grendels. Via een tweede, vergelijkbare deur kon rechtsom een achterliggende, vrijwel vierkante ruimte worden bereikt, de echte schuilplaats. De toegang kon vanuit deze ruimte worden bestreken door een schietgat. De stalen deuren zijn echter nooit geplaatst en de ingangen zijn later vaak dichtgezet met baksteen. De op circa twee meter boven vloerniveau gelegen plafonds zijn vlak en rechthoekig. In een aantal gevallen zijn nog interieuronderdelen aanwezig, zoals schietgatafsluitingen, (resten van) houten banken of een steun voor het vuurwapen voor de bestrijking van de ingang. De Groepsschuilplaatsen Type P op Fort Voordorp liggen alle aan de oostzijde van het fortterrein en zijn goed in het veld herkenbaar.
De GROEPSSCHUILPLAATSEN TYPE P op Fort Voordorp zijn van algemeen belang vanwege:
* Cultuurhistorische waarden als onderdeel van de Nieuwe Hollandse Waterlinie zoals deze is ontworpen door C.R.T. Kraijenhoff en in eerste aanleg vanaf 1815 door hem, Jan Blanken en majoor-ingenieur Willem Offerhaus is gerealiseerd en daarna door anderen gedurende ongeveer 125 jaar is versterkt en verbeterd.
* Architectuurhistorische waarden, in het bijzonder als uiting van de militair-strategische bouwkunde, die gebaseerd is op: a. het systeem van inundatie en accesverdediging (negentiende en twintigste eeuw), b. de wedloop met de zich versterkende offensieve middelen (negentiende en twintigste eeuw), c. het systeem van 'levende' veldversterking in de diepte (twintigste eeuw).
Het betreft hier onderdelen uit de periode 1939-1940. Deze onderdelen zijn voorbeelden van gewapend betonnen manschappenschuilplaatsen, thans zonder aarden dekking.
* Ensemblewaarde en situationele waarden als onderdeel van de Nieuwe Hollandse Waterlinie. Tevens vanwege de functionele en fysieke samenhang met de overige onderdelen van het complex.

Introduction
GROUP SHELTERS TYPE P at Fort Voordorp, as added during the mobilization period 1939-1940 to the existing linear and access defence with trench systems and similar components. Group shelters Type P are located at multiple locations on and around Fort Voordorp. Group shelters Type P were built in the years 1939-1940 in more or less uniform or standard design in many places in the Netherlands. They occur in large numbers in any case on the Southern Front of the so-called Vesting Holland (on the Nieuwe Merwede and the Hollandsch Diep) and in various locations in the Nieuwe Hollandse Waterlinie - then called the Eastern Front of the Vesting Holland (including in the area between Fort Rijnauwen and Fort Vechten (the Houtense Vlakte), in the area between Fort de Klop and Fort Voordorp and on and near Fort Everdingen). Description
GROUP SHELTERS TYPE P are single-storey, usually reinforced, approximately 100 to 180 cm thick cast concrete, bomb-proof, military shelters, which could provide protection for 10-12 infantrymen / artillery personnel. Group Shelters Type P were built on a rectangular floor plan, with dimensions of approximately 5.70 X 7.20 X 4.70 m in the W 21-28 version. The visible height above ground level varies. Both blind side walls and the neck side are executed vertically to a height of approximately 3 m. Above this, these walls angle inward at approximately 45 degrees, then transition into a flat roof. On the right side of the neck side, at locally varying height above ground level, is an (access opening later either sealed or not). The entirely vertical, closed front side reflects the 45-degree angles and thus ends as a 'truncated pointed gable'. In a number of cases, iron hooks or brackets were cast into the wall(s) that could serve to secure camouflage material. A characteristic component on top of shelter Type P is the conical, concrete 'outlet', which was intended for use with a periscope. These periscopes were never actually installed in practice. The interior of Group Shelters Type P consists of a short corridor (usually with a concrete retaining wall or balustrade and typically several descending steps) and a 'lock' directed to the left from there, which was to be sealed by a (consisting of multiple parts) heavy, steel door with bolts. Via a second, similar door, a rear, almost square space could be reached to the right, the actual shelter. Access from this space could be covered by a firing slit. The steel doors were, however, never installed and the entrances were later often sealed with brickwork. The ceilings, located at approximately two metres above floor level, are flat and rectangular. In a number of cases, interior components are still present, such as firing slit closures, (remains of) wooden benches or a rest for the firearm for covering the entrance. The Group Shelters Type P at Fort Voordorp all lie on the eastern side of the fort grounds and are easily identifiable in the field.
The GROUP SHELTERS TYPE P at Fort Voordorp are of general importance because of:
* Cultural-historical values as part of the Nieuwe Hollandse Waterlinie as designed by C.R.T. Kraijenhoff and initially realized from 1815 by him, Jan Blanken and major-engineer Willem Offerhaus and subsequently strengthened and improved by others over approximately 125 years.
* Architectural-historical values, in particular as an expression of military-strategic architecture, which is based on: a. the system of inundation and access defence (nineteenth and twentieth centuries), b. the race with increasing offensive capabilities (nineteenth and twentieth centuries), c. the system of 'living' field fortification in depth (twentieth century).
