NIEUWE HOLLANDSE WATERLINIE

Inleiding

FORTAANLEG met aardwerken, droge gracht, geschutsopstelplaatsen, aarddekkingen, muurwerken, wegen- en padenstelsel, enz. als essentieel, in het derde kwart van de 19de eeuw toegevoegd bestanddeel van de verdediging van de Vesting Naarden. Naarden is van oudsher een belangrijke vestingstad, maar de vesting was kwetsbaar vanwege de hoge ligging op de uitlopers van Het Gooi, die een acces tot Amsterdam boden. Behalve de doorlopende vernieuwingen aan de vesting zelf, werden al vroeg ook buiten de stad verdedigingswerken aangelegd. Het Offensief voor Naarden kwam vanaf 1868 tot stand. Het bestond uit een hoofdwerk (Fort Werk IV ) en vier flankerende aarden werken. De vijf werken lagen in een halve cirkel ten zuiden en oosten van Naarden. Het Fort Werk IV is hiervan als enige bewaard gebleven. Forten werden gewoonlijk geconstrueerd op basis van vooraf aangebrachte aardlichamen die als een fundering fungeerden en wegzakken in (een natte en slappe) bodem moesten voorkomen. Bij de bouw van de forten is, behalve dit gewoonlijk al tactisch 'voorgevormde' aardlichaam - dat op zichzelf reeds een weerbare rol kon vervullen - ook nog een specifieke aanleg gerealiseerd die bedoeld was om de defensieve kracht te vergroten, de veiligheid van de bezetting te waarborgen en intern en extern transport en verkeer te vergemakkelijken. Zo ontstonden er onder meer aarden dekkingen voor verschillende bouwwerken, om ze minder kwetsbaar te maken voor inslagen van vijandelijk vuur, aarden wallen die de bebouwing en open terreinen dekten en de contouren bepaalden en verder ook bestrate paden en appelplaatsen.

Anders dan bij de meeste andere forten in de Nieuw Hollandse Waterlinie is bij het Fort Werk IV uit 1868-1870 geen sprake van een slappe ondergrond vanwege de hoge ligging op zand. Er werd gebruik gemaakt van hoge aarden wallen en een droge gracht met gecreneleerde muur, die binnen de Nieuwe Hollandse Waterlinie uniek te noemen zijn. Het glacis van het Fort Werk IV werd aangelegd door gevangenen van het Algemeen Dépot van Discipline, de militaire strafgevangenis die destijds in de Weeshuiskazerne in Naarden was gevestigd. De aanleg van het fort werd in de loop der tijd gewijzigd door de veranderingen in het geschut. Dit was met name het geval tijdens de mobilisatie 1914-1919, toen een groot deel van het geschut buiten en vóór de forten werd geplaatst en veel forten werden aangepast aan mitrailleursopstellingen. Op Werk IV zijn bijvoorbeeld de emplacementen ter weerszijden van de traversen op de poterne aangepast voor plaatsing van mitrailleurs.

Omschrijving

De FORTAANLEG van het spiegelbeeldig symmetrische, vijfzijdige Fort Werk IV bestaat uit een aarden wal (glacis) waarbinnen zich een droge gracht bevindt. Verder omvat de aanleg aardwerken, geschutsopstelplaatsen, aarddekkingen, banketten, muurwerken, een wegen- en padenstelsel en de oorspronkelijk door middel van palen aangeduide, zogenoemde Militaire Landsgrond. De droge gracht, die circa 10 meter breed moet zijn geweest, omvat tevens een veelhoekige, gecreneleerde muur. De gracht volgt de vorm van de muur, die vijf uitstulpingen of 'oreillons' heeft, namelijk op elk van de vier hoekpunten en de vijfde centraal aan de stompe zuidoostzijde (frontzijde). Aan de binnenzijde van de droge gracht en de muur bevindt zich een hoge borstwering, vanaf waar het glacis en het daarachter liggende terrein onder vuur konden worden genomen. In de borstwering zijn twee bomvrije wachthuizen (op dit fort 'kazematten' genoemd) en een poterne opgenomen, alle aardgedekt. Het middenterrein in de keel van het fort is open en vlak. Van hieruit leiden, ter weerszijden van de ingang van de poterne, twee brede grashellingen (opritten) naar de bovenzijde van de borstwering. Ook zijn er twee kleinere opritten die tot achter de flanken van de borstwering leiden. De borstwering is voorzien van een walgang en emplacementen (opstelplaatsen voor geschut). Bovenop de poterne en haaks op de borstwering, is een brede, verhoogde travers aangebracht. De gecreneleerde muur liep voorheen langs de hele noordzijde van het fort door, maar werd in de jaren dertig van de 20ste eeuw (bij de aanleg van het sportveld) deels gesloopt, waardoor er een brede opening ontstond. Buiten de muur aan de noordwestzijde staat de artillerieloods uit circa 1918. Eveneens aan de noordwestzijde bevindt zich de toegang tot het fort, via een (niet historische) brug over de droge gracht. Het fortterrein is alleen ter hoogte van de artillerieloods van klinkerbestrating voorzien en voor het overige van gras of aarde. Binnen de muren is geen beplanting aanwezig. Het glacis is inmiddels met bomen begroeid.

Waardering

De FORTAANLEG van Fort Werk IV is van algemeen belang vanwege:

* Cultuurhistorische waarden als onderdeel van de Nieuwe Hollandse Waterlinie zoals deze is ontworpen door C.R.T. Kraijenhoff en in eerste aanleg vanaf 1815 door hem, Jan Blanken en majoor-ingenieur Willem Offerhaus is aangelegd en daarna door anderen gedurende meer dan 125 jaar is versterkt en verbeterd.

* Architectuurhistorische waarden, in het bijzonder als uiting van de militair-strategische bouwkunde, die gebaseerd is op: a. het systeem van inundatie en accesverdediging (19de eeuw), b. de wedloop met de zich versterkende offensieve middelen (19de eeuw).

Het onderdeel is een voorbeeld van een aarden aanleg met een zeldzaam voorkomende droge gracht uit 1868-1870.

* Ensemblewaarde en situationele waarden als onderdeel van de Nieuwe Hollandse Waterlinie. Tevens vanwege de functionele en fysieke samenhang met de overige onderdelen van het complex.

* Het onderdeel is uniek vanwege de uit 1868-1870 daterende aanleg, die rond 2005-2008 grotendeels is gerestaureerd en daarmee als een van de weinige forten binnen de Hollandse Waterlinie vrijwel volledige, in hun functie herkenbare en van een scherpe contour voorziene aardwerken bezit, bestaande uit een droge gracht, een glacis en opritten naar de borstwering met walgang, banketten, traversen, opstelplaatsen voor geschut, enzovoort.

* Het onderdeel dateert uit 1868-1870 en is vanwege de restauratie in de periode rond 2005-2008 als zeer gaaf te bestempelen.

NEW DUTCH WATERLINE

Introduction

FORT LAYOUT with earthworks, dry ditch, gun emplacement positions, earth coverings, masonry, roads and paths system, etc. as essential component added in the third quarter of the 19th century to the defence of the Fortress Naarden. Naarden has long been an important fortress city, but the fortress was vulnerable due to its high location on the slopes of Het Gooi, which offered access to Amsterdam. Besides the ongoing renewals to the fortress itself, defensive works were also constructed outside the city at an early stage. The Offensive for Naarden was constructed from 1868 onwards. It consisted of a main work (Fort Werk IV) and four flanking earthen works. The five works lay in a semicircle to the south and east of Naarden. Fort Werk IV is the only one of these that has been preserved. Forts were usually constructed on the basis of pre-placed earth bodies that served as a foundation and were meant to prevent subsidence in (a wet and soft) soil. Unlike most other forts in the New Dutch Waterline, Fort Werk IV from 1868-1870 has no soft subsoil due to its high location on sand. Use was made of high earth ramparts and a dry ditch with crenellated wall, which can be called unique within the New Dutch Waterline. Description

The FORT LAYOUT of the mirror-image symmetrical, five-sided Fort Werk IV consists of an earth rampart (glacis) within which lies a dry ditch. The layout further includes earthworks, gun emplacement positions, earth coverings, berms, masonry, a roads and paths system and the originally stake-marked Military Crown Land. The dry ditch, which must have been approximately 10 metres wide, also includes a polygonal, crenellated wall. The ditch follows the shape of the wall, which has five projections or 'oreillons', namely at each of the four corner points and the fifth centrally at the blunt south-east side (front side). On the inside of the dry ditch and the wall is a high breastwork, from where the glacis and the terrain behind it could be kept under fire. In the breastwork are two bomb-proof guard houses (called 'casemates' on this fort) and a postern, all earth-covered. The central area in the throat of the fort is open and flat. From here, on either side of the entrance to the postern, two broad grass slopes (ramps) lead to the top of the breastwork. There are also two smaller ramps that lead behind the flanks of the breastwork. The breastwork is provided with a wall walk and emplacements (positions for guns). Above the postern and at right angles to the breastwork, a broad, raised traverse has been placed. The crenellated wall previously ran along the entire north side of the fort, but was partially demolished in the 1930s (when the sports field was laid out), creating a wide opening. Outside the wall on the north-west side stands the artillery shed from circa 1918. Also on the north-west side is the entrance to the fort, via a (non-historical) bridge over the dry ditch. The fort area is provided with brick paving only at the height of the artillery shed and otherwise with grass or earth. Within the walls there is no planting. The glacis is now overgrown with trees.

Valuation

The FORT LAYOUT of Fort Werk IV is of general importance because of:

* Cultural-historical values as part of the New Dutch Waterline as designed by C.R.T. Kraijenhoff and initially constructed from 1815 by him, Jan Blanken and major-engineer Willem Offerhaus and subsequently strengthened and improved by others over more than 125 years.

* Architectural-historical values, in particular as an expression of military-strategic building techniques, which are based on: a. the system of inundation and access defence (19th century), b. the race with increasingly strengthened offensive means (19th century).

The component is an example of an earth layout with a rarely occurring dry ditch from 1868-1870.

* Ensemble value and situational values as part of the New Dutch Waterline. Also because of the functional and physical coherence with the other components of the complex.
