Inleiding
Het SCHOOLGEBOUW van het Tweede Vrijzinnig Christelijk Lyceum (thans -2009- Segbroekcollege) vormt het hoofdonderdeel van het gelijknamige complex en is naar ontwerp van architect J.J.P. Oud gebouwd in de periode 1949-1956. Het gebouw is gelegen op een segmentvormige strook grond tussen de Segbroeklaan en de Goudsbloemlaan, een vorm die mede de grondvorm van de school bepaalde. Oud wilde zijn architectuur laten aansluiten bij de ontwikkelingen in het onderwijs en in de stedenbouw en zette zich af tegen de ontwikkeling om standaardscholen te bouwen. Het lyceum werd gebouwd op de in de gedurende de oorlogsjaren ontruimde en als Sperrgebiet ten behoeve van de Atlantikwall ingerichte weststrook van Den Haag. In 1946 ontwierp W.M. Dudok het wederopbouwplan Sportlaan-Zorgvliet, waarbinnen de school gelegen is. Oud en Dudok hadden regelmatig contact over de plek, hoogte en vorm van het lyceum. In de school zijn principes uit het Daltononderwijs toegepast, waarbij iedere leraar zijn eigen vaklokaal had en de leerlingen tussen de lesuren van lokaal wisselden. De daardoor veroorzaakte verkeersstromen maakten het noodzakelijk dat er goede verkeersruimten waren zoals een hal en trappenhuizen. Er werden geen werknissen, maar wel een centrale bibliotheek annex studieruimte gecreëerd.
Omschrijving
Het SCHOOLGEBOUW bestaat uit een drietal met elkaar verbonden bouwdelen op een samengestelde plattegrond. Het schoolgebouw is opgetrokken in een betonskelet met gevels van gele baksteen (waalsteen) en geschilderd beton. Het hele gebouw is voorzien van stalen ramen en heeft platte daken. De lange vleugel met theorielokalen, trappenhuis, garderobe op de begane grond en een royale aula op de eerste verdieping is voorzien van een souterrain, is vier bouwlagen hoog en gesitueerd langs de Segbroeklaan. De theorielokalen liggen aan de zuidzijde aan het schoolplein, de gang loopt langs de achterzijde aan de noordzijde. Haaks op deze vleugel staat de drie bouwlagen hoge vleugel waarin entree, hal en het centrale trappenhuis zijn ondergebracht. Tevens bevinden zich hier onder meer praktijklokalen en een stafruimte in de kop van de vleugel. In de oksel tussen beide vleugels ligt in de linker hoek ligt de hoofdentree tot de school, een lage trap door een grote betonnen luifel overdekt. Aan het andere einde van de lange vleugel is middels een uitpandig en rond trappenhuis de vleugel met het gymnastieklokaal en bijbehorende kleed- en doucheruimten gekoppeld. Deze vleugel is onder een schuine hoek geplaatst ten opzichte van de lange vleugel. De voorgevel van de lange vleugel en de gevels van de dwars geplaatste vleugel kenmerken zich door een horizontale geleding van vensterpartijen en betonnen vlakken, onderbroken door verticale bakstenen stroken en betonnen, lichtblauw dan wel wit geschilderde kolommen. Alle stalen vensters hebben een indeling van vierkante en rechthoekige ramen. De achterzijde van de lange vleugel en de gevel op de kop van de dwarsvleugel hebben een meer gesloten karakter en zijn voorzien van kleine vierkante vensters met een iets uitstekende betonnen omlijsting, gekoppelde vensters en vensterstroken (waarvan een aantal is voorzien van lichtblauw geschilderde kolommen) en steektrappen die als nooduitgang voor de aula kunnen fungeren. De achtergevel langs de Segbroeklaan heeft een regelmatige indeling van vensterstroken afgewisseld met wat uitstekende, glazen erkers. Ter plaatse van hal en trappenhuis is de gevel voorzien van een royale vensterpartij. Het ronde trappenhuis tussen lange vleugel en vleugel met gymzaal heeft een overwegend gesloten gevel, die onder de lage, ronde overkapping is voorzien van een rondlopende vensterstrook. De gymzaal is aan de zijde van het schoolplein voorzien van hoge glazen vliesgevels waarachter aan de binnenzijde lichtgeel geschilderde kolommen staan en aan de achterzijde deels van een groot uitstekend vlak met vensters en deels van kleinere vensterstroken.
In het interieur is de oorspronkelijke ruimtelijke indeling vrijwel geheel gaaf bewaard gebleven. Het centrale trappenhuis met zijn rechte betonnen steektrappen voor omhoog en omlaag gaand 'verkeer' heeft een prominente plaats. De zijkanten van de trapopgangen zijn in een gele kleur geschilderd. In de lange vleugel bevinden zich aan de zuidzijde -schoolpleinzijde- lokalen en aan de noordzijde lopen de gangen. De garderobe en de hierboven gelegen aula met balkon zijn vrijwel oorspronkelijk qua opzet. In het interieur zijn vele materiaaltoepassingen als beton, baksteen, natuursteen (onder andere Naamse steen in hal en rond trappenhuis), tegels (onder andere lichtblauw en geel), granito (onder andere geel in de wc-groepen) zichtbaar.
De school wordt tevens gekenmerkt door de toepassing van monumentale kunst. In de centrale hal zijn in 1956 tussen hal en garderobe twee wandschilderingen door Karel Appel aangebracht. Tevens bevindt zich in de hal een reliëf van Wessel Couzijn, voorstellende de Emmaüsgangers. Een ander in de school aanwezig beeld van Couzijn, een Christoforus, is een geschenk van de leraren geweest. Op de uitbouw van de gymzalen aan de zijde van het schoolplein is een beeldengroep van Rudi Rooyackers geplaatst, voorstellende twee estafettelopers, van wie de ene de fakkel der wetenschap overdraagt aan de andere.
Waardering
Het SCHOOLGEBOUW van het Tweede Vrijzinnig Christelijk Lyceum van architect J.J.P. Oud is van algemeen belang als toonbeeld van de vroege Wederopbouw vanaf 1940 vanwege:

Introduction
The SCHOOL BUILDING of the Second Free Christian Lyceum (now -2009- Segbroekcollege) forms the main component of the complex of the same name and was built to the design of architect J.J.P. Oud in the period 1949-1956. The building is located on a segment-shaped strip of land between the Segbroeklaan and the Goudsbloemlaan, a form that also determined the ground plan of the school. The SCHOOL BUILDING consists of three interconnected building sections on a composite ground plan. The school building is constructed in a concrete skeleton with facades of yellow brick (Flemish brick) and painted concrete. The entire building is provided with steel windows and has flat roofs. The long wing with teaching classrooms, staircase, cloakroom on the ground floor and a spacious assembly hall on the first floor is provided with a basement, is four storeys high and situated along the Segbroeklaan. The teaching classrooms are located on the south side facing the school courtyard, the corridor runs along the rear on the north side. At right angles to this wing stands the three-storey wing which contains the entrance, hall and central staircase. Also located here are, amongst others, practical classrooms and a staff room in the corner of the wing. In the corner between both wings lies the main entrance to the school in the left corner, a low staircase covered by a large concrete canopy. At the other end of the long wing, the wing with the gymnasium and associated changing and shower rooms is connected by means of a projecting and round staircase. This wing is placed at an oblique angle in relation to the long wing. The front facade of the long wing and the facades of the transverse wing are characterised by horizontal articulation of window sections and concrete planes, interrupted by vertical brick strips and concrete columns painted light blue or white. All steel windows have an arrangement of square and rectangular panes. The rear of the long wing and the facade at the corner of the transverse wing have a more closed character and are provided with small square windows with a slightly projecting concrete frame, coupled windows and window strips (some of which are provided with light blue painted columns) and external staircases that can serve as emergency exits for the assembly hall. The rear facade along the Segbroeklaan has a regular arrangement of window strips alternated with some projecting glazed bays. At the location of the hall and staircase the facade is provided with a spacious window section. The round staircase between the long wing and the gymnasium wing has a predominantly closed facade, which under the low, round canopy is provided with a continuous window strip. The gymnasium is provided on the school courtyard side with tall glazed glass facades behind which light yellow painted columns are located on the inside and on the rear partly with a large projecting plane with windows and partly with smaller window strips.
In the interior the original spatial layout has been preserved almost entirely intact. The central staircase with its straight concrete external staircases for up and down going 'traffic' has a prominent place. The sides of the staircase flights are painted in a yellow colour. In the long wing classrooms are located on the south side - school courtyard side - and corridors run on the north side. The cloakroom and the assembly hall above it with balcony are virtually original in their arrangement. In the interior many material applications are visible such as concrete, brick, natural stone (including Belgian limestone in the hall and around the staircase), tiles (including light blue and yellow), terrazzo (including yellow in the toilet groups).
The school is also characterised by the application of monumental art. In the central hall in 1956 two wall paintings by Karel Appel were placed between the hall and cloakroom. Also in the hall is a relief by Wessel Couzijn, depicting the Pilgrims at Emmaus. Another sculpture by Couzijn in the school, a Christophorus, was a gift from the teachers. On the extension of the gymnasia on the school courtyard side is placed a sculptural group by Rudi Rooyackers, depicting two relay racers, one of whom passes the torch of knowledge to the other.
Valuation
The SCHOOL BUILDING of the Second Free Christian Lyceum by architect J.J.P. Oud is of general importance as an exemplar of post-war reconstruction from 1940 because of:
- the cultural-historical value as an expression of educational innovation and application of principles from Dalton education, whereby each subject teacher had his own subject classroom and pupils moved between classrooms between lessons, and the traffic flows thereby caused made it necessary to have good circulation spaces such as a hall and spacious staircases;
