Inleiding
BEDRIJFSVERZAMELGEBOUW 'Industriegebouw Goudsesingel' met EXPEDITIESTRAAT uit 1945-1951 naar ontwerp van het bureau Van Tijen & Maaskant met medewerking van E.F. Groosman. Het gebouw is gericht op de gezamenlijke huisvesting van middelgrote en kleine bedrijven en ligt aan de zuidzijde van de Goudsesingel, een brede verkeersweg in het wederopbouwgebied ten oosten van het Rotterdamse stadshart. Het beslaat een bouwblok dat verder begrensd wordt door de Kipstraat, het Achterklooster en de Goudsewagenstraat. Uit het Interbellum zijn enkele voorbeelden van collectieve bedrijfshuisvesting bekend, gebaseerd op ideeën uit het buitenland. In de jaren '30 werd het bouwtype in Rotterdam ook gezien als oplossing voor het saneren van oude stadswijken en W. van Tijen en H.A. Maaskant maakten hier ontwerpen voor. Na het bombardement op Rotterdam werd het hiervoor ontwikkelde prototype ingezet ten behoeve van de wederopbouw van bedrijfsruimte voor kleine ondernemingen in de stad. Door de gemeente en de Kamer van Koophandel werd in 1940 de Industriestichting Rotterdam opgericht om deze bedrijfsgebouwen, gefinancierd door de overheid en investeerders, te realiseren. De collectieve gebouwen werden een belangrijk element in het wederopbouwplan voor de stad, niet alleen omdat herbouw op individuele basis voor deze sector economisch niet uitvoerbaar was, maar ook omdat het bouwtype kon bijdragen aan de gewenste grootschaligheid in het stadsbeeld. In de nieuwe gebouwen kwam ook een sociaal aspect aan bod; de moderne collectieve voorzieningen en de aandacht voor licht en lucht in de gestandaardiseerde werkruimten konden bijdragen aan betere arbeidsomstandigheden voor werknemers. In de expressieve architectuur van het gebouw is de door Van Tijen zo benoemde 'shake-hands'-gedachte tot uitdrukking gebracht in een zowel constructieve als decoratieve toepassing van beton in combinatie met baksteen.
Omschrijving
Het BEDRIJFSVERZAMELGEBOUW beslaat een bouwvlak van 110 meter breedte en 53 meter diepte. Het bestaat uit drie vleugels van 6 bouwlagen hoog in een U-vormige opzet met aan de zuidzijde van de hof een laag bouwvolume van vijf geschakelde bedrijfshallen. Hoogbouw en werkhallen zijn aan de hand van een gewapend betonskelet opgetrokken en zijn elkaar complementerende, maar zelfstandige vormgegeven volumes. Op de begane grond van het hoofdvolume zijn winkels en toonzalen ondergebracht, op de vier verdiepingen gestandaardiseerde en flexibel in te delen bedrijfsruimten. De hoofdentree bevindt zich in het midden van de langgerekte vleugel aan de Goudsesingel. Deze geeft -oorspronkelijk in de vorm van een open hal- toegang tot een centraal trappenhuis met liften en tot een collectieve EXPEDITIESTRAAT. Het trappenhuis leidt naar galerijen aan de achtergevels die de ontsluiting vormen van de gestandaardiseerde bedrijfsruimten op de verdiepingen en ook in verbinding staan met secundaire trappenhuizen met liften in de zijvleugels van het gebouw. De bijbehorende toegangen op straatniveau zijn gecombineerd met de doorgangen naar de expeditiestraat in deze vleugels. De kapverdieping van de hoofdvleugel bevatte oorspronkelijke collectieve voorzieningen zoals kantines. Ter plaatse van de zijvleugels zijn op deze verdieping enkele woningen ondergebracht. De gevels van het hoofdvolume worden geleed door een vooruitspringende, deels met baksteen omkleedde en deels onbehandeld gelaten kolomconstructie. De kolommen zetten zich boven de gevelrand voort als uitwendige dakspanten van de zadeldaken die de vleugels afsluiten. De kapverdieping is iets teruggelegd waardoor een galerij aanwezig is. De gevels zijn ruimhartig van glas voorzien door grote vensters die zijn opgenomen in de terugliggende geveldelen tussen de uitspringende lisenen. Ze worden van elkaar gescheiden door ranke bakstenen borstweringen. Op vier plaatsen heeft de gevel aan de Goudsesingel sterke verticale accenten in de vorm van zones met balkons die in de dakzone worden afgesloten door steekkappen. De balkons en de galerijen langs de kappen zijn voorzien van decoratieve, opengewerkte betonnen balustraden. De hoge begane grondverdieping is gerelateerd aan de dubbele hoogte van de hierachter gesitueerde winkelruimten met entresolverdieping. De doorlopende luifel ter plaatse van de etalages aan de Goudsesingel geeft een sterk horizontaal accent. De zijvleugels kennen een vergelijkbare gevelbehandeling, maar de vier zuidelijke traveeën zijn in afwijking van de transparante behandeling van de begane grond elders, voorzien van een gesloten gevelinvulling met glazen bouwstenen rond toegangsdeuren. Boven de doorgangen naar de expeditiestraat in de zijvleugels verticale reeksen met inpandige balkons. De galerijen langs de achtergevel van de hoofdvleugel lopen door tot de trappenhuizen en zijn voorzien van stalen borstweringen. In het midden ter plaatse van het centrale trappenhuis een verticaal accent in de gevel doordat de galerijen en de luifel van de bovenste verdieping risaleren. Aan weerszijden van deze zone oorspronkelijk hijsmasten. De symmetrische indeling van de gesloten kopgevels aan het Achterklooster worden bepaald door de centraalgeplaatste terugliggende laadzone, oorspronkelijk met hijsbalk.
In het interieur van het hoofdgebouw is in de hoofdopzet de voor het gebouw kenmerkende organisatie van ruimtes en ontsluitingen herkenbaar bewaard gebleven, alsmede nog enkele bijzondere onderdelen zoals de wenteltrap als beeldbepalend element in de representatieve centrale hal.
De werkhallen zijn opgebouwd uit reeksen gewapend betonnen spanten met licht hellende dakschilden voorzien van lichtstraten. Aan de expeditiestraat kragen de zadeldaken uit en zorgen ze voor een karakteristieke, golvende daklijn. Aan het Achterklooster kragen de daken eveneens uit en worden ze onderbroken door topgeveltjes. De kopgevels hebben een symmetrische indeling met toegangen in het midden. Aan de expeditiestraat bestaan ze uit betonnen puien met baksteenvullingen aan weerszijden van hoge deuren met bovenlicht. De bovenpuien zijn ingedeeld in vierkante ramen. Aan het Achterklooster terugliggende entrees onder halfinpandige balkons, oorspronkelijk voorzien van buismetalen balustraden. De puien zijn hier voorzien van kunststenen panelen. In de expeditiestraat loopt langs de gevels een langgerekte, door toegangsbruggen onderbroken, koekoek ter ontsluiting van de kelders.
Waardering
Het BEDRIJFSVERZAMELGEBOUW 'Industriegebouw Goudsesingel' met EXPEDITIESTRAAT is van algemeen belang als essentieel toonbeeld van de vroege Wederopbouw (1940-1958) vanwege:
- de typologische betekenis vanwege de innovatiewaarde als vroeg maar volledig ontwikkeld voorbeeld van collectieve bedrijfshuisvesting, gebaseerd op vooroorlogse modellen, dat veel navolging heeft gekend in Nederland. Voor het gebouwtype is de doordachte logistieke organisatie met een expeditiestraat en galerijen kenmerkend en de combinatie met een afzonderlijk werkhallengebouw;
- de cultuurhistorische waarde voor de sociaaleconomische geschiedenis van deze periode als uitdrukking van de schaalvergroting na de Tweede Wereldoorlog en herstel van bedrijvigheid, in het bijzonder verbonden met de geschiedenis van de wederopbouw van Rotterdam waarin het gebouwtype een belangrijke rol kreeg. COLLECTIVE BUSINESS BUILDING 'Industriegebouw Goudsesingel' with EXPEDITIESTRAAT from 1945-1951 designed by the office Van Tijen & Maaskant with the collaboration of E.F. Groosman. The COLLECTIVE BUSINESS BUILDING occupies a building plot of 110 metres width and 53 metres depth. It consists of three wings of 6 storeys high in a U-shaped layout with on the south side of the courtyard a low building volume of five linked workshop halls. High-rise and work halls are constructed on the basis of a reinforced concrete skeleton and are complementary but independently designed volumes. On the ground floor of the main volume shops and showrooms are housed, on the four upper storeys standardised and flexibly divisible business premises. The main entrance is located in the middle of the elongated wing on the Goudsesingel. This provides—originally in the form of an open hall—access to a central stairwell with lifts and to a collective EXPEDITIESTRAAT. The stairwell leads to galleries on the rear facades which form the access to the standardised business premises on the upper storeys and are also connected to secondary stairwells with lifts in the side wings of the building. The associated ground-level entrances are combined with the passages to the expeditiestraat in these wings. The attic storey of the main wing originally contained collective facilities such as canteens. In the area of the side wings some dwellings are housed on this storey. The facades of the main volume are articulated by a projecting column structure, partly clad with brick and partly left untreated. The columns extend above the facade edge as external roof trusses of the gabled roofs which close off the wings. The attic storey is set back slightly creating a gallery. The facades are generously glazed with large windows incorporated in the recessed facade sections between the projecting pilasters. They are separated from each other by slender brick parapets. At four points the facade on the Goudsesingel has strong vertical accents in the form of zones with balconies which are closed off in the roof zone by pitched roof ends. The balconies and galleries along the roof edges are equipped with decorative, open-work concrete balustrades. The high ground storey is related to the double height of the shop spaces with mezzanine located behind it. The continuous canopy at the display windows on the Goudsesingel creates a strong horizontal accent. The side wings have similar facade treatment, but the four southern bays are, in deviation from the transparent treatment of the ground floor elsewhere, provided with a closed facade infill with glass bricks around access doors. Above the passages to the expeditiestraat in the side wings vertical rows with internal balconies. The galleries along the rear facade of the main wing extend to the stairwells and are equipped with steel parapets. In the middle at the location of the central stairwell a vertical accent in the facade as the galleries and the canopy of the top storey project out. The end facades have a symmetrical layout with entrances in the middle. At the expeditiestraat they consist of concrete frames with brick infills on either side of high doors with fanlights. The upper frames are divided into square windows. At the Achterklooster recessed entrances under half-projecting balconies, originally equipped with tubular metal balustrades. The frames are here equipped with artificial stone panels. In the expeditiestraat runs along the facades an elongated cuckoo-path, interrupted by access bridges, for access to the cellars.

The COLLECTIVE BUSINESS BUILDING 'Industriegebouw Goudsesingel' with EXPEDITIESTRAAT is of general interest as an essential exemplar of the early Reconstruction (1940-1958) because of:
- the typological significance because of the innovation value as an early but fully developed example of collective business housing, based on pre-war models, which has been widely followed in the Netherlands. For the building type the well-considered logistical organisation with an expeditiestraat and galleries is characteristic and the combination with a separate work halls building;

- the urban design value because of the defining role in the surroundings and because of the coherence with the surrounding buildings which also date from the reconstruction period.
