Inleiding

Het voormalige VOORLICHTINGSGEBOUW van de n.v. tot Keuring van Electrotechnische Materialen (KEMA) is gebouwd in 1936- 1938 in de stijl van de Nieuwe Haagse School, vermengd met invloeden van het expressieve baksteenfunctionalisme van architect W. Dudok. De bedrijfsarchitect van KEMA, G. Hamerpagt, sloot hiermee aan bij de stijl van de gebouwen die door H. Fels in samenwerking met R. Schoemaker waren ontworpen. Het voorlichtingsgebouw staat op een helling ten noordoosten van de herdenkingslichtmast aan een rechte laan vanaf het centrale Rond Point. Het pand is aan drie zijden omgeven door bos; de noordwestelijke gevel is gericht op een glooiend grasveld. Het pand ligt in een gedeelte van het voormalige landgoed Den Brink waar de landschappelijke aanleg van het park zeer goed bewaard is gebleven. Na de oorlog is het pand met een verdieping verhoogd en aan de noordoostelijke zijde uitgebreid in dezelfde stijl en met dezelfde materialen. De oorspronkelijke asymmetrische voorgevel is hierdoor nagenoeg symmetrisch geworden. Naast het gewone veiligheidsonderzoek was de KEMA door de elektriciteitsbedrijven ook belast met het veiligheidsonderzoek van huishoudelijke toestellen. Voor het praktisch gedeelte van dit onderzoek werd een afzonderlijk gebouw opgericht, het Voorlichtingsgebouw. Hierin waren een laboratoriumkeuken, een leerkeuken, een waslokaal, een droogkamer, een strijkkamer, een leslokaal en een grote voordrachtszaal ondergebracht. Bovendien was hier ook het bureau van de ' Vrouwen Electriciteits Vereeniging' gevestigd. Het pand is tegenwoordig in gebruik als kantoor.

Omschrijving

Het VOORLICHTINGSGEBOUW bezit een samengestelde min of meer rechthoekige plattegrond. Het gebouw bestaat uit diverse rechthoekige bouwvolumes van een, twee en drie bouwlagen, alle voorzien van platte betonnen daken. Het hoofdvolume bezit een kelder en drie bouwlagen onder een plat, deels overstekend betonnen dak. Het hoofdvolume is aan de zuidoostelijke zijde voorzien van een uitspringend, halfrond bouwvolume, waarin zich het trappenhuis bevindt. De gevels zijn opgetrokken uit in Noors verband gemetselde gele handvorm bakstenen met verdiepte voegen. De forse vensters en vensterstroken zijn voorzien van stalen kozijnen en meerruitsramen en bezitten betonnen lekdorpels, die veelal doorlopend zijn uitgevoerd. Ook de Franse balkons zijn voorzien van stalen meerruits deuren. Daken, balkons, luifels, lateien en afdekplaten zijn van beton. Op de balkons zijn siersmeedijzeren hekjes geplaatst. Het interieur is vrijwel geheel gemoderniseerd. Enkele overgebleven oorspronkelijke elementen zijn: de open betonnen slingertrap met een betonnen leuning, waarop een verchroomde buisvormige handlijst is bevestigd. Tegenover de trap op de eerste verdieping bevindt zich een grote muurschildering, een voorstelling van de kaart van Nederland, waarop naast alle elektrische centrales ook een aantal vuurtorens, hoogspanningsmasten, treinen, molens, koeien en paarden zijn afgebeeld. De plaats van de KEMA is gemarkeerd door haar symbool, een cirkel met een ingeschreven driehoek, bestaande uit vier kleinere driehoeken waarin de letters K.E.M.A. staan. In de muurschildering is later een deur aangebracht.

Introduction

The main volume has a basement and three storeys under a flat, partially overhanging concrete roof. The main volume is provided on the southeastern side with a projecting, semicircular building volume, in which the stairwell is located. The facades are constructed of yellow handmade bricks laid in Flemish bond with recessed joints. The substantial windows and window strips are provided with steel frames and multi-light windows and possess concrete drip mouldings, which are mostly executed as continuous elements. The French balconies are also provided with steel multi-light doors. Roofs, balconies, eaves, lintels and cover plates are of concrete. Ornamental wrought-iron railings are placed on the balconies. The interior is almost entirely modernized. Some remaining original elements are: the open concrete spiral staircase with a concrete handrail, on which a chromed tubular handrail is fitted. Opposite the staircase on the first floor is a large wall mural, a depiction of the map of the Netherlands, on which, in addition to all electrical power stations, a number of lighthouses, high-voltage masts, trains, mills, cows and horses are depicted. The location of KEMA is marked by its symbol, a circle with an inscribed triangle, consisting of four smaller triangles in which the letters K.E.M.A. are placed. A door was later made in the wall mural.
