Inleiding
Het hoofdgebouw, COMPLEXONDERDEEL van het Nationaal Lucht- en Ruimtevaartlaboratorium, is ontworpen door H.A. Maaskant en W. van Tijen in 1938-1939 m.m.v. betonconstructeur G.J. Meyers en gebouwd in 1939-1941, in oorsprong voor het verrichten van sterkteberekeningen, beproeven van materialen en meetinstrumenten en vergaderen over technische vraagstukken inzake luchtvaart- en vliegtuigbouw.
Omschrijving
Het langwerpige hoofdgebouw bestaat uit een onderkelderd bouwvolume van vier bouwlagen (veertien traveeën) en een gedeelte van twee bouwlagen (vijf traveeën). De overstekende betonnen schaaldaken zijn boven de lange gevels voorzien van een opstaande gootlijst en worden aan de kopse gevels ondersteund door consoles. Het gebouw bestaat uit een betonskelet van negentien gebogen betonnen spanten waartussen de gevels zijn ingevuld met metselwerk van bruine baksteen en vensterpartijen. De spanten zijn op regelmatige afstand van elkaar geplaatst, met uitzondering van de hoge entreehal die twee traveeën breed is. Boven enkele vensters zijn betonnen luifels als zonwering aangebracht. Aan de voorgevel (N) markeert de hoge glaspui van de entreehal de (oorspronkelijke) scheiding tussen het kantoorgedeelte rechts en de werkplaatsen en laboratoria links. De hoofdentree bevindt zich in de voorgevel onder de glaspui, rechts van het midden onder een betonnen luifel die wordt ondersteund door betonnen consoles. Op de luifel staat in stalen letters "Nationaal lucht- en ruimtevaartlaboratorium". De entree bestaat uit een driedelige glasgevel met in het midden een dubbele glasdeur in een uitgebouwd portiek met afgeronde hoeken. Voor de entree ligt een stoep van vierkante flagstones. De glaspui van de entreehal is opgebouwd uit rechthoekige vensters met ter hoogte van de vierde bouwlaag een segmentboog. Links naast de ingang is een uitgebouwde portiersloge met afgeronde hoeken en een om de hoek lopende vensterstrook boven een witte betegelde borstwering. Rechts van de entree is de begane grond eveneens voorzien van afgeronde hoeken en een om de hoek doorlopende vensterstrook van rechthoekige staande ramen boven een met zwarte tegels beklede borstwering. De begane grond ligt hier verdiept onder de ver overstekende hoog opgetrokken vergaderzaal, die wordt ondersteund door een vrijstaand betonnen portaalspant met uitzwenkende uiteinden. De gebogen gemetselde gevel heeft een grote samengestelde vijfledige vensterpartij. Op de derde bouwlaag bevinden zich twee glazen erkerpartijen met afgeronde hoeken en een dubbele glasdeur tussen zijlichten die opent naar het terras op het platte dak boven de eerste verdieping. In de kopse westgevel is op de begane grond tussen de spantbenen een getoogde vensterstrook boven een zwart betegelde borstwering. De iets uitkragende gemetselde eerste verdieping, waarin enige kleinere vensters zijn geplaatst, loopt, met een kleine sprong, door naar de achtergevel. Onder het overstek op de begane grond van de achtergevel bevinden zich betegelde borstweringen met vensterpartijen en links een gebogen erkerpartij. Aan de voorgevel wordt de begane grond links van de entreehal geleed door negen grote vierledige vensterpartijen op gemetselde borstweringen. De uitkragende eerste en tweede verdieping bestaan grotendeels uit horizontale vensterstroken boven borstweringen, die op de betonnen vloerplaten zijn gemetseld. In enkele traveeën zijn de vensters aan de onderzijde ingekort. De teruggezette zolderverdieping is over de hele voorgevel voorzien van vierdelige vensters tussen de spantbenen. De achtergevel kent een vergelijkbare indeling.
De vijf traveeën van het lage bouwvolume aan de noord-oostzijde zijn eveneens gevuld met vierdelige vensters boven gemetselde borstweringen. De verdiepingsscheiding bestaat uit een zware betonvloer. De kopse oostgevel van het lage bouwvolume heeft boven de blinde begane grond een getoogde dubbele deurpartij onder een hijsbalk. De kopse oostgevel van het hoge volume bevat op de vierde bouwlaag een vensterstrook onder een segmentboog en een forse gemetselde schoorsteenpartij. De derde bouwlaag is blind.
Interieur: Inwendig is de oorspronkelijke open opzet van de entreehal met trappenhuis en vides gaaf bewaard gebleven. De hal is voorzien van een tegelvloer in mozaïekpatroon en heeft in de portiersloge een betegelde borstwering.
Waardering
Het nieuw-zakelijke hoofdgebouw van het complex "Nationaal Lucht- en Ruimtevaartlaboratorium" uit 1938-1941, is van algemeen belang vanwege de architectuurhistorische waarde als eerste uiting van gecombineerd gebruik van moderne en traditionele materialen en markant voorbeeld uit het oeuvre van Maaskant en Van Tijen. The slightly projecting masonry first floor, in which some smaller windows are placed, continues, with a small break, to the rear facade. Under the overhang on the ground floor of the rear facade are tiled balustrades with window sections and to the left a curved bay window. On the front facade, the ground floor to the left of the entrance hall is articulated by nine large four-part window sections on masonry balustrades. The projecting first and second floors consist largely of horizontal window strips above balustrades, which are laid on the concrete floor plates. In some bays the windows are shortened at the base. The set-back loft storey is provided across the entire front facade with four-part windows between the truss members. The rear facade has a similar arrangement.
The five bays of the low building volume on the north-east side are likewise filled with four-part windows above masonry balustrades. The floor partition consists of a heavy concrete floor. The end east facade of the low building volume has above the blind ground floor an arched double door section under a lifting beam. The end east facade of the tall volume contains on the fourth storey a window strip under a segmental arch and a substantial masonry chimney section. The third storey is blank.
Interior: The original open design of the entrance hall with staircase and voids has been preserved intact internally. The hall is provided with a floor of tiles in mosaic pattern and has in the porter's lodge a tiled balustrade.
Valuation
The New Objectivity main building of the complex "Nationaal Lucht- en Ruimtevaartlaboratorium" from 1938-1941 is of general importance because of its architectural-historical value as the first expression of combined use of modern and traditional materials and a distinctive example from the oeuvre of Maaskant and Van Tijen. The main building is furthermore of general importance because of the cultural-historical value lying in its original function and closely connected with the scientific and technical development of aviation and aircraft construction in the Netherlands.
