Inleiding
Postel Hzn (1887-1945) in Delftse School-stijl.

Description
Introduction
WATER TOWER with OUTBUILDING and GARDEN WALLS, built in 1938 to a design by G.J. Postel Hzn (1887-1945) in Delftse School style. Postel also designed the water towers of Doetinchem (1938) and Aalten (1943). Particularly with the latter, that of Ulft shows kinship. The tower is 37.1 m. high and possesses a concrete, flat-bottom reservoir with a capacity of 400 m³. The water tower in Ulft is situated on a raised area, probably a river dune, on the east side of the Oude IJssel, in the outlying area of Ulft. At the front of the tower executed in Delftse School style is a sloping forecourt covered with grass (beneath which a modern reservoir). A low garden wall in the form of two curved arms appears to enclose the forecourt in part. In the middle of the low wall is a steel entrance gate on which the letters 'NV' and 'WOG' are mounted. By means of two higher built-up small walls the gate connects to the tower entrance behind. Through this arrangement a slightly monumental impression is obtained. The tower faces the IJssel with its rear. Beside the tower is an outbuilding with shared function as workshop/garage/barn on a rectangular ground plan, which connects to one of the arms of the low garden wall.
Description
The tower is built on a circular basement and consists of three main parts whereby the leak floor level separates the shaft and the reservoir from each other. On the concrete shaft and an internally placed hexagonal central column rests the water reservoir. The construction is completely hidden from view on the outside by a round brick casing. The yellow/red brickwork is laid in running bond. The shaft is braced by six concrete columns placed all around, which are likewise clad with brick. In each of the six wall surfaces between the columns, below is a (now sealed due to vandalism but originally four-pane) window. All windows in the tower rest on drip tiles. The windows are all equal to the two windows placed at different heights in the wall surface. These are present spirally throughout the entire shaft and correspond to the surrounding staircase on the inside of the shaft. The entrance section located to the east is built out but remains within the thickness of the two flanking buttresses. The steel door is fitted with a light slot with glass. On either side of this are four terracotta tiles with the coats of arms of Wisch, Gendringen, Dinxperlo and Gelderland incorporated. The entrance is provided with a sloping roof with rounded drip edge and is covered with copper.
At 3/4 of the height is the leak floor level which has a surrounding glazed wall of steel windows with cathedral glass. On the outside of the shaft is an open walkway with narrow passages through the buttresses. The metal balustrade consists of simple geometric detailing. The drum at the top rests on the buttresses and contains the reservoir. The mostly closed wall surface is interrupted only by six pairs of steel two-pane windows placed one above the other, the lower half of which is executed as a drop window. Under the overhanging roof edge are a total of eight steel single-pane windows. The copper roof covering of the concrete cone shape that characterises the reservoir section is not visible from ground level.
The INTERIOR of the tower underwent alterations in the 1980s of the 20th century, whereby the open skeleton structure disappeared. Originally the interior consisted of the concrete hexagonal central column with diverging connecting beams at regular intervals to the outer columns. On the inside of the shaft, which is clad with large-format brick on its edge, an surrounding staircase is still present. In this arrangement it was possible to look unobstructed from the ground floor to the leak floor level. Through the placement of concrete floor elements the tower now has six storeys. At the walkway at the level of the leak floor are two iron single-pane doors, one of which via a staircase between the reservoir and the shaft wall gives access to the conical space above the reservoir. On the ground floor is now the machinery. Below ground level is a cellar and, outside the tower, a previously mentioned reservoir of approximately 800 m3.
The forecourt appears to be partly enclosed by a low GARDEN WALL in the form of two curved arms. In the middle is a steel entrance gate on which the letters 'NV' and 'WOG' are mounted. By means of two higher built-up small walls the gate connects to the tower entrance behind.
The OUTBUILDING is situated to the left of the tower and is oriented ridge east-west. On the front facade with double doors the garden wall connects, which continues from the revolving gate for the entrance section of the tower in this direction. The elongated building is covered with an overhanging gabled roof with red-brown nuanced Roman tile. The end gables are finished with a roof edge with end tiles. The broad moulded wooden gutter in which originally a copper gutter now is zinc-lined and is supported by cut corbels.
The FRONT FACADE is broader in relation to the side gables. In the front facade a wooden double clamped garage door is incorporated under a segmental arch consisting of a stretcher course and provided with an arched tile course. All windows in the side gables are finished with a segmental arch with an arched tile course and possess drip tiles at the bottom. The LEFT SIDE GABLE has three windows consisting of two-pane windows of which the lower half are executed as casement windows and two-pane fanlight. The REAR FACADE has a wooden door of bead-edged boards. The door frame rests on hardstone plinths and likewise sill and, like the windows, is finished with a segmental arch. The gable has shoulders that support the gutter. The RIGHT SIDE GABLE is symmetrically arranged with four windows of the type described in the left side gable. In the middle is the door which is identical to the door in the rear gable.
Valuation
The WATER TOWER and OUTBUILDING with GARDEN WALL in Ulft were built in 1938 by architect G.J. Postel Hzn.
- Of architectural-historical importance as a fine example of Delftse School style applied to a functional, operational ensemble, as most clearly expressed in the outbuilding and the monumental arrangement. The ensemble is of importance as a fine example of the typological development of water tower construction. The water tower and outbuilding stand out for their special aesthetic qualities of the predominantly intact, carefully designed design, with particular attention to the monumental arrangement. The water tower furthermore serves as a fine example of the work of architect G.J. Postel Hzn., whereby his adage 'the building integrated into its surroundings' is clearly expressed. The water towers in Aalten and Doetinchem are likewise fine examples of water towers designed by him.
- Of urban planning importance because of its independent location on a raised area covered with copses with an open forecourt. The ensemble possesses a rarity value in terms of layout, structure and relationship with the surroundings. The water tower in particular has special significance for the appearance of the village of Ulft.
- Of cultural-historical importance because of its function, which is linked to the technical development of the drinking water supply important for public health in the first half of the 20th century.
Cultural-historical description
Postel learned the building trade in Rotterdam and later established himself with an independent practice in Zutphen. Most assignments for villas originated there but he also designed, among other things, three schools in Warnsveld and Gorssel during that time. At the same time that Postel was municipal architect in Gorssel he worked as aesthetic adviser for the Geldersche Schoonheidscommissie at the Water Supply Company East Gelderland. He took employment as house architect with the utility company after his dual function at the Geldersche Schoonheidscommissie could not be maintained. In his new function water towers in Doetinchem, Ulft and Aalten soon followed from his hand. As an adage for his buildings Postel always maintained the conviction that the building should be accepted by its surroundings. After the war Postel participated in the reconstruction of houses in Rhenen, Wageningen and Middelburg in the context of post-war reconstruction. His decision to provide support will also have been motivated by the fact that he was a member of the Remonstrant Brotherhood and of the Woodbrookers community which propagated 'cooperation' from a religious-socialist perspective. In an underground study group Postel collaborated during the war on building plans for workers' housing.
