Inleiding
De WINKEL met BOVENWONING is gelegen in de gesloten straatwand van de Neerstraat in Roermond. Het pand is gebouwd rond 1900 in Traditionele stijl met invloeden van Jugenstil naar ontwerp van Roermondse architect F. Dupont. In 1957 is in de eerste bouwlaag een nieuwe winkelpui geplaatst en is de winkel verbouwd. Rond 1965 is het pand verbouwd tot cafe i.o.v. Brouwerijen Artois. In 1987 is de pui en de indeling op de begane grond gewijzigd ten behoeve van een winkel en atelier.
Omschrijving
De WINKEL met BOVENWONING heeft een rechthoekige plattegrond in vier bouwlagen, waarvan de bovenste onder een zadeldak met muldenpannen. Het pand heeft een opstand van gele baksteen in koppenverband, tegeltableaus in verschillende kleuren. In de gevel bevinden zich rechthoekige houten vensterkozijnen met roedeverdeling en geprofileerde hardstenen lijsten en één rondboogvormig venster.
De VOORGEVEL heeft in de eerste bouwlaag een niet originele pui, in de tweede bouwlaag bevindt zich een rondboogvormig vijfdelig venster met bovenlicht in waaiervorm omgeven door gestapelde hardstenen boog tot naast de pui in de eerste laag. Hierboven bevindt zich een tegeltableau met afbeelding van zeilschepen en waterlelies in kader van vloeiende lijnen omgeven door een waterlijst. In de derde bouwlaag bevinden zich twee vensters in hardstenen lijsten met glooiende vormen. Boven de vensters zijn drie decoratieve balkankers aangebracht. In de vierde laag bevinden zich drie smalle vensters, waarvan het middelste hoger is, omgeven door hardstenen lijsten. Gezamelijk vormen de vensters onder de roedeverdeling een halfrond venster. De topgevel is bekleed met tegels in verschillende kleuren met de afbeelding van twee katten, omgeven door een hardstenen lijst en top met halve zon.
Tegen de eerste laag van de ACHTERGEVEL staat een volume van één bouwlaag. De achtergevel heeft een opstand van baksteen in kruisverband. In de tweede en derde bouwlaag bevinden zich twee dubbele houten kozijnen met bovenlicht. In de topgevel bevinden zich drie smalle vensters, waarvan de middelste hoger is. De vensters in de tweede laag en de topgevel hebben rolluiken.
De structuur van het INTERIEUR is in tact.
WAARDEVOLLE INTERIEURONDERDELEN zijn ondermeer het originele trappenhuis op de eerste verdieping en de plafondornamenten en sierlijsten in de omliggende ruimte.

Het winkelpand met bovenwoning aan de Neerstraat 38 in Roermond bezit cultuurhistorische waarden als uitdrukking van de typologische ontwikkeling van winkels met bovenwoning van omstreeks 1900. De architectuurhistorische waarden worden bepaald door het bijzonder belang van het object voor het oeuvre van architect F. Dupont en zijn betrokkenheid bij de stad Roermond. Introduction
The SHOP with UPPER DWELLING is located in the closed street frontage of the Neerstraat in Roermond. The building was constructed around 1900 in Traditional style with influences of Jugendstil to the design of Roermond architect F. Dupont. In 1957 a new shop front was placed in the first storey and the shop was rebuilt. Around 1965 the building was converted into a café for Breweries Artois. In 1987 the frontage and the layout on the ground floor were altered for a shop and workshop.
Description
The SHOP with UPPER DWELLING has a rectangular ground plan in four storeys, the uppermost of which is under a gabled roof with plain tiles. The building has an elevation of yellow brick in header bond, tile panels in various colours. In the elevation are rectangular wooden window frames with glazing bars and moulded hardstone lintels and one rounded arch window.
The FRONT ELEVATION has in the first storey a non-original frontage; in the second storey there is a rounded arch five-part window with fanlight in fan form surrounded by stacked hardstone arch extending next to the frontage in the first storey. Above this is a tile panel with image of sailing ships and water lilies in frame of flowing lines surrounded by a drip moulding. In the third storey there are two windows in hardstone lintels with curved forms. Above the windows three decorative balcony anchors are applied. In the fourth storey there are three narrow windows, of which the middle one is higher, surrounded by hardstone lintels. Together the windows under the glazing bars form a semicircular window. The stepped gable is clad with tiles in various colours with the image of two cats, surrounded by a hardstone list and top with half sun.
Against the first storey of the REAR ELEVATION stands a volume of one storey. The rear elevation has an elevation of brick in cross bond. In the second and third storey there are two double wooden frames with fanlight. In the stepped gable there are three narrow windows, of which the middle one is higher. The windows in the second storey and the stepped gable have roller shutters.
The structure of the INTERIOR is intact.
