Inleiding
Het BELASTINGKANTOOR gelegen aan de Begijnhofstraat is gebouwd rond 1908 in de stijl van het Traditionalisme. Enkele kleine inwendige verbouwingen hebben plaats gevonden, waarbij onder meer de dakkapellen zijn uitgebreid voor het gebruik van de zolder.
Omschrijving
BELASTINGKANTOOR heeft een T-vormige plattegrond, dat bestaat uit een hoofdvolume in twee en drie bouwlagen en twee zijvolumes van één bouwlaag. Schilddaken met oorspronkelijk kleine dakkapellen onder een zadeldakje. Onder de goot op houten consoles bevinden zich bloktanddecoraties. Het pand heeft een opstand in rode baksteen in kruisverband met geknipte voeg en heeft een plint in grijze natuursteen met hardstenen dekrand. In de voorgevel bevinden zich rechthoekige houten kozijnen gescheiden door halfronde hardstenen middenstijl beëindigd door cirkel en hardstenen kalf, waarboven een bovenlicht met roedeverdeling. Verder hardstenen dorpels en speklagen. In de overige gevels bevinden zich rechthoekige houten vensters met roedes en bovenlicht met roedeverdeling.
De VOORGEVEL is hoofdzakelijk symmetrisch van opbouw. Het middelste volume van twee bouwlagen heeft centraal gelegen de entree is een risalerend geveldeel. De entree bestaat uit een dubbele houten paneeldeur met venster met roedeverdeling. Deur en venster met schouderboog. Hardstenen treden. Hardsteen met acanthusblad en vierdelig bovenlicht met roedeverdeling in hardstenen omlijsting. Hierboven bevindt zich een tegeltableau met twee leeuwen met wapen, waarop een afbeelding van een leeuw met pijlen, zwaard en kroon in geel en blauw. Verder tekst met "Je maintiendrai". In de tweede laag bevindt zich een driedelig kozijn met bovenlicht met groen figuurglas in roedes, waarboven een wapen met leeuw boven lelie. In de derde laag bevindt zich een driedelig venster met groen figuurglas in roedes. Aan weerszijden van de entree liggen twee geveldelen iets terug. In elke bouwlaag bevinden zich drie vensters met bovenlicht, waarvan het middelste venster driedelig is. In het linkergeveldeel bevindt zich tussen de vensters een tegeltableau met de tekst "hypotheken Kadaster" waartussen een Franse lelie en in het rechtergeveldeel de tekst "Belastingen registratie" waartussen eveneens een Franse lelie. Tegels in geel, groen, oranje en rood. Aan weerszijden van het hoofdvolume bevinden zich twee volumes van één bouwlaag, die bestaan uit drie traveeën. De travee direct naast het hoofdvolume ligt iets terug.
In elke travee bevindt zich een dubbel venster met bovenlicht.
In het linkertravee van het rechtervolume een deur als in de hoofdentree met driedelig bovenlicht. Twee kleine dakkapellen.
De ACHTERGEVEL VAN HET HOOFDVOLUME bestaat uit vijf traveeën waarvan het middelste in drie lagen. De vensters in dit travee zijn driedelig en in de eerste bouwlaag bevindt zich een deur.
De overige vensters in deze gevel zijn tweedelig.
De LINKERZIJGEVEL VAN HET HOOFDVOLUME bestaat uit vijf traveeën.
Met in de eerste bouwlaag vier vensters in de tweede en derde travee van links, tegen de twee rechter traveeën staat een zijvleugel van één laag. In de tweede bouwlaag bevinden zich zestien vensters. Ter plaatse van de middelste travee heeft het pand een derde bouwlaag met twee vensters (verbouwing 1912).
De ACHTERGEVEL VAN HET LINKERZIJVOLUME heeft links een dubbele deur met bovenlicht en roedeverdeling. Rechts in de gevel bevinden zich twee vensters. Bloktanddecoratie onder goot Tegen de RECHTERZIJGEVEL VAN HET HOOFDVOLUME staat links een zijvleugel van één laag, waarboven een driedelig venster. Rechts hiervan verspringen twee vensters per laag ter plaatse van het trappenhuis. De gevel is boven deze vensters iets hoger.
Vervolgens bevinden zich in de eerste bouwlaag een aantal tweedelige vensters en in de derde laag een aantal grotere twee- en driedelige vensters. Tussen de vensters bevindt zich een schoorsteen tegen de gevel die doorloopt tussen de grote dakkapellen op het dak.
De ACHTERGEVEL VAN HET RECHTER ZIJVOLUME heeft een aanbouw van één laag onder een plat dak tegen de oorspronkelijke achtergevel. Een kleine dakkapel.
De STRUCTUUR van het INTERIEUR is in hoge mate in tact.
Waardevolle interieuronderdelen zijn ondermeer het trappenhuis met leuning en smeedijzeren hekwerk, in de gangen de pilaster met balken en de tussendeuren met roedeverdeling, ook in zij- en bovenlichten.
Waardering
Het BELASTINGKANTOOR bezit cultuurhistorische waarden en is van belang als bijzondere uitdrukking van een sociaal-economische en een bestuurlijke ontwikkeling en als typologisch voorbeeld van een belastingkantoor. De architectuurhistorische waarden van het belastingkantoor worden bepaald door de hoogwaardige esthetische kwaliteiten van het ontwerp en de ornamentiek, met name door de tegeltableaus in de voorgevel.
Gelet op de ensemblewaarden is het belastingkantoor van bijzondere betekenis vanwege de situering verbonden aan de ontwikkeling van Roermond en is van betekenis voor het aanzien van de stad. Tot slot is het object van belang vanwege de architectonische gaafheid van met name het exterieur en is typologisch zeldzaam. The TAX OFFICE has a T-shaped floor plan, consisting of a main volume in two and three storeys and two side volumes of one storey. The building has a frontage in red brick in Flemish bond with cut joints and has a plinth in grey natural stone with sandstone coping edge. The REAR FACADE OF THE LEFT SIDE VOLUME has on the left a double door with fanlight and glazing bars. On the right in the facade are two windows. Block tooth decoration under eaves Against the RIGHT SIDE FACADE OF THE MAIN VOLUME stands on the left a side wing of one storey, above which is a three-part window. To the right of this two windows per storey are offset at the location of the stairwell. The facade is above these windows slightly higher.
