Inleiding
Het GEMEENTEHUIS MET SCHOOL EN ONDERWIJZERSWONING is in 1862 naar ontwerp van de Utrechtse architect N.J. Kamperdijk gebouwd in de vorm van blokvormig neoclassicistisch herenhuis in opdracht van de gemeente Vreeland. De eerste steen is in 1862 gelegd door burgemeester Pabst tot Nueveld. Rond 1900 was het pand voorzien van louvreluiken. In 1985-1986 is het verbouwd tot elf H.A.T woningen met behoud en herstel van het exterieur; toen zijn ook houten bergingen geplaatst. Voor het huis staat op de hoek van de Raadhuislaan en Vossenlaan een Wilhelminaboom (lindeboom), geplant in 1898 met een gietijzeren spijlenhek. Het pand is gelegen binnen het beschermd dorpsgezicht van Vreeland.
Omschrijving
Het op de hoek van de Raadhuislaan en Vossenlaan gesitueerde voormalig gemeentehuis met school en onderwijzerswoning is een blokvormig pand in neoclassicistische stijl, bestaande uit twee bouwlagen onder een afgeplat schilddak gedekt met gesmoorde verbeterde Hollandse pannen. Aan de voor- en achterzijde zijn twee dakkapellen aangebracht. De gevels zijn vier traveeën breed.
De gevels zijn opgetrokken in baksteen in staand verband, waarbij de begane grond van de rechterzijgevel en de achtergevel voorzien zijn van een witgeschilderde pleisterlaag. Bepleisterde dubbele cordonlijsten als scheiding tussen de begane grond en verdieping, geblokte lisenen en hoeklisenen en een witgeschilderde, bepleisterde plint accentueren de gevels. Rondom is een geprofileerde gootlijst op klossen aangebracht. De vensters, stolpramen met of zonder een tweelichts bovenlicht, zijn voorzien van een geprofileerde bepleisterde omlijsting.
De voorgevel (zuidzijde) is asymmetrisch ingedeeld. Op de begane grond is links van het midden een licht risalerende ingangspartij met een dubbele deur tussen pilasters waarop een gepleisterde ontlastingsboog met boogveld. Hierop staat GEMEENTE VREELAND vermeld en is het gemeentewapen van Vreeland met St.Maarten aangebracht. Rechts van de deur hangt de publikatiekast van het voormalige gemeentehuis. Uiterst links en rechts is een venster aangebracht. Linksonder is de eerste steen ingemetseld (slecht leesbaar).
Op de verdieping zijn vier vensters geplaatst. De verdieping wordt geleed door een bepleisterde geblokte liseen.
De rechterzijgevel (oostzijde) bevat de ingang van de voormalige school. De symmetrisch ingedeelde gevel is op de begane grond bepleisterd. In het midden is een deur met bovenlicht, geflankeerd door een met rechts en links daarvan nogmaals een venster. De brede band tussen de dubbele cordonlijsten is eveneens bepleisterd en verspringt bij de ingangspartij in hoogte. Hier staat GEMEENTE SCHOOL vermeld. Op de verdieping zijn in het midden twee vensters zonder bovenlicht aangebracht met links en rechts hiervan een blind venster.
De rechterzijgevel (westzijde) bevat vier vensters op de begane grond en drie op de verdieping. Het vierde meest rechtse venster is blind. Tussen de derde en de vierde travee is een gepleisterde, geblokte liseen in kolossale orde aangebracht.
De achtergevel bevat in het gepleisterde deel twee kleine rechthoekige vensters en op de verdieping drie vensters zonder bovenlicht.
Waardering
Het pand is van algemeen belang vanwege de cultuur- en architectuurhistorise waarde als, voor kleinere gemeenten karakteristiek negentiende-eeuws voorbeeld van een gemeentehuis met school en onderwijzerswoning in de vorm van herenhuis in neoclassicistische stijl, alsmede vanwege de gave hoofdvorm en detaillering van het exterieur. The TOWN HALL WITH SCHOOL AND SCHOOLMASTER'S DWELLING was built in 1862 according to the design of Utrecht architect N.J. Kamperdijk in the form of a block-shaped neoclassical mansion on commission of the municipality of Vreeland. The foundation stone was laid in 1862 by mayor Pabst tot Nueveld. Around 1900 the building was fitted with louvre shutters. In 1985-1986 it was converted into eleven H.A.T dwellings with preservation and restoration of the exterior; wooden sheds were also installed at that time. In front of the building, on the corner of the Raadhuislaan and Vossenlaan, stands a Wilhelmina tree (linden tree), planted in 1898 with an ornamental cast-iron fence. The building is situated within the protected village scene of Vreeland.
Description
The former town hall with school and schoolmaster's dwelling, situated on the corner of the Raadhuislaan and Vossenlaan, is a block-shaped building in neoclassical style, consisting of two storeys under a hipped roof covered with annealed improved Dutch tiles. Two roof dormers have been installed on the front and rear sides. The facades are four bays wide.
The facades are constructed of brick in running bond, with the ground floor of the right-side facade and the rear facade provided with a whitewashed plaster layer. Plastered double stringcourses as division between ground floor and upper storey, rusticated quoins and corner quoins and a whitewashed, plastered plinth accentuate the facades. All around a profiled cornice on corbels has been applied. The windows, sash windows with or without a two-light fanlight, are provided with a profiled plastered frame.
The front facade (south side) is arranged asymmetrically. On the ground floor, to the left of centre, is a slightly projecting entrance section with a double door between pilasters with a plastered relieving arch with spandrel. On this GEMEENTE VREELAND is inscribed and the municipal coat of arms of Vreeland with St. Martin is depicted. To the right of the door hangs the notice board of the former town hall. At the far left and far right a window has been placed. Lower left is the foundation stone set in (poorly legible).
On the upper storey four windows have been placed. The upper storey is articulated by a plastered rusticated quoin.
The right-side facade (east side) contains the entrance to the former school. The symmetrically arranged facade is plastered on the ground floor. In the centre is a door with fanlight, flanked by a window and to the right and left of that again a window. The wide band between the double stringcourses is likewise plastered and steps back in height at the entrance section. Here GEMEENTE SCHOOL is inscribed. On the upper storey two windows without fanlight have been placed in the centre with a blind window to the left and right of these.
The right-side facade (west side) contains four windows on the ground floor and three on the upper storey. The fourth rightmost window is blind. Between the third and fourth bay a plastered, rusticated quoin in colossal order has been applied.
The rear facade contains in the plastered section two small rectangular windows and on the upper storey three windows without fanlight.

The building is of general importance owing to its cultural and architectural-historical value as a characteristic nineteenth-century example for smaller municipalities of a town hall with school and schoolmaster's dwelling in the form of a mansion in neoclassical style, as well as owing to the intact main form and detailing of the exterior.
