Inleiding
Aan de zuidelijke zijde van de Markt te Deurne staat het GEMEENTEHUIS, daterend uit 1895-1896 en uitgevoerd in Neo-Renaissancestijl. Het blokvormige gebouw is een ontwerp van architect J.W. van der Putten uit Helmond en werd gefinancierd uit de inkomsten van de gemeentelijke turfstrooiselfabriek. In het portiek een hardstenen steen, die herinnert aan het plaatsen van de eerste steen op 8 augustus 1895; "Gedenk steen / gelegd door / P.A. van de Mortel / Burgemeester / te Deurne en Liessel / 1895". In 1939 vond een interne verbouwing plaats onder leiding van de architecten Joh. Deltrap en C. van den Broek, waarbij onder meer de secretarie naar de begane grond verhuisde.
Na de Tweede Wereldoorlog is de ornamentiek van de dakkapellen vereenvoudigd. Tevens werden enkele oeil-de-boeufs en pinakels van het dak verwijderd, waardoor het silhouet van het gebouw enigszins is gewijzigd. In 1983-1985 is bij de uitbreiding van het gemeentehuis (ontwerp Wijnen en Senders, 's-Hertogenbosch) de achtergevel van het gebouw uit 1895-1896 grotendeels weggebroken. Tevens werd toen de oude trappartij vervangen. Het glas-in-lood raam van H. Wiegersma uit 1939, voorstellende de H. Willibrordus, werd in het nieuwe trappenhuis herplaatst. Binnen de bescherming valt uitsluitend het gebouw uit 1895-1896.
Omschrijving
Het tweelaagse gemeentehuis heeft een rechthoekige plattegrond en wordt gedekt door een afgeplat schilddak met lei in Maasdekking. Het gebouw is gemetseld in machinale baksteen en op verschillende plaatsen (strekken, banden, cordonlijst, fries, plint) rijkelijk geornamenteerd met natuursteen (hardsteen, zandsteen). De voorgevel heeft een symmetrische opzet met door pilasters benadrukte zijvleugels, elk bekroond door vereenvoudigde dakkapellen met gesneden wangen en pediment. De middenrisaliet bestaat uit een forse geveltoren, voorzien van hardstenen trap en balkon, vleugel-paneeldeur met deurroosters in Art-Nouveaustijl en halfrond bovenlicht, een gevelveld met in hoog-reliëf het wapen van Deurne, en bekroond door een achtkantige spits met carillon, koepel en pinakel. Het gebouw heeft een bel-étage, waar de belangrijkste vertrekken zijn gesitueerd, zoals de oude raadszaal (in 1997 kamer van B en W), de voormalige kamer van de burgemeester en de voormalige secretarie. Op de begane grond waren onder meer de burgerlijke stand, politie en brandspuit gehuisvest. Aan de grootte van de ramen is de indeling van het gebouw af te lezen: op de begane grond zesruits schuifvensters en lage kruisvensters, op de etage tienruits schuifvensters en hoge kruisvensters.
De ornamentale schildering in het gebouw is in 1905 aan de hand van adviezen van Th. Hermsen uit 's-Hertogenbosch tot stand gekomen. De voormalige raadszaal is in 1898 voorzien van een eiken lambrisering naar ontwerp van Van der Putten. De wandbetimmering is manshoog en wordt voortgezet langs en boven de paneeldeuren. Uit 1898 dateren ook de eiken schouw en het dito cassettenplafond met vergulde rozetten. In 1921 worden alle vensters van de zaal voorzien van gebrandschilderde glas-in-lood ramen, naar een ontwerp van Wilhelm Derix uit Goch. De keuze van de onderwerpen wordt gemaakt in overleg met burgemeester Van Beek. Op het centrale driedelige venster in de westelijke zijgevel zijn onder meer te zien het wapen van Nederland met de spreuk "Je maintiendrai" en het jaartal 1921, waaronder een afbeelding van de H. Willibrordus, staande op het gemeentelijke wapenschild, met de tekst: "Hij bracht onze vaderen van de duisternis tot het licht". Het centrale raam wordt geflankeerd door twee ramen met historische wapens en vermanende spreuken: ter linkerzijde onder meer het wapen van de Van Doerne's: oude Heren van Deurne, met erboven de tekst: "Zwijgt niet als gij spreken moet", ter rechterzijde het wapen van Noord-Brabant en de tekst: "Spreekt niet als gij zwijgen moet". In de kleinere vensters links en rechts van het hoofdraam zijn de deugden uitgebeeld: onder meer "Temperantia", "Fortitudo", "Justitia", "Prudentia". Tevens zijn in deze vensters uitgebeeld de handel, de scheepvaart en het ambacht. In de voormalige burgemeesterskamer zijn eveneens glas-in-lood ramen uit deze periode bewaard gebleven, met onder meer de spreuken: "De taak van een regent is niet licht", "Elke dag heeft zijn zorgen", "Vrijheid onder de wet" en "Vrees God, eer den Koning".
In grote delen van het gebouw zijn de oorspronkelijke, eenvoudig uitgevoerde paneeldeuren, vloeren, plafonds en lambriseringen bewaard gebleven. Ook de houten kap is nog geheel intact.
Waardering
Het raadhuis is van algemeen belang. Het heeft cultuurhistorische waarde als bijzondere uitdrukking van de geografische, sociaal-economische en bestuurlijke ontwikkeling van het Peelgebied, het is tevens van belang voor de typologische ontwikkeling van het raadhuis. Het is van belang voor de geschiedenis van de architectuur wegens het bijzondere materiaalgebruik en de ornamentiek en als voorbeeld van het werk van de architect Van der Putten. On the southern side of the Markt in Deurne stands the TOWN HALL, dating from 1895-1896 and executed in Neo-Renaissance style. Description
The two-storey town hall has a rectangular ground plan and is covered by a hipped roof with slate in Dutch bond. The building is built in machine brick and ornate in various places (courses, bands, cornice, frieze, plinth) with natural stone (bluestone, sandstone). The front facade has a symmetrical arrangement with side wings emphasized by pilasters, each crowned by simplified dormer windows with carved cheeks and pediment. The central risalit consists of a substantial gable tower, provided with a bluestone staircase and balcony, winged panel door with door grilles in Art Nouveau style and semicircular fanlight, a gable field with the coat of arms of Deurne in high relief, and crowned by an octagonal spire with carillon, dome and spirelet. The building has a bel-étage, where the principal rooms are situated, such as the old council chamber (in 1997 aldermens' office), the former burgomaster's office and the former secretariat. On the ground floor were housed among other things the registry office, police and fire engine. The arrangement of the building can be read from the size of the windows: on the ground floor six-light sash windows and low cross windows, on the storey ten-light sash windows and high cross windows.
The ornamental painting in the building was created in 1905 following the advice of Th. Hermsen from 's-Hertogenbosch. The former council chamber was provided in 1898 with oak wainscoting designed by Van der Putten. The wall panelling is man-high and continues along and above the panel doors. Also dating from 1898 are the oak fireplace and the likewise oak coffered ceiling with gilded rosettes. The central window is flanked by two windows with historical coats of arms and admonishing mottoes: on the left side among other things the coat of arms of the Van Doerne's: ancient Lords of Deurne, with above it the text: "Be silent not when you must speak", on the right side the coat of arms of North Brabant and the text: "Speak not when you must be silent". In the smaller windows to the left and right of the main window are depicted the virtues: among others "Temperantia", "Fortitudo", "Justitia", "Prudentia". In these windows are also depicted trade, shipping and craft. In the former burgomaster's office, stained glass windows from this period have likewise been preserved, with among other things the mottoes: "The task of a regent is not light", "Each day has its cares", "Freedom under the law" and "Fear God, honour the King".
In large parts of the building the original, simply executed panel doors, floors, ceilings and wainscotings have been preserved. The timber roof structure is also completely intact.
Valuation
The town hall is of general importance.
