Inleiding.
Het WOONHUIS in Neo-renaissance stijl werd in 1892 gebouwd naar ontwerp van architect P.J. van Genk. De opdrachtgeefster was C. de Meulemeester-Van Hasselt. Het pand, dat later diende als belastingkantoor, is in 1999 in gebruik als woonhuis.
Omschrijving.
Het tweelaagse symmetrische pand heeft een vierkante plattegrond met een plat dak en rondom schilden met leien in maasdekking. Het onderkelderde pand telt vijf traveeën en staat nagenoeg vrij tussen twee poorten. De gevels zijn opgetrokken uit machinale baksteen en worden geleed door hardstenen speklagen en pilasters. Ook de plint met getraliede kelderramen, de vensterdorpels, diamantkoppen en omlijstingen van de schuifvensters en de vleugeldeur zijn van hardsteen. Centraal bevindt zich de vleugeldeur met trappartij in een rijk bewerkt rondboogportiek. De deuren en het rondbogige bovenlicht zijn voorzien van siersmeedwerk. Boven het portiek een hardstenen balkon op zware voluutconsoles. De ronde boogjes van de balustrade keren terug als blinde bogen in de borstwering van de schuifvensters op de etage. Deze vensters worden bekroond door een rechtgesloten geprofileerde lijst, de balkondeuren verder door een getoogd fronton. Het fries is zwaar van uitvoering en de geprofileerde kroonlijst rust op klossen. De dakpartij wordt doorbroken door drie dakkapellen met segmentboogfronton. De middelste wordt geaccentueerd en is dubbel uitgevoerd. De zijgevels en achtergevel zijn sober in baksteen uitgevoerd, met hardsteen dorpels bij de ramen maar zonder verdere decoratie. Het interieur van de centrale middengang is gaaf. De vloer en een deel van de lambrizering zijn van wit marmer. De muren worden geleed door Korintische pilasters. Aan weerskanten van de ingang bevindt zich een dubbele deur met lofwerk van sierstucwerk. Het plafond is voorzien van stucwerk rozetten en sierlijsten op consoles. In het pand bevinden zich zes marmeren schouwen, waarvan alleen de schouw met Toscaanse zuiltjes in de voorkamer links van de ingang, nog authentiek is. De plafonds met brede sierlijsten en stucrozetten zijn gaaf bewaard gebleven in de voorkamer, de zaal, de tuinkamer, de centrale hal en overloop, alsmede in drie slaapkamers en op de eerste verdieping. Een houten trap ontsluit de etages. De hoofdbaluster heeft een draak-vorm, waarvan de kop een bal in de bek houdt. De overige balusters zijn vaasvormig uitgevoerd. In de centrale hal, het trappenhuis en de overloop zijn de oorspronkelijke veelkleurige wand- en plafonddecoraties in 1999 gedeeltelijk gerestaureerd. In twee slaapkamers zijn nog sporen van oorspronkelijke plafonddecoraties zichtbaar.
Waardering.
Het pand is van algemeen belang vanwege: - cultuurhistorische waarde als voorbeeld van de stedelijke schaalvergroting kort voor 1900; - typologie, vanwege het bouwtype blokvormig herenhuis met typerende plattegrond (middengang, links dwarsgang en kamers, rechts de suite); - belang voor de architectuurgeschiedenis, het oeuvre van de architect P. van Genk, vanwege de zeer rijke uitvoering in neorenaissancestijl wat betreft materiaal en detaillering, zowel bij in- als exterieur; - de royale opzet van de bel-etage met een zeer monumentale, half ovale trap; - wand- en plafondschilderingen, stucwerk, schouwen, deuren, binnenluiken enz; - de gaafheid van exterieur en van structuur en details interieur; - de structurele en visuele gaafheid van de stedelijke omgeving; - zeldzaamheid van zulke royale en gaaf bewaarde huizen.

The two-storey symmetrical building has a square floor plan with a flat roof and hipped roofs with slate in Maas coverage all around. The cellar building comprises five bays and stands almost detached between two gates. The facades are built of machine-made brick and articulated by ashlar bands and pilasters. The plinth with grilles over cellar windows, window sills, diamond bosses and surrounds of the sash windows and the glazed door are also of ashlar. Centrally situated is the glazed door with stairs in a richly worked round-arched portico. The doors and the round-arched fanlight are fitted with ornamental wrought ironwork. Above the portico an ashlar balcony on heavy volute consoles. The round arches of the balustrade recur as blind arches in the breastwall of the sash windows on the first floor. These windows are topped by a straight-lined moulded cornice, the balcony doors further by a arched pediment. The frieze is richly executed and the moulded cornice rests on blocks. The roof section is interrupted by three roof dormers with segmental arch pediments. The central one is accentuated and executed doubly. The side facades and rear facade are sober in brick, with ashlar sills at the windows but without further decoration. The interior of the central corridor is intact. The floor and part of the wall panelling are of white marble. The walls are articulated by Corinthian pilasters. On either side of the entrance there is a double door with ornamental stucco work. The ceiling is fitted with stucco rosettes and ornamental mouldings on consoles. The building contains six marble fireplaces, of which only the fireplace with Tuscan columns in the front room to the left of the entrance is still authentic. The ceilings with broad ornamental mouldings and stucco rosettes are intact in the front room, the hall, the garden room, the central hall and landing, as well as in three bedrooms and on the first floor. A wooden staircase provides access to the storeys. The main baluster has a dragon-form, with its head holding a ball in its mouth. The remaining balusters are executed in vase-form. In the central hall, the stairwell and the landing, the original multicoloured wall and ceiling decorations were partially restored in 1999. In two bedrooms traces of original ceiling decorations are still visible.
Valuation.
The building is of general importance because of: - cultural-historical value as an example of urban scaling up shortly before 1900; - typology, because of the building type solid town house with characteristic floor plan (central corridor, left transverse corridor and rooms, right the suite); - importance for architectural history, the work of architect P. van Genk, because of the very rich execution in neo-renaissance style regarding material and detailing, both interior and exterior; - the spacious layout of the bel-étage with a very monumental, half-oval staircase; - wall and ceiling paintings, stucco work, fireplaces, doors, interior shutters etc.; - the integrity of exterior and of structure and interior details; - the structural and visual integrity of the urban setting; - rarity of such spacious and intact preserved houses.
