Inleiding
DRINKWATERGEBOUW "De Waterberg" van het type hoogreservoir, in 1884 gebouwd in opdracht van de N.V. Arnhemsche Waterleiding-Maatschappij. Dit waterleidingnet is in het eerste kwart van de twintigste eeuw overgenomen door de gemeente Arnhem, en sedert 1990 in handen van NUON.
Het technische ontwerp was in handen van ir Hidde Petrus Nicolaas Halbertsma. De architectonische verzorging van de gebouwen (meestal watertorens) was veelal in handen van architecten. Het torentje met toegang tot het ondergrondse waterreservoir in Arnhem is uitgevoerd naar ontwerp in eclectische stijl van de architect Th. G. Schill.
Dit ondergronds in een natuurlijke helling weggewerkte waterreservoir was en is bedoeld om voldoende druk op het net te houden, en als buffervoorraad teneinde het verschil te vereffenen tussen het aanbod van water en de afname van drinkwater door de gebruikers. Het glooiende landschap om Arnhem bood de mogelijkheid om een dergelijk omvangrijk bouwwerk ondergronds aan te leggen, en niet, zoals in het vlakke Nederland gebruikelijk, te bouwen in de vorm van een watertoren.
Dit drinkwatergebouw bestaat uit een cirkelvormig reservoir en een boven het maaiveld uitstekend torentje met toegang. Het bouwwerk bevindt zich ten noorden van het Arnhemse centrum aan de rand van park Klarenbeek, en is gesitueerd op een hoog punt (ca. 70 meter boven NAP) op de noordwestelijke hoek van de Hommelseweg en de Wagnerlaan, nabij de uit 1926-1928 daterende watertoren "De Steenen Tafel".
Omschrijving
Het bovengrondse torentje heeft een cilindrisch bouwvolume op cirkelvormig grondplan (diameter ca. 2 meter) en wordt afgesloten door een uitkragende ingesnoerde spits. Het bakstenen muurwerk is in koppenverband gemetseld. De gevel wordt horizontaal geleed door een tweedelige hardstenen plint, een speklaag en een waterlijst van zandsteen en een afsluitend hoofdgestel dat bestaat uit een bakstenen architraaf, een hardstenen fries (geprofileerde waterlijst, op regelmatige afstand van elkaar geplaatste blokken met cirkelmotieven en een geprofileerde bovenzijde, afdekplaat) en een uitgemetselde kroonlijst met bloktandlijst van gele bakstenen. Twee hardstenen treden geven toegang tot de ingang: een ijzeren paneeldeur met klinknagels, uitgehoekte dagkanten, geprofileerde hardstenen kraagstenen waarop een zandstenen latei met staafprofiel en het opschrift "WATERLEIDING", een blinde segmentboog met zandstenen geboorte- en sluitstenen met diamantkoppen en metselmozaïek in rode en gele baksteen. De ingangspartij wordt aan weerszijden geflankeerd door een smalle en ondiepe nis met een hardstenen lekdorpel en een afsluitende rondboog ter hoogte van de zandstenen speklaag. Boven beide rondboognissen is een hardstenen blok ingemetseld met in hoogreliëf een omkrullend schild waarop de opschriften: "ANNO" en "1884". Boven de ingang is ter plaatse van de architraaf een langgerekt hardstenen blok ingemetseld met het opschrift: "HOOG RESERVOIR". De zeszijdige, sterk ingesnoerde torenspits heeft een overstek met zinken druiplijst op bewerkte klossen en is gedekt met zinken losanges en roeven. De spits wordt bekroond door een bolpiron waarop vier uitbottende kelkbloemen en een windvaan.
Het ondergrondse reservoir heeft een cirkelvormig grondplan met vier concentrische ringen. Het torentje rust op de binnenste ring die oorspronkelijk een gietijzeren wenteltrap omsloot (trap is verwijderd). De eerste, tweede en derde ring bestaan uit respectievelijk vier, twaalf en twintig gietijzeren zuilen met eenvoudige kelkkapitelen en imposten van ijzeren H-balken. In een later stadium is tussen elk paar zuilen een extra rechthoekige ondersteuning aangebracht. De forse buitenste ringmuur is opgebouwd uit klinkers. De cirkelvormige ruimten tussen de ringen zijn overkluisd door bakstenen troggewelven met een betonnen opvulling en een afdeklaag van klinkers.

Het object is tevens van belang wegens de architectonische gaafheid.

DRINKING WATER BUILDING "De Waterberg" of the high reservoir type, built in 1884 on behalf of the N.V. Arnhemsche Waterleiding-Maatschappij. This water supply network was taken over by the municipality of Arnhem in the first quarter of the twentieth century, and since 1990 has been in the hands of NUON.

Description
The above-ground small tower has a cylindrical building volume on a circular ground plan (diameter approximately 2 metres) and is closed off by an overhanging constricted spire. The brickwork is laid in header bond. The facade is articulated horizontally by a two-part hard stone plinth, a brick-and-stone course and a drip moulding of sandstone and a closing main cornice consisting of a brick architrave, a hard stone frieze (profiled drip moulding, blocks placed at regular intervals with circular motifs and a profiled top, coping slab) and a laid-up cornice with denticil course of yellow brick. Two hard stone steps provide access to the entrance: an iron panel door with rivets, splayed reveals, profiled hard stone corbel stones on which a sandstone lintel with rod profile and the inscription "WATERLEIDING", a blind segmental arch with sandstone impost and springer stones with diamond points and tile mosaic in red and yellow brick. The entrance section is flanked on either side by a narrow and shallow niche with a hard stone drip edge and a closing round arch at the level of the sandstone brick-and-stone course. Above both round arch niches is a hard stone block laid in with in high relief a curled shield on which the inscriptions: "ANNO" and "1884". Above the entrance is at the level of the architrave a long hard stone block laid in with the inscription: "HOOG RESERVOIR". The six-sided, strongly constricted tower spire has an overhang with lead drip moulding on worked corbels and is covered with lead lozenges and fluting. The spire is crowned by a ball finial on which four sprouting bell flowers and a weather vane.
The underground reservoir has a circular ground plan with four concentric rings. The small tower rests on the innermost ring which originally enclosed a cast iron spiral staircase (staircase has been removed). The first, second and third rings consist respectively of four, twelve and twenty cast iron columns with simple bell capitals and imposte of iron H-beams. At a later stage an extra rectangular support was placed between each pair of columns. The massive outer ring wall is constructed of clinker bricks. The circular spaces between the rings are vaulted over by brick trough vaults with a concrete fill and a cladding layer of clinker bricks.

- Of architectural-historical value as a fine example of a water supply network, designed by the renowned hydraulic engineer H.P.N. H.P.N. HALBERTSMA (1853-1829) was one of the most famous water supply engineers in the Netherlands in the last decades of the nineteenth century. After Halbertsma had followed a building technical education at the Königliche Polytechnische Schule in Aachen and the Polytechnische Schule in Hannover, he assisted the Dresden engineer B. Salbach in 1880 with the execution of the water supply of Groningen. After that he was successively established as an engineer in Rotterdam (1881-1887), Leeuwarden (1887-1889) and The Hague (1889-).
