Inleiding
Het noordelijk deel van de voormalige vestingwerken is tussen 1886 en 1894 bebouwd in één bouwstijl met voornamelijk trekken van de Hollandse Neo-Renaissance. Dit WOONHUIS is gebouwd in 1889. Het is gebouwd als burgemeesterswoning met de representatieve voorzieningen die het ambt met zich meebracht. Burgemeester baron van Heemstra woonde er tot 1914.
Het pand staat op de hoek van de Boedekerstraat en de Noordenbergsingel en vormt daardoor een referentiepunt voor de hoge beeldkwaliteit van beide straten. Door de ligging op de hoek heeft het pand twee voorgevels. Opvallend is dat de woonvertrekken op de verdieping gesitueerd waren.
Thans (jaren '90 van de twintigste eeuw) heeft het pand een kantoorfunctie waarvoor de dienstvertrekken op de begane grond (keuken, spreekkamer, ontvangstzaal en eetzaal) hebben moeten wijken. De tuin is bestraat en fungeert als parkeerplaats. In de rooilijn staat een smeedijzeren erfscheiding.
Omschrijving
Woonhuis op rechthoekige grondslag opgetrokken in baksteen over twee bouwlagen onder een met tuiles du Nord pannen gedekt afgeknot schilddak. Het pand staat op een plint, heeft een kroonlijst, pilasters, een waterlijst op de verdiepingscheiding en speklagen, alle gepleisterd. Plint en lijsten hebben cassettes en diamantkoppen, de kroonlijst heeft bovendien consoles. De pilasters hebben een blokverband op de begane grond en cassettes op de verdieping. Op beide verdiepingen zijn de T-vormige schuifvensters gevat in een gepleisterde lijst, op de begane grond met een recht, op de verdieping met een geknikt fronton. De speklagen bevinden zich ter hoogte van de wisseldorpels.
De entreegevel (O) telt vier vensterassen die met vier pilasters in drie vakken verdeeld zijn. Rechts in het middenvak bevindt zich de entree in een portiek. Het dakschild risaleert boven de buitenste gevelvakken. In het dakschild een dakkapel onder steekkap met gebroken fronton. In het linker dakrisaliet twee recente daklichten.
De gevel aan de Noordenbergsingel telt vier vensterassen die met drie pilasters in twee vakken verdeeld zijn. Het rechter geveldeel risaleert sterk en ligt in het vlak van de andere gevels in de straat. In het dakschild een dakkapel als in de entreegevel. Het linker vak heeft op de verdieping rechts een balkon op consoles.
De tuingevel heeft op de begane grond een erker. De balkondeurpartij met omlijsting dateert van de tijd van de bouw, de overige vensters en deuren zijn van later datum.
Interieur Van het interieur is de indeling grotendeels bewaard gebleven, alsmede de architectonische details. De begane grond is deels ingrijpend gewijzigd. Origineel zijn verder het van geëtst glas voorziene tochtportaal bij de entree, de marmeren gespiegelde vloer in de gang en de trap.

Introduction
The northern part of the former fortification works was built between 1886 and 1894 in a single architectural style with predominantly Dutch Neo-Renaissance features. This DWELLING HOUSE was built in 1889. It was built as a mayor's residence with the representative facilities that the position entailed. Mayor Baron van Heemstra lived there until 1914.

Description
Dwelling house on rectangular plan built in brick over two storeys under an hipped roof covered with Eternit tiles. The building stands on a plinth, has a cornice, pilasters, a drip moulding on the storey division and speckled courses, all plastered. Plinth and mouldings have coffered work and diamond-headed ornament, the cornice moreover has consoles. The pilasters have ashlar bond on the ground floor and coffered work on the upper storey. On both storeys the T-shaped sash windows are set in a plastered moulding, on the ground floor with a straight, on the upper storey with a broken pediment. The speckled courses are located at the height of the alternating dormer windows.
The entrance facade (E) has four window axes which are divided with four pilasters into three bays. On the right in the middle bay the entrance is located in a porch. The roof section projects above the outer facade bays. In the roof section a dormer window under steeper roof with broken pediment. In the left roof projection two recent roof lights.
The facade on Noordenbergsingel has four window axes which are divided with three pilasters into two bays. The right facade section projects strongly and lies in the plane of the other facades in the street. In the roof section a dormer window as in the entrance facade. The left bay has on the upper storey on the right a balcony on consoles.
The garden facade has on the ground floor a bay window. The balcony door section with surround dates from the time of construction, the other windows and doors are of later date.
Interior The interior layout has largely been preserved, as have the architectural details. The ground floor has been partly substantially altered. Original are furthermore the etched glass traffic door porch at the entrance, the mirrored marble floor in the hall and the staircase.
