Inleiding

Dit bij de voormalige havenkom van het Steenwijkerdiep staande gebouw is op kosten van Salco Tromp Meesters in 1895 gesticht als werkverschaffingsgebouw voor de "Vereeniging tot bestrijding der bedelarij door werkverschaffing". Het werd oorspronkelijk voornamelijk gebruikt als mattenvlechterij, een functie die het gaandeweg verloor, maar terugkreeg in de jaren 1947-1950. Daarna werd het tot in de jaren tachtig gebruikt als bedrijfsruimte van een vloerbedekkingsfabriek om, na een tijd als gemeentelijke opslagplaats te hebben gediend, in 1992 te worden verbouwd tot horecagelegenheid.

Omschrijving

Het vanuit een rechthoekige plattegrond opgetrokken gebouw heeft een onderbouw van machinale baksteen en een houten bovenbouw onder een met gegolfde Friese pannen gedekt zadeldak. De evenwijdig aan het kanaal lopende lange symmetrische voorgevel heeft een monumentale entreepartij met een zware dubbele deur onder een rondboog met natuurstenen sluitsteen en een brede latei. In de boogtrommel bevindt zich een hardstenen gevelplaat met de tekst: "Geschenk van de heer S. Tromp Meesters aan de Vereeniging tot bestrijding der bedelarij door werkschaffing gebouwd in 1895". Alle overige openingen in de hoog opgaande gevels bevinden zich onder strekse bogen. De twee diepliggende roosvenstertjes zijn van gietijzer, de twee gevelstenen met plaatsingsdatum en de namen van de eerste steenleggers Willem Frederik en Salco Tromp Meesters (kleinzoons van de stichter) bevinden zich onder de vensters aan weerszijden van de entree. De bovenbouw bestaat uit gepotdekselde planken en is bij de verbouwing in 1992 voorzien van vensters. De oorspronkelijk identieke kopgevels hebben een gietijzeren roosvenster in een geveltop van staande planken. In de linker kopgevel zijn nieuwe vensters geplaatst. De achtergevel werd na de verbouwing in 1992 voor een belangrijk deel aan het oog onttrokken door een aanbouw.

Tegelijkertijd is ook het oorspronkelijke interieur met de werkruimten en het opzichtersonderkomen met bedsteden linksachter in het gebouw verdwenen.

Waardering

Ondanks de aantasting op onderdelen van het gebouw door een recent uitgevoerde verbouwing, heeft het pand vanwege de ligging, de oorspronkelijke functie, de zeldzaamheid van het type en de buitengewone architectonische kenmerken zowel stedebouwkundige als zeldzaamheids- en architectuur-historische waarde. Introduction

This building, standing by the former harbour basin of the Steenwijkerdiep, was founded in 1895 at the expense of Salco Tromp Meesters as a work provision building for the "Association for combating vagrancy through work provision". It was originally used mainly as a mat-weaving workshop, a function which it gradually lost, but regained in the years 1947-1950. After that it was used until the nineteen-eighties as business premises of a floor-covering factory, and, after serving for a time as municipal storage, was converted in 1992 into catering premises.

Description

The building, erected on a rectangular ground plan, has a base of machine-made brick and a timber upper structure under a hipped roof covered with corrugated Frisian tiles. The long symmetrical front facade, running parallel to the canal, has a monumental entrance section with a heavy double door under a round arch with a natural stone voussoir and a broad lintel. In the arch drum is a sandstone facade plaque with the text: "Gift from Mister S. Tromp Meesters to the Association for combating vagrancy through work provision built in 1895". All other openings in the tall rising facades are under flat arches. The two recessed ventilation windows are of cast iron, the two facade stones with placement date and the names of the first stonemasons Willem Frederik and Salco Tromp Meesters (grandsons of the founder) are located beneath the windows on either side of the entrance. The upper structure consists of clapboarded panels and was provided with windows during the 1992 conversion. The originally identical gable ends have a cast-iron ventilation window in a gable top of standing boards. New windows have been placed in the left gable end. The rear facade was largely hidden from view after the 1992 conversion by an extension.

At the same time, the original interior with the work spaces and the overseer's quarters with bedsteads at the back left of the building also disappeared.

Valuation

Despite the damage to parts of the building from a recent conversion, the building has, because of its location, original function, the rarity of the type and the exceptional architectural features, both urban-planning and rarity and architectural-historical value. It is also of importance for the history of Steenwijk.
