Omschrijving
Inleiding
KANTOOR, gebouwd als "gebouw voor het loodswezen", gesitueerd tegen de waterkering van het Nieuwe Diep. Door deze situering heeft de voorgevel van het pand een hoogte van twee bouwlagen, de achterzijde een hoogte van drie bouwlagen (twee bouwlagen plus een souterrain). Het pand werd gebouwd in de jaren 1846-'47 door architect L. Valk en had oorspronkelijk een gecombineerde functie van enerzijds kantoor/wachtlokaal, anderzijds woonruimte voor de hoofdambtenaren en hun gezinnen. Het pand is gebouwd in een sobere classicistische bouwstijl met eclectische details. Oorspronkelijk had het gebouw een eigen drinkwaterput (nog zichtbaar aan de achterzijde van het gebouw). Het pand heeft ondanks enige wijzigingen in de directe omgeving van het pand, de stedebouwkundige relatie tot het water en de functionele relatie tot de zeevaart c.q. de Rijkswerf Willemsoord.
N.B. De aanbouw aan de achterzijde (zuidwest) en het aangebouwde portaal aan de rechterzijgevel (noordwest) vallen niet onder de bescherming.
Omschrijving
Op U-vormig grondplan gebouwd pand, bestaande uit twee bouwlagen onder een schilddak met rode Hollandse pannen. De noklijn van de lange voorgevel loopt evenwijdig aan Het Nieuwe Diep, de noklijnen van de zeer korte zijvleugels staan loodrecht hierop. Twee bakstenen schoorstenen doorsnijden de noklijn, de hoekkepers worden bekroond door keramische pirons. In de dakschilden zijn verschillende dakkapellen aangebracht, die een houten vierruitsvenster en een geprofileerde houten gootlijst hebben. De dakkapel in het dakschild van de rechterzijde heeft een houten tongewelfje. De houten kapconstructie is nog intact en bestaat uit een samenstel van schenkelspanten met gordingen en verticaal dakbeschot. Het pand is opgetrokken in rode baksteen boven een hardstenen plint. Onder de vensters van de eerste verdieping is een omlopende hardstenen cordonband aangebracht. De hoeken van het pand zijn geaccentueerd door een stapeling van zandsteenblokken. Het pand wordt afgesloten door een kroonlijst, bestaande uit een gestucte band en een geprofileerde houten gootlijst rustend op voluut-achtige houten consoles.
De voorgevel (NO) heeft een breedte van negen vensterassen, verdeeld over drie geveldelen met elk drie vensterassen. Het enigszins risalerende middendeel heeft de rijkste decoraties. De middelste as bevat de hoofdingang, omlijst door gekoppelde lisenen en een geprofileerde kroonlijst. De ingang heeft een dubbele paneeldeur met leeuwekoppen en bovenlichten met diagonale roedenverdeling. Tussen de gekoppelde lisenen zijn boven elkaar geplaatste panelen aangebracht met een bovenlicht. Op de kroonlijst rust de vlaggestok, waaraan het wapen van de Oranjes (koninklijke familie) is bevestigd. Het venster in de tweede bouwlaag boven de hoofdingang bestaat uit een houten zesruits draaivenster met diagonaal geplaatste roeden; op de kruising van de roeden is een rozet aangebracht. De vensteromlijsting bestaat uit gestucte lisenen en een eenvoudig geprofileerde kroonlijst. Aan weerzijden van de ingangstravee bevat de vensteras op de begane grond een houten zesruits schuifvenster met tweeruits bovenlicht, op de eerste verdieping een vierruits schuifvenster met tweeruits bovenlicht. De vensters hebben rechthoekige gestucte wenkbrauwen, rustend op gedecoreerde consoles. De geveldelen links en rechts van de middenpartij zijn eveneens drie vensterassen breed en hebben een indeling vergelijkbaar met de middenpartij, doch soberder: de ingangen hebben een eenvoudig gestucte omlijsting en de vensters worden niet door wenkbrauwen, maar door een strek bekroond.
De linkerzijgevel (ZO) is drie vensterassen breed, waarvan de middelste een blind venster bevat (in beide bouwlagen). De buitenste assen bevatten op beide verdiepingen vensters als in de voorgevel.
De rechterzijgevel (NW) is in oorsprong identiek aan de linker.
De achterzijde van het pand (ZW) is in tegenstelling tot de voorgevel drie bouwlagen hoog en bevat naast de twee bouwlagen een souterrain. De achtergevel bestaat uit de kopgevels van de zijvleugels en uit de achtergevel van het middendeel. De kopgevels van de zijvleugels hebben één vensteras en bevatten vensters als in de voorgevel. In het souterrain bevatten de kopgevels een ingang, bestaande uit een dubbele paneeldeur met glas. De achtergevel van het middendeel is vijf vensterassen breed, waarvan de middelste enigszins risaleert. Deze as bevat in het souterrain een centrale ingang, met daarboven drie boven elkaar geplaatste ronde vensters, die de lichttoevoer in het trappenhuis verschaffen. Aan weerszijden van de ingangstravee bevinden zich twee vensterassen die in het souterrain een houten vierruits venster bevatten, in de eerste en tweede bouwlaag vensters als in de voorgevel. De cordonlijst is op dit deel van de achtergevel niet doorgetrokken.
Het interieur is nog gedeeltelijk intact en bevat onder andere enkele stucplafonds, trappenhuizen, een rijk gedecoreerde centrale hal met gestucte lisenen en consoles. In de rechterzijwand is een marmeren stichtingsplaquette aangebracht met de tekst "GESTICHT ONDER HET BESTUUR VAN ZYNE EXCELLENTIE DEN VICE-ADMIRAAL J.C. RYK MINISTER VAN MARINE EN ONDER HET BEHEER VAN DEN KAPITEIN TER ZEE J. BOELEN JZ. INSPECTEUR OVER HET LOODSWEZEN 1846 & 1847. L. VALK ARCHT".
Waardering
Het pand is van algemeen belang uit cultuur- en architectuurhistorisch oogpunt als gaaf bewaard gebleven voorbeeld van overheidsarchitectuur uit het midden van de 19de eeuw in een sobere classicistische bouwtrant. Daarnaast heeft het pand ensemblewaarde door de situering aan het Nieuwe Diep en door de functionele relatie met de voormalige loodsen van de havenmeester (adres: Het Nieuwe Diep 36, 37, 37a, 38) en met de Rijkswerf Willemsoord.

OFFICE, built as "building for the pilotage service", situated against the water barrier of the Nieuwe Diep. Due to this location, the front facade of the building has a height of two storeys, the rear side a height of three storeys (two storeys plus a basement). The building was constructed in the years 1846-'47 by architect L. Valk and originally had a combined function of office/guardroom on the one hand, and living quarters for the senior officials and their families on the other. Description
Building constructed on a U-shaped ground plan, consisting of two storeys under a hipped roof with red Dutch tiles. The ridge line of the long front facade runs parallel to the Nieuwe Diep, the ridge lines of the very short side wings are perpendicular to it. Two brick chimneys intersect the ridge line, the hip rafters are crowned by ceramic finials. Various roof dormers have been inserted in the roof slopes, which have a wooden four-pane window and a profiled wooden gutter moulding. The roof dormer in the roof slope on the right side has a wooden barrel vault. The wooden roof truss structure is still intact and consists of an assembly of coupled rafters with purlins and vertical roof boarding. The building is constructed of red brick above a sandstone plinth. Below the windows of the first floor is a continuous sandstone cordon band. The corners of the building are accentuated by a stacking of sandstone blocks. The building is finished with a cornice, consisting of a stuccoed band and a profiled wooden gutter moulding resting on volute-like wooden consoles.
The front facade (NE) has a width of nine window bays, divided into three facade sections each with three window bays. The slightly projecting middle section has the richest decorations. The middle bay contains the main entrance, framed by coupled pilasters and a profiled cornice. The entrance has a double panelled door with lion heads and fanlights with diagonal glazing bars. Between the coupled pilasters, panels with fanlights are placed one above the other. On the cornice rests the flagpole, to which the coat of arms of the House of Orange (royal family) is attached. The window in the second storey above the main entrance consists of a wooden six-pane casement window with diagonally placed glazing bars; at the intersection of the glazing bars a rosette is placed. The window frame consists of stuccoed pilasters and a simply profiled cornice. On either side of the entrance bay, the window bay on the ground floor contains a wooden six-pane sash window with two-pane fanlight, on the first floor a four-pane sash window with two-pane fanlight. The windows have rectangular stuccoed eyebrows, resting on decorated consoles. The facade sections to the left and right of the middle section are also three window bays wide and have a layout comparable to the middle section, but more restrained: the entrances have a simply stuccoed frame and the windows are topped not by eyebrows, but by a band.
The left side facade (SE) is three window bays wide, of which the middle one contains a blind window (in both storeys). The outer bays contain windows on both floors as in the front facade.
The right side facade (NW) is originally identical to the left.
The rear of the building (SW) is, in contrast to the front facade, three storeys high and contains, in addition to the two storeys, a basement. The rear facade consists of the gable ends of the side wings and of the rear facade of the middle section. The gable ends of the side wings have one window bay and contain windows as in the front facade. In the basement the gable ends contain an entrance, consisting of a double panelled door with glass. The rear facade of the middle section is five window bays wide, of which the middle one projects slightly. This bay contains in the basement a central entrance, with above it three round windows placed one above the other, which provide light to the stairwell. On either side of the entrance bay are two window bays which in the basement contain a wooden four-pane window, on the first and second storeys windows as in the front facade. The cordon band is not carried through on this part of the rear facade.
The interior is still partially intact and contains, among other things, some stuccoed ceilings, stairwells, a richly decorated central hall with stuccoed pilasters and consoles. On the right side wall a marble foundation plaque is placed with the text "FOUNDED UNDER THE ADMINISTRATION OF HIS EXCELLENCY THE VICE-ADMIRAL J.C. RYK MINISTER OF MARINE AND UNDER THE MANAGEMENT OF THE CAPTAIN AT SEA J. BOELEN JZ. INSPECTOR OF THE PILOTAGE SERVICE 1846 & 1847. L. VALK ARCHT".
Valuation
The building is of general interest from a cultural and architectural historical perspective as a well-preserved example of government architecture from the mid-19th century in a restrained classicist building style. Furthermore, the building has ensemble value due to its location on the Nieuwe Diep and through the functional relationship with the former pilot houses of the harbour master (address: Het Nieuwe Diep 36, 37, 37a, 38) and with the Rijkswerf Willemsoord.
