Inleiding

Gemeentehuis gebouwd in 1940 naar een ontwerp van architect C.J. Blaauw in de stijl van de Delftse School. Geheel naar het karakter van deze traditionalistische stijl werd de gewapend betonconstructie, waarin het gebouw gedeeltelijk is opgetrokken, gecombineerd met het gebruik van traditionele materialen als baksteen en natuursteen. De toren van het gemeentehuis ligt in de as van de Grote Kerkstraat aan het Raadhuisplein; in 1935 werd deze doorbraak in de Hoofdstraat gerealiseerd n.a.v. een wijziging van het uitbreidingsplan. Het plein en het plantsoen zijn waarschijnlijk onderdeel van het oorspronkelijke ontwerp.

De bescherming richt zich op het exterieur; aan de achterzijde bevinden zich recente aanbouwen, die voor de bescherming van ondergeschikt belang is.

Omschrijving

Gemeentehuis opgetrokken vanuit een langgerekte plattegrond, met een centraal geplaatste toren; ten zuiden een (voormalige) conciërgewoning, door een muurtje met de zuidgevel van het gemeentehuis verbonden. Beide volumes onder zadeldak met donkerbruine Romaanse pannen. In Vlaams verband gemetselde gevels; trasraam met halfronde meerruitsvensters en een hardstenen waterlijst; beeïndiging door een houten daklijst onder geprofileerde goot. Natuurstenen accenten zijn uitgevoerd in Silezisch graniet en Ettringer Kerntuf. Het gemeentehuis bestaat uit een noordelijke vleugel van één bouwlaag en in het verlengde daarvan de zuidelijke vleugel van twee bouwlagen. De noordelijke vleugel wordt beeïndigd door een dwarsgeplaatst volume met twee tuitgevels aan de voor- en achtergevel (resp.oost- en westgevel) met hardstenen afdekplaten en zeshoekige vensters met roedenverdeling. De gevels worden ritmisch geleed door vertikale vensters met tussenstijlen en roedenverdeling in verschillende samenstelling. Alle vensters onder strek met natuurstenen aanzetstenen en hardstenen afzaten. De centraal in de voorgevel geplaatste entreepartij met dubbele deur met zijlichten, voorzien van smeedijzer en een rondboogvormig bovenlicht. Het geheel is gevat in een natuurstenen omlijsting, bekroond door het gemeentewapen. Voor de entree een hardstenen zeventreeds stoep. Op de verdiepingsscheiding een bordes ter breedte van drie traveeën. De toren is op het lage bouwdeel, tegen de kopse gevel van het hoge deel geplaatst en bestaat uit een vierzijdig gemetseld torenlichaam met uurwerken, achtzijdige opengewerkte bovenbouw met carillon, houten balustrade en een met leien gedekte concaaf gewelfde spits met houten bekroning.

Woning (nu VVV kantoor) met grote horizontale driedelige vensterpartij met roedenverdeling in de voorgevel (O); in de top een dito kleiner venster. Zij- en achtergevel met kleine vensters en dakkapellen.

Waardering

Gemeentehuis van cultuur-, en architectuurhistorisch belang vanwege de funktie, de bouwstijl, constructie en het materiaalgebruik alsmede de typologie. Van stedebouwkundig belang vanwege de beeldbepalende situering en de plaats die het inneemt binnen de stedebouwkundige ontwikkeling van Hoogeveen in de jaren '30 van de twintigste eeuw.

Description

Facades laid in Flemish bond; trasram with semi-circular multi-pane windows and a hard stone drip moulding; termination with a wooden eaves line under profiled gutter. Natural stone accents are executed in Silesian granite and Ettringer Kerntuf. The municipal building consists of a northern wing of one storey and, in continuation of it, the southern wing of two storeys. The northern wing is terminated by a transversely placed volume with two spout gables on the front and rear gable (east and west gable respectively) with hard stone cover plates and hexagonal windows with glazing bars. The gables are rhythmically articulated by vertical windows with intermediate mullions and glazing bars in various compositions. All windows under stretcher course with natural stone setting stones and hard stone sills. The centrally placed entrance section in the front facade with double door with side lights, provided with wrought iron and a round-arched fanlight. The whole is set in a natural stone frame, crowned by the municipal coat of arms. In front of the entrance a hard stone seven-step stoop. On the storey division a dais for the width of three bays. The tower is placed on the low building section, against the end wall of the high section and consists of a four-sided built tower body with clocks, eight-sided open-worked upper structure with carillon, wooden balustrade and a concave curved roof covered with slate with wooden crowning.

Dwelling (now VVV office) with large horizontal three-part window section with glazing bars in the front facade (E); at the top a similar smaller window. Side and rear gable with small windows and dormers.

Municipal building of cultural and architectural-historical significance because of the function, building style, construction and material use as well as the typology.
