The register's description

VOORMALIG ARSENAALGEBOUW. Langgerekt in noord-zuid richting staand bakstenen in oorsprong 16de-eeuws gebouw ter hoogte van twee bouwlagen en gedekt met een dak van rode oud- Hollandse pannen dat op regelmatige wijze aan beide zijden van dakkapellen is voorzien. J. van Lokhorst verbouwde het arsenaal tot psychiatrische inrichting (1898-1905). De plattegrond heeft de vorm van een letter T die door een F wordt overlapt: het verticale deel van deze combinatieletter bevat van noord naar zuid het voormalige "lange huis" met een latere uitbreiding in zuidelijke richting; het bovenstuk van de combinatieletter is de noordvleugel met wellicht de oude Marstal (oost) en een gedeelte uit 1905 (west, gebouwd als ziekenvleugel door J. van Lokhorst) terwijl halverwege tegen het lange huis een platgedekte dwarsvleugel van drie lagen is gebouwd, naar wordt aangenomen het oorspronkelijke wagenhuis (oost). Tegen het lange huis is aan de westzijde in baksteen een lage, platgedekte serre-achtige aanbouw opgetrokken, tegen de zuidgevel van de noordelijke dwarsarm gebeurde hetzelfde (1937). De gevels zijn op sobere en regelmatige wijze van vensters met houten roeden voorzien (voor het merendeel uit 1898) en gekleurd met mergelstenen banden (XVIA en XIXd). De zuidgevel en de oostgevel van de noordelijke dwarsarm hebben een pleisterlaag met schijnvoegen uit XVIA. Inwendig zijn oude bouwmuren en de historische structuur behouden gebleven, verder o.a. zijn de trappenhuizen (1898), paneeldeuren en de balklagen plus kapconstructies (juk- en schaarspanten in eiken en grenen) beschermenswaardig (XVI-XVIII). Ten westen van het lange huis het zogeheten "arsenaalplein", voortzetting van de voorhof van het in 1674 gesloopte kasteel. Op de kleine binnenplaatsen ten oosten van het lange huis verrezen in de loop der tijd verschillende indifferente kleine gebouwtjes: deze vallen buiten de bescherming.

Waardering

Het voormalig ARSENAAL is van algemeen belang omdat: het een oud en herkenbaar voorbeeld is van een militair gebouw en als zodanig architectuurhistorisch belang vertegenwoordigt, met name op het terrein van de militaire bouwkunst; het bouwhistorische waarde bezit vanwege het materiaalgebruik in oud muurwerk (mergel en baksteen) en houtconstructies (balklagen en kappen); aan het historische gebouwtype zeldzaamheidswaarde kan worden toegekend; het ondanks verschillende bestemmingswijzigingen zowel uiterlijk en van binnen redelijk gaaf behouden is gebleven; het in aard en verschijningsvorm een structureel en beeldbepalend onderdeel van het historisch complex op het zuidwestelijk bastion van de stad is en als zodanig van algemeen cultuurhistorisch belang.

FORMER ARSENAL BUILDING. A brick building, originally from the 16th century, standing elongated in a north-south direction, with a height of two storeys and covered with a roof of red old-Dutch tiles that is regularly provided with roof dormers on both sides. J. van Lokhorst converted the arsenal into a psychiatric institution (1898-1905). The floor plan has the shape of the letter T overlapped by an F: the vertical part of this combined letter contains from north to south the former "long house" with a later extension in the southern direction; the top part of the combined letter is the north wing with perhaps the old Stable (east) and a section from 1905 (west, built as a sick ward by J. van Lokhorst) while halfway along the long house a flat-roofed transverse wing of three storeys was built, presumably the original carriage house (east). Against the long house on the west side a low, flat-roofed conservatory-like extension was erected in brick, the same was done against the south facade of the northern transverse arm (1937). The facades are furnished with windows with wooden glazing bars in a sober and regular manner (mostly from 1898) and coloured with marl stone bands (first half of the 16th century and 19th century D). The south facade and the east facade of the northern transverse arm have a render with false joints from the first half of the 16th century. Internally, old bearing walls and the historical structure have been preserved, furthermore, among other things, the stairwells (1898), panelled doors and the floor beams plus roof truss structures (tie and scissor braces in oak and pine) are worthy of protection (16th-18th centuries). To the west of the long house the so-called "arsenal square", a continuation of the forecourt of the castle demolished in 1674. Various indifferent small buildings emerged over time in the small interior courtyards to the east of the long house: these fall outside the protection.

Valuation

The former ARSENAL is of general importance because: it is an old and recognisable example of a military building and as such represents architectural historical importance, particularly in the field of military construction; it possesses historical construction value due to the material use in old masonry (marl and brick) and timber structures (floor beams and roof trusses); rarity value can be assigned to the historical building type despite its changed uses; despite various changes of use it has remained reasonably intact both externally and internally; it is in nature and appearance a structural and characteristically defining component of the historical complex on the southwestern bastion of the city and as such is of general cultural historical importance.
