Inleiding
Voormalig TRAMSTATION in eclectische stijl, ca. 1894, vertrekpunt voor de tramlijnen Maastricht-Glons (1894), Maastricht-Tournebride met aansluiting op de tramverbinding tussen Tongeren en Maaseik (1898) en de lijn Maastricht-Vroenhoven-Tongeren (1909). Het pand, gebouwd in opdracht van de NMVB, is gesitueerd in de gesloten wand van het Koningin Emmaplein en doet dienst als officiersmess van het Provinciaal Militair Commando. Na het vervallen van de tramlijnen is de eerste bouwlaag, met open wachtruimten onder ronde toegangsbogen, voorzien van een gesloten frontgevel. Daarbij is het rustica-stucwerk vervangen en werden de rondbogen van de stationshal voorzien van venster- en deurkozijnen. De aanbouwen van een laag aan de achtergevel plus een houten bijbouw zijn uitgesloten van bescherming.
Omschrijving
Voormalig tramstation met souterrain, twee bouwlagen en zolderverdieping op rechthoekige plattegrond, gesitueerd in lengterichting. Het geheel wordt gedekt door een zadeldak met muldenpannen, bakgoten en een recente dakkapel op het voordakvlak. Twee dakkapellen plus dakvenster op het achterdakvlak.
Symmetrische voorgevel. Gepleisterde eerste bouwlaag op hardstenen plint. Vijf gesausde bakstenen rondbogen voorzien van drie stalen vensters met roedeverdeling en twee dubbele houten toegangsdeuren.
Figuratief smeedwerk van recente datum in de vulstukken van de deurbogen.
In de tweede bouwlaag bevinden zich vijf venstertraveeën met rechthoekige houten T-vensters, geflankeerd door gestucte hoeklijsten, onderling gescheiden door gestucte, Ionische zuilen en omgeven door lijsten die afwisselend van een boogvormig of driehoekig fronton zijn voorzien. Het geheel tegen de achtergrond van een grijsblauw gesausde bakstenen optrek met gesneden voegen, als het ware rustend op een gevellijst. De gestucte zuilen lijken een architraaflijst te dragen die oorspronkelijk was voorzien van de tekst: "<- Vers Glons. Chemins de fer Vicinaux. Vers Maeseyck ->".
De gevel wordt bekroond door een aanzienlijke topgevel met driehoekig fronton. De drie traveeën worden geleed door vier gestucte Corinthische zuilen. Centraal geplaatst is een ronde stationsklok in een gestucte lijst met boogfronton, geflankeerd door twee vensters in een stuclijst met driehoekig fronton. Daarboven, in de timpaan van het grote fronton, een gestuct gevelvlak dat oorspronkelijk het opschrift "Station" droeg.
De achtergevel is opgetrokken van grauwbruine baksteen en onregelmatig ingedeeld. Drie segmentboogvormige houten kruiskozijnen, segmentboogvormig verticaal geleed houten venster, twee ongelede segmentboogvormige houten vensters in de tweede laag. De eerste laag wordt geheel aan het oog onttrokken door wit gesausde aanbouwen van een laag plus een houten bijbouw, welke zijn uitgesloten van bescherming.
De achtertuin wordt omgeven door een bakstenen tuinmuur.De indeling van het interieur is op de begane grond volledig gewijzigd.
De indeling van de tweede laag en de zolderverdieping is intact, maar bevat geen beschermde onderdelen.
Waardering
Het voormalige tramstation is van cultuurhistorisch belang als bijzondere uitdrukking van een sociaal-economische en typologische ontwikkeling en vanwege de innovatieve waarde. De architectuurhistorische waarde wordt bepaald door de bouwstijl, de esthetische kwaliteiten en de ornamentiek. Uit oogpunt van ensemblewaarden is het pand van grote betekenis als belangrijk onderdeel van de Maastrichtse singelgordel. Verder is het tramstation vanwege de situering verbonden met de ontwikkeling van de stad en van betekenis voor het aanzien van de stad. Dientengevolge is het pand van zeer groot belang in relatie tot de structurele en visuele gaafheid van de stedelijke omgeving.
Het voormalige tramstation beschikt tenslotte over een typologische en functionele zeldzaamheidswaarde, in combinatie met een voor tramstations relatief hoge ouderdom.

Former TRAM STATION in eclectic style, circa 1894, departure point for the tram lines Maastricht-Glons (1894), Maastricht-Tournebride with connection to the tram link between Tongeren and Maaseik (1898) and the line Maastricht-Vroenhoven-Tongeren (1909). The building, erected on behalf of the NMVB, is situated in the closed wall of the Koningin Emmaplein and serves as an officers' mess of the Provinciaal Militair Commando. After the closure of the tram lines, the first storey, with open waiting rooms under round entrance arches, was provided with a closed front facade. In doing so, the rusticated stuccowork was replaced and the round arches of the station hall were fitted with window and door frames. The rear additions of a single storey plus a wooden outbuilding are excluded from protection.
Description
Former tram station with basement, two storeys and attic storey on rectangular plan, situated lengthways. The whole is covered by a gabled roof with pan tiles, gutters and a recent roof dormer on the front roof plane. Two roof dormers plus roof window on the rear roof plane.
Symmetrical front facade. Rendered first storey on ashlar plinth. Five red brick round arches provided with three steel windows with glazing bars and two double wooden entrance doors.
Figurative wrought iron of recent date in the infill panels of the door arches.
On the second storey are five window bays with rectangular wooden T-windows, flanked by rendered corner lists, mutually separated by rendered Ionic columns and surrounded by lists alternately provided with a segmental or triangular pediment. The whole against a background of grey-blue rendered brick construction with cut joints, as it were resting on a cornice. The rendered columns appear to carry an architrave list which was originally provided with the text: "<- Vers Glons. Chemins de fer Vicinaux. Vers Maeseyck ->".
The facade is crowned by a substantial gable with triangular pediment. The three bays are articulated by four rendered Corinthian columns. Centrally placed is a round station clock in a rendered list with segmental pediment, flanked by two windows in a stucco list with triangular pediment. Above this, in the tympanum of the great pediment, a rendered gable plane which originally bore the inscription "Station".
The rear facade is of greyish-brown brick and irregularly arranged. Three segmental-arch wooden cross windows, segmental-arch vertically articulated wooden window, two unarticulated segmental-arch wooden windows on the second storey. The first storey is completely hidden from view by white-rendered single-storey additions plus a wooden outbuilding, which are excluded from protection.
The rear garden is surrounded by a brick garden wall. The interior layout at ground level has been completely altered.
The layout of the second storey and the attic storey remains intact, but contains no protected components.
Valuation
The former tram station is of cultural-historical significance as a distinctive expression of a socio-economic and typological development and on account of its innovative value.
