Inleiding
De vm. VILLA, behorende aan de rentenierende hereboer Kuipers, is in 1877 in eclectische stijl gebouwd. Het zgn. Jeltingahuis is thans onderdeel van het gemeentekantoor. In 1959 kwam de gemeente in het bezit van de villa en nam deze in 1961 in gebruik na een uitgebreide verbouwing. In 1976/77 vond er een inpandige verbouwing plaats en is de achtergevel gewijzigd, evenals de conciërgewoning. De entreehekken aan weerszijden van de gebogen oprijlaan hebben gepleisterde hekpijlers met een smeedijzeren bekroning in de vorm van een bloemknop. Een waterpartij en een treurwilg begrenzen het gazon waarop een solitaire taxus en een beuk staan. Op de plaats van de appel- en perenhof die zich tot 1976 achter het Jeltingahuis bevond staat nu het Gemeentekantoor, dat van bescherming van Rijkswege is uitgesloten. De conciërgewoning - nr.18a - en de aanbouw aan de Noordzijde van de vm. villa vallen eveneens buiten bescherming van Rijkswege.
Omschrijving
De vm. villa met symmetrisch ingedeelde voorgevel bestaat uit een bel-étage op een hoog souterrain. Het afgeplatte schilddak is gedekt met gegolfde Friese pannen. Op de hoeken van de nok en hoekkepers staan twee schoorstenen met schoorsteenbord. Boven een souterrain van imitatie natuurstenen panelen is de bel-étage opgetrokken in bruine handvormstenen met gepleisterde hoekpilasters. Het basement van de hoekpilasters is rijk voorzien van natuurstenen plaatbekleding. Onder de gootlijst is een brede versierde daklijst. Het risalerende middendeel van de voorgevel wordt benadrukt door de versierde omlijsting rond het portiek en de dubbele pilasters aan weerszijden van de kajuit daarboven, eindigend in een gebroken fronton met piron. De centrale entree heeft een gebogen natuurstenen trap met bordes, voorzien van een gietijzeren balustrade; een wolfskuil met dienstingang is onder het bordes. In het inpandige portiek met gepleisterde wanden en sierlijst is een dubbele geverfde paneeldeur met bovenlicht en gietijzeren siersmeedwerk. Voor de twee rondbogige balkondeuren, gevat in een licht getoogde omlijsting, is een houten balkon op terracotta voluutconsoles. Aan weerszijden van de entree zijn verticale licht getoogde H-vensters met geprofileerde omlijsting en persiennes. Ter hoogte van de onderdorpels is een natuurstenen cordonlijst. Aan de Z-zijde van het pand is een aangebouwde serre. Aan de N-zijde wordt de uitgemetselde kajuit bekroond met een palmet. Het balkon staat op smalle hoge gietijzeren kolommen met een composiet kapiteel.
Waardering
De vm. villa, het zgn. Jeltingahuis, tegenwoordig onderdeel van het gemeentekantoor, is in 1877 in Buitenpost gebouwd als rentenierswoonhuis van een hereboer. Het is van algemeen cultuurhistorisch en architectonisch belang wegens:
- de situering, verbonden met de stedebouwkundige ontwikkeling rond het station na de aanleg van de spoorlijn (1866),
- de hoge mate van esthetische kwaliteit van het ontwerp en van de bouwstijl,
- de redelijke mate van architectonische gaafheid van het exterieur,
- de hoge mate van gaafheid van de detaillering en van de ornamentiek,

Introduction
The former VILLA, belonging to the rentier gentleman farmer Kuipers, was built in eclectic style in 1877. The so-called Jeltingahuis is now part of the municipal office. A water feature and a weeping willow border the lawn on which a solitary yew and a beech stand. On the site of the apple and pear orchard that stood behind the Jeltingahuis until 1976 now stands the Municipal Office, which is excluded from national monument protection. The caretaker's residence - no. 18a - and the extension on the North side of the former villa are likewise excluded from national monument protection.
Description
The former villa with symmetrically arranged front facade consists of a bel-étage on a high basement. The flattened hipped roof is covered with corrugated Frisian tiles. On the corners of the ridge and hip rafters stand two chimneys with chimney board. Above a basement of imitation natural stone panels, the bel-étage is built up in brown hand-moulded bricks with plastered corner pilasters. The basement of the corner pilasters is richly provided with natural stone panel cladding. Below the gutter line is a broad decorated drip moulding. The projecting central section of the front facade is emphasised by the decorated surround of the portico and the double pilasters on either side of the pavilion above it, ending in a broken pediment with a finial. The central entrance has a curved natural stone staircase with landing, furnished with a cast-iron balustrade; a basement passage with service entrance is beneath the landing. In the internal portico with plastered walls and ornamental moulding is a double painted panel door with fanlight and cast-iron ornamental ironwork. In front of the two round-arched balcony doors, set in a lightly arched surround, is a wooden balcony on terracotta scroll consoles. On either side of the entrance are vertical lightly arched H-windows with moulded surround and blinds. At the height of the window sills is a natural stone cordon line. On the South side of the building is an adjoining conservatory. On the North side the built-up pavilion is crowned with a palmette. The balcony stands on narrow tall cast-iron columns with a composite capital.
Valuation
The former villa, the so-called Jeltingahuis, nowadays part of the municipal office, was built in 1877 in Buitenpost as a rentier residence of a gentleman farmer. It is of general cultural-historical and architectural importance because of:
