Inleiding
RIJKSWERKINRICHTING Tweede Gesticht, gebouwd tussen 1895 en 1900 in een sobere neo-renaissancistische stijl in opdracht van het Ministerie van Justitie en naar ontwerp van W.C. Metzelaar (het ontwerp komt overeen met dat van de eveneens beschermde Rijkswerkinrichting Eerste Gesticht (thans Norgerhaven), Oude Asserstraat 20). Het gebouw werd opgericht ter vervanging van het carre-vormige oude Tweede Gesticht dat nu werd ingericht als werkplaats. Het Tweede Gesticht is in 1965 en in 1989-1990 verbouwd. Tijdens de laatste verbouwing, naar ontwerp van het Bureau Cor Kalfsbeek, zijn nieuwe hoekvolumes toegevoegd die het symmetrische en representatieve uiterlijk van het middengedeelte versterken. Ook is bij die gelegenheid een hekwerk rondom het gebouw geplaatst. Het gebouw staat thans bekend als de Penitentiaire Inrichting Esserheem.
De bescherming betreft het evenwijdig aan de weg gelegen frontgebouw. De overige onderdelen binnen het omgrachte terrein zijn als gevolg van wijzigingen en uitbreidingen niet beschermenswaardig.
Omschrijving
Het frontgebouw is opgetrokken uit baksteen en wordt gedekt door een afgeplat zadeldak met pannen; (vernieuwde) betonnen goten; dakkapellen in voorste dakschild met alternerend een fronton- of segmentboog. Aan weerszijden van de vooruitspringende poort vijf traveeën met spaarvelden, rondboogramen met in het boogveld pleisterwerk (stralen); plint; aan rechterzijde kelderramen onder de rondboogramen. Middenstuk met deur en rondboog spaarveld met naamsaanduiding; daarboven uurwerk; natuurstenen elementen (negblokken, consoles en sluitsteen), trapgevel met speklagen en afdekplaten, smeedijzeren windvaan. Aan achterzijde gevelsteen met het opschrift: Met Verpleegden gebouwd 1895-1899.
Waardering
Het binnen een omgrachting gelegen frontgebouw van de Rijkswerkinrichting Tweede Gesticht oftewel Esserheem is van cultuurhistorisch, architectuurhistorisch, typologisch, stedebouwkundig belang alsook van belang voor de geschiedenis van de Rijkswerkinrichting Veenhuizen; tevens van belang als functioneel onderdeel van het uitzonderlijk waardevolle complex Veenhuizen.

Introduction
STATE PENAL LABOUR INSTITUTION Second Establishment, built between 1895 and 1900 in a sober neo-Renaissance style commissioned by the Ministry of Justice and designed by W.C. Metzelaar (the design corresponds to that of the equally protected State Penal Labour Institution First Establishment (now Norgerhaven), Oude Asserstraat 20). The building was erected to replace the square-shaped old Second Establishment which was then fitted out as a workshop. The Second Establishment was renovated in 1965 and in 1989-1990. Description
The front building is constructed of brick and is covered by a flattened gabled roof with tiles; (renewed) concrete gutters; dormer windows in the front roof slope with alternating pediment or segmental arch. On either side of the projecting gate five bays with spandrels, round-arched windows with plasterwork in the arch field (radiating); plinth; on the right side cellar windows below the round-arched windows. Central section with door and round-arched spandrel with name inscription; above it a clock; natural stone elements (corner blocks, consoles and keystone), stepped gable with brickwork courses and capping plates, wrought-iron weathervane. On the rear side a stone plaque with the inscription: Built with the Care-receivers 1895-1899.
Valuation
The front building of the State Penal Labour Institution Second Establishment or Esserheem, situated within a moat, is of cultural-historical, architectural-historical, typological and urban-planning importance, and also of importance for the history of the State Penal Labour Institution Veenhuizen; also of importance as a functional component of the exceptionally valuable Veenhuizen complex.
